NED Classes Announced for February & March, 2013
The HSPD-12 Program Office will offer four new NED classes (two sessions for beginners, two sessions for advanced NED users) during the first quarter of 2013. Position Level Selection Changes in NED - An Update
The NIH HSPD-12 Program Office is making some changes to the selection of Position Levels available in NED (as part of the NIH Form 2866: Position Sensitivity Worksheet).
With recent changes to the Division of Extramural Activities Support (DEAS) at NIH, the following position titles will be removed from NED:
DEAS Staff -- Management (non-IT staff)...................... 1 DEAS Staff -- Non-management (non-IT staff)................ 1
In their place, the following position category will be added:
Extramural Support..................................................... 1
Please note: the new "Extramural Support" position selection is scheduled to be added to the next NED release on December 10, 2012.

New HHS ID Badge Card Stock Gets a Boost
NIH recently began issuing PIV Cards/HHS ID Badges using card stock with enhanced storage capabilities. The new badges contain 128k computer chips, essentially doubling the storage capacity of the 64k chips currently in the PIV Cards/HHS ID Badges at NIH.
Prior to January 1, 2011, manufacturers produced 64k card stock as the standard for PIV Cards. These cards had room to store only active certificates; they were unable to archive expired certificate keys.
While users of the 64k cards who require access to their expired certificates are able to download 'soft' versions of these expired certificate keys to their computers, they are not able to store them on their smart cards. Users of these cards have access only to the information that is encrypted with active certificates.
As of January 1, 2011 the card manufacturer supplying NIH stopped producing of the 64k PIV Card and began producing the 128k PIV Card. NIH recently depleted its supply of 64k cards and is now issuing the 128k cards. These cards will have enhanced capabilities, including:
- Storage space for up to 5 archived certificates
- Advanced encryption
Cardholders can determine whether their card stock is 64k or 128k by checking the back of their card for a string of numbers beginning with either '2050' (indicating a 64k card) or '4820' (indicating a 128k card).
When digital certificates on a 64k PIV Card are renewed, the previous certificates are removed from the card while new certificates replace them. In order to open encrypted e-mails that were sent or received previously, the removed certificates will need to be recovered using the HHS Identity PIV Portal. A description of this process is posted on the NIH Knowledge Base at: http://go.usa.gov/g2Nj. For 128k cards, however, key recovery is generally unnecessary since the five (5) prior e-mail encryption keys will be stored in the larger capacity card.
Note: the transition from 64k to 128k cards will have no effect on issuance time, nor will there be any requirement for additional software. Also, badge holders with 64k card stock will not notice any change in the performance of their PIV cards during the migration to 128k cards.
DPSAC or the appropriate local badging office will notify badge holders when it is time to come in for a new PIV Card/HHS ID Badge. Individuals should not attempt to renew their badge until they receive instructions to do so from their local badging office. The badging office will issue the more robust 128k PIV Card at that time.

Know the Rules for Renewing Digital Certificates
HHS sends out its first certificate expiration notice 42 days before the badge holder's digital certificates expire. Follow-up messages from the Department to the badge holder go out every seven days until the certificates are either renewed or they expire.
The last message goes out one week before the certificates expire. Please be aware that all of the messages are exactly the same.
Note: Certificates cannot be renewed by an LWS operator or a Badge Issuance specialist UNLESS the badge holder's certificates will be expiring within the 42-day window.

Certificates Expiring? DO NOT Ignore HHS Certificate Renewal E-Mails
DPSAC is urging PIV Card users to heed the certificate renewal notifications they receive from HHS to avoid being locked out of their computer or prevented from using critical software applications due to expired certificates.

Don't Get Locked Out -- Take Your PIV Card With You
By March 29, 2013, more than 35,000 employees, contractors and affiliates will be using their PIV Cards (HHS ID Badges) instead of their user name/password to log in to their Windows computers.
Get in the habit of removing your PIV Card from the card reader immediately after you've logged in and place it back in your card holder. You will stay logged on even when you remove your PIV Card from the card reader. Note, however, that after a period of inactivity your session will time out and you will be required to log back in using your PIV Card and PIN.
If you need a reminder to take your PIV Card with you at the end of the work day, schedule a recurring 'meeting' in your Outlook calendar that will pop up before you leave for the day.

Keep your passwords current to avoid having your account deactivated -- everyone transitioning away from username & password to HHS ID Badge/PIV Card & PIN login will still need to update their password when they receive an e-mail notice that their password is about to expire. Otherwise, they will be locked out of their computer until they have updated their password, even though they may not be using their password for login.
Sign up for the NIH Password Self Service program, iForgotMyPassword, so you can always manage your password and unlock your account at: https://iforgotmypassword.nih.gov/.
ICs that want to add LWS operators to the approved roster -- send a written request to Richie Taffet at taffetr@mail.nih.gov. Your request should include the new operator's name, their IC, their NED #, as well as the operator's e-mail address, building/room and phone number.
Once Mr. Taffet has approved the request, he will forward the name(s) to HHSIdentityAdmins@deloitte.com to complete the approval process, add the name to the LWS operator roster, and inform the IC that the individual is now approved to operate the LWS.
Need to make changes to the LWS Operator directories? -- drop an e-mail to Lanny Newman, newmanl@mail.nih.gov, and let him know what needs changing (e.g., adding new operators or LWS locations, removing operators, etc.). Remember, before a new operator can be added to the LWS directory, s/he must first be approved by Richie Taffet (see preceding Helpful Tip).

FAQs
Q. In the October 31, 2012 issue of the DPSAC News, the article titled "Position Level Selection Changes in NED' stated that the category 'Extramural Support....1' will replace "DEAS Staff - Management (non-IT staff)....1" and "DEAS Staff-NON-management (non-IT staff)...1"
When I checked NED I didn't see the 'Extramural Support" position category. Did plans to use this category change?
A. No. The new category "Extramural Support....1" is scheduled to appear in the next NED release on December 10, 2012.
Q: If I log in using my PIV Card and PIN, do I have to leave my card in the card reader the whole time that I'm using my computer?
A: No. Once you are completely logged in, your computer will NOT log you off if you take your PIV Card (HHS ID Badge) out of the smart card reader. In fact, once you have logged in, removing your PIV Card from your card reader and returning it to your card holder is good practice. That way, you avoid forgetting your credential at the end of the day.
Remember that after a period of inactivity your computer will automatically time out requiring you to log back in with your PIV Card and PIN.

Fire Safety During the Holiday Season
The following fire safety awareness article was prepared by The Division of the Fire Marshal, ORS.
With the approach of the holiday season, many of us look forward to decorating our workplace. When planning, here are some practical guidelines to minimize fire hazards. Many of these fire safety tips are equally appropriate for your home as well.
- Christmas trees may be displayed beginning Monday, November 26, 2012 through Friday, January 4, 2013.
- Only small artificial trees are permitted in laboratory areas.
- The height of natural trees is limited to four feet. Be sure that the tree base is submerged in water at all times.
- Display trees and decorations away from room exits in a manner that does not obstruct entering or leaving the room. Trees are not permitted in corridors or stairwells.
- All artificial trees and decorations must be made of flame retardant or non-combustible materials. Non-combustible decorations are safer and are preferred.
- Open flame candles (including menorahs with candles) are not permitted.
- Because of the risk of electrical shock, lights are not to be used on aluminum trees.
These guidelines apply only to Bethesda campus facilities. For other NIH occupied facilities, contact your local fire department for guidance.
