Partnership between the State and Community-based Health Insurance in Senegal
Community-based health insurance schemes in Senegal have received very limited support from the government in the past, but that is about to change. Abt Associates, through its USAID-funded Health System Strengthening project (HSS), has been providing technical assistance to Senegal's Ministry of Health for the development of a strategic plan towards universal health coverage. It has become one of the highest priorities of the government in the health sector.

Sub-Saharan Africa's Health Financing Outlook
High-level advocacy to mobilize more funding for health dominated the first decade of the new millennium, from the Commission on Macroeconomics and Health in 2001 to the Task force on Innovative International Financing for Health Systems in 2009. During the same decade, some African countries experienced unprecedented economic growth as well as improvements in governance, trade, health status, and life expectancy. Abt's HFG project explores this topic even further in a new report entitled Universal Coverage of Essential Health Services in Sub-Saharan Africa: Projections of Domestic Resources.

Welcome to the second edition of Global Health: Innovation to Impact, the E-newsletter of Abt Associates' International Health Division. Every quarter we share innovations and impacts from our projects worldwide.
This issue concentrates on our work related to promoting Universal Health Coverage (UHC) - that is, ensuring people's access to essential health services without the risk of impoverishment. With the conversation intensifying around the post-MDG development agenda, UHC continues to gain support as a potential new health goal, as evidenced by a the recent high-level World Bank/WHO forum Toward UHC in 2030.
Abt Associates works with our country partners to advance their UHC priorities while also strengthening their health systems. We focus on the financing, service delivery, quality improvement, and equity aspects of achieving UHC, while supporting comprehensive, integrated country strategies to drive sustainable progress.
In particular, Abt is supporting dozens of countries by providing expertise in measuring progress toward health systems goals, reducing financial barriers to accessing care, promoting private sector engagement, and applying proven tools, such as National Health Accounts, to support evidence-based health policy making and cost-effective resource allocation.
Enjoy this issue! We look forward to your comments.
