IMPORTANT: ALL APPLICANTS AND GRANTEES MUST REGISTER IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) 

  


***Beginning with the 2013 AFG application period, all applicants will be required to be registered in SAM.gov BEFORE SUBMITTING their applications. Don't Delay! Register now!***

ALL GRANT APPLICANTS: Please ensure that your entity has an active registration in SAM.gov. Registration is required to award all new awards for FY 2012 and 2013. It may take several days for a newly submitted registration to become active.

POTENTIAL APPLICANTS? If you are thinking about applying for FY 2013 funds, you should register your organization on SAM.gov as soon as possible. Although you may submit a 2013 SAFER grant application without having completed SAM.gov registration, you will not be awarded without an active SAM.gov account. However, beginning with the 2013 AFG application period, all applicants will be required to be registered in  SAM.gov BEFORE SUBMITTING their applications. So to be safe, register in SAM.gov as soon as you can -- don't wait for the application period to open.

CURRENT GRANTEES: Current grantees must have an active registration in SAM.gov to avoid delays in receiving approval of amendment and payment requests.

EVERYONE: Make sure the banking information, employer ID number, and DUNS number you report in SAM.gov are accurate; the data you enter in SAM.gov and in your grant applications must match.

Remember that registration on SAM.gov is completely free of charge.There is no fee for you to register or to renew or update your organization's information on SAM.gov. You may see the websites of private businesses or contractors that will register your organization in SAM for you-for a fee.These websites often look like government websites at first glance. BUT remember that paying any fee is unnecessary to use SAM.gov and its resources.

WHITE HOUSE RELEASES FISCAL YEAR 2014 BUDGET PROPOSAL 

  


On Wednesday, April 10th, the White House released President Obama's Fiscal Year 2014 (FY14) Budget Proposal. The $3.77 trillion budget includes $39 billion in spending for the Department of Homeland Security.This includes a number of programs of importance to the nation's fire and emergency services.

The Administration's budget proposal recommends funding the Assistance to Firefighters (FIRE) Grant Program and the Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program at $335 million each in FY14. This is the same request the Administration made for Fiscal Year 2013. Congress recently passed a continuing resolution funding the federal government through the end of the current fiscal year. In that spending bill, the FIRE and SAFER grant programs were funded at $337.5 million each, but were also subject to a 0.092% across the board reduction for all programs in the Department of Homeland Security as well as the 5% reduction mandated by the sequestration. As a result, the budget request would represent a slight increase in funding.

Additionally, the White House is requesting $41.306 million for the United States Fire Administration (USFA). The Fiscal Year 2013 spending bill provided $42 million for USFA after the mandated rescissions. The budget proposal also contains a proposal from the previous year's budget proposal that would consolidate a number of homeland security grant programs, including the Urban Area Security Initiative (UASI) and the State Homeland Security Grant Program, into a single National Preparedness Grant Program. The Administration is requesting $1.043 billion for this program.

"Now that the Administration has released its proposal, the attention will now turns towards Capitol Hill" said CFSI Executive Director Bill Webb. "CFSI will be delivering a message in the months ahead to our lawmakers about the importance of the United States Fire Administration and the two grant programs to our nation's fire service to ensure that they are properly funded. With so much focus on the federal budget, we encourage the fire service leaders who will attend the 25th Annual National Fire and Emergency Services Dinner and Seminars Program on May 8-9 to address these issues in meetings with their members of Congress. The House and Senate will be working on the Fiscal Year 2014 spending bills while fire service officials will be meeting in Washington for this event."

NVFC Submits Testimony to House Ways and Means Committee on Volunteer Recruitment/Retention

 
On April 15, the NVFC submitted testimony to two Tax Reform Working Groups that were established by the U.S. House of Representatives Committee on Ways and Means to collect information to be used in the development of comprehensive tax reform legislation.
