President's Message

Happy New Year! I am excited about what 2014 holds in store for the building industry and our Chapter, and I am thrilled about serving as your President this year. The Board of Directors held a retreat last week and have created a strategic plan for the upcoming year.  Together we have created goals for the Chapter and we need You to help make them a reality.

These goals include strengthening the BIALAV brand and messaging, to help expand our membership; increasing member engagement; leveraging coalition partners to strengthen our government affairs positions; expanding our leadership opportunities and commitments; and improving our overall financial stability . I think you will agree these are lofty goals, but very good goals for our Chapter in 2014.

Let me expand on the ways you can help the Board with these goals:

First, You can help us grow our membership.  Invite others to join the BIA, communicate the importance of a BIA membership to those you do business with; the larger our membership, the louder our voice;

Second, You can help with government affairs. There are proposed fees, initiatives and measures on the table that would essentially dismantle certain types of development in the future.   We need to hear from our membership on issues as they arise, so we can work with you and the appropriate stakeholder groups to address them early and appropriately;

Lastly, you can also help by participating in BIA activities and encouraging others to join you: go to our events; meet other members; share your projects and thoughts with those you meet and our Board. If you are a trade, your increased activity will introduce you to our builder members and allow you to meet builders face to face. Take advantage of BIA social events, which provide an opportunity for member to member, and peer to peer contact.

In short, I am asking each of you to help make our chapter thrive in 2014. The Board and I can't do it alone, we need everyone to participate in order to meet these challenges in 2014 and to energize BIALAV.

I look forward to working with you in the coming months as your President and welcome your participation.

Sincerely,

Howard Press

2013 Palmdale Incentive Program Approved

The City of Palmdale approved the residential construction incentive program for a second year. This week the City Council approved an extension of the program through January 9, 2015. It provides a 25 percent reduction in impact fees on single family residential construction.

Speaker Series Shaping Up for 2014

Yesterday the Chapter kicked off the first Government Affairs Speakers Series luncheon for the year with featured guests Los Angeles County Regional Planning Commissioners Curt Pedersen representing Supervisorial District 4 and Pat Modungo representing Supervisorial District 5.  Both commissioners provided their insights on processing plans with the county and stressed the importance of working closely with planning staff.

The Chapter is honored to have Los Angeles County Regional Supervisor Mark Ridley-Thomas from Supervisorial District 2 as the guest speaker for February Speaker Series is designed to give members, elected officials and key-decision makers the opportunity to meet for a general dialog about our region and get a first-hand update on what is occurring and the potential role the BIA could play.

Linkage Fees Defeated in Long Beach

The New Year got off to a busy start for the Chapter as staff worked to get the Housing Element adopted in Long Beach.  There was a tremendous push for inclusionary housing fees to be included in the Housing Element which would have added a tremendous cost to new development, particularly housing.  The Chapter along with the Downtown Long Beach Associates worked together during the winter holidays to advocate for programs to aid affordable housing that would not implicate the developers who create jobs and improve the economic vitality of the city. Fortunately the city council agreed and adopted the Housing Element which had been substantially approved by the State. The council remains concerned about affordable housing issues and directed staff to evaluate fee proposals closely and return to council by year end with a report and recommendations.
