As the Conference Chair of NAPALSA, I write this email to invite you to become a panel speaker at the annual joint NAPABA & NAPALSA conference, which will be held November 7th-10th in downtown Kansas City, Missouri.
During the four-day conference, on the 8th (Friday) and on the 9th (Saturday) there will be eight panel sessions presented to the law students attending the conference. With your experience as a legal professional, we would love to have you as a panel speaker.

SECOND ANNUAL CONVENTION ACCESS TO JUSTICE CONFERENCE

The Illinois Supreme Court Commission on Access to Justice invites you to their Second Annual Conference. The Second Annual Access to Justice Conference will be held on Wednesday, October 23 from 1:30pm to 5:00pm at the Thompson Center in Chicago. The theme of this year's Access to Justice Conference is court-based pro bono, identifying many ways courts, legal aid lawyers, members of the private bar and other judicial stakeholders can address the legal needs of low-income and vulnerable litigants through the promotion of pro bono work. The keynote address will be delivered by Bryan Stevenson, Executive Director of the Equal Justice Initiative in Montgomery, Alabama. CLE credit will be available.

CHINATOWN PRO BONO LEGAL CLINIC

AABA and the Chinese American Service League are seeking volunteer attorneys, paralegals, law students and translators to help provide free legal services to low income Asian immigrants.
The Clinic offers counseling and legal assistance on matters such as family law, immigration, personal finance, housing, public benefit and consumer law. This is a wonderful opportunity to gain legal experience while helping those in need! We especially need immigration lawyers and lawyers who can take on cases. It is not necessary to attend a clinic to accept a case.
The ability to speak Mandarin or Cantonese Chinese is particularly helpful, but Chinese language skills are not required to volunteer.
The Clinic is scheduled for the second Saturday of every month, from 10 a.m. - 1 p.m.
Please let us know if you have immigration law experience and are willing to supervise or co-counsel an attorney on a clinic immigration case.
Referral List: The clinic is compiling a referral list of attorneys who can take cases which do not qualify for pro bono representation under the clinic's low income requirement. Please email us if you would like to apply for our referral list.

once a month on the 3rd Sunday. Volunteer attorneys provide legal advice and representation to Apna Ghar's clients for their family law procedures including divorce, child support, custody and visitation. The clinic

Illinois Health Information Exchange Authority (ILHIE Authority)
TITLE: Legal Counsel
ORGANIZATION: Illinois Health Information Exchange Authority (ILHIE Authority)
I. JOB DESCRIPTION
The Illinois Health Information Exchange (ILHIE) is a statewide, secure electronic network for sharing clinical and administrative data among health care providers in Illinois. ILHIE allows helath care providers and professionals to exchange electronic health information in a secure environment, which helps prevent duplicate tests and prcedures, and ensure the accuracy of prescriptions and other medical orders. The ILHIE Authority is the agency responsible the governance and operation of the ILHIE.
The Legal Counsel reports to the Executive Director of ILHIE Authority and shall be responsible for providing legal services including providing legal advice and research on a variety of matters, advising on legal and regulatory compliance, drafting and reviewing contracts, conducting complex analysis of bills, legislation and policies, drafting legislation and policies, engaging in advocacy, evaluating liability issues and representing ILHIE Authority's interests in a variety of forums.
The ILHIE Authority offices are located at the James R. Thompson Center, 100 West Randolph Stree in Chicago.
II. QUALIFICATIONS
Ten (10)+ years experience working in a government agency, prominent law firm or relevant legal department; experience from mix of professional settings preferred. Must have experience representing health care provider, payer or health information technology entities and with a broad array of legal matters, experience with contracts and negotiation, experience with liability and risk analysis and providing effective legal analysis, ability to solve legal problemes, communicate effectively and maintain effective working relationships within and outside the organization. Preferred strong knowledge of state and federal laws and regulations relevant to health information technology and health information exchange, including privacy and security. Preferred exposure to information technology legal matters. Preferred exposure to government procurement.
III. KEY RESPONSIBILITIES AND FUNCTIONS
The Legal Counsel will have a broad set of responsibilities including:
- Participate in the definition and development of corporate policies, procedures and programs and provide continuing counsel and guidance on legal matters and on legal implications of all matters.
- Advises the Authority on compliance with state and federal laws and regulations including HIPAA and state privacy laws;
- Plans legal activities for the ILHIE Authority including drafting and negotiating participation agreements, business associate agreements and other contracts;
- Advises management on issues invovlving legal risks and liability;
- Consults with managment to develop appropriate solutions to internal business operations and legal needs;
- Works effectively with state agencies and other stakeholders on legal issues affecting statewide health information technology implementation;
- Communicates effectively with advocacy groups, constituents, providers and others;
- Monitors, reviews, analyzes legislative bills and drafts and revises proposed legislation;
- Participate in the Authority's strategic planning process;
- Manages Authority's entity governance process and the exercise of administrative agency rulemaking authority
- Researches issues and counsels ILHIE Authority managements and staff and its Board of Directors regarding those issues.
IV. EDUCATION
Required: Law Degree. Admitted to practice in Illinois (or qualified for reciprocal admission; no relocation benefits provided).
