Important Update: The Deadline for Submitting Your FY2011 Fire Prevention and Safety Application is Extended Until No Later than 5:00PM EDT, May 4, 2012

On Tuesday, April 17th, the application in the E-Grants system was successfully updated to include a required question about Financial Need within the Applicant Information section of the application. This update did not affect any parts of the application that you may have completed thus far. At this time we ask that you log back into the E-Grant system and look to the section Applicant Information, where you will find the following question:

"Please describe your organization's need for Federal financial assistance."

Per the Program Guidance, your response to this question will assist the Technical Evaluation Panel in assessing the following evaluation criterion:

Financial Need (10%): Applicants should provide details on the need for financial assistance to carry out the proposed project(s). Included in the description might be other unsuccessful attempts to acquire financial assistance or specific examples of the applicant's operational budget.

Volunteer Firefighter/EMT Tax Hike Hits Pocketbooks Across Country

Volunteer firefighters and emergency medical responders are feeling the impact of an increase in the taxes they owe on service-related benefits. The volunteer firefighter/EMT tax hike took effect beginning in 2011 when Congress failed to extend an exemption on taxation of recruitment and retention incentives for volunteer emergency responders.

USFA and the U.S. Department of Justice Initiate Study of Best Practices for Emergency Vehicle Visibility

Emmitsburg, MD. - The U.S. Department of Homeland Security's U.S. Fire Administration (USFA), supported by the U.S. Department of Justice National Institute of Justice (NIJ), and in partnership with the Cumberland Valley Volunteer Firemen's Association's (CVVFA) Emergency Responder Safety Institute, has initiated a study of emergency vehicle markings, lighting, and design to recommend best practices for increased visibility to approaching motorists.

Incident Description: Lieutenant Nappi suffered an apparent heart attack while battling a three-alarm fire in Bushwick, Brooklyn. According to FDNY, Lt. Nappi led a team of firefighters who stretched and operated a hoseline in a mezzanine area of the first floor. While battling the fire, Lt. Nappi became overheated and collapsed. Firefighters from Ladder 112 removed him on a stretcher to the street where he initially was conscious and alert. He was placed in an ambulance and EMS personnel began to treat him when he suddenly became unconscious and suffered cardiac arrest. While paramedics and EMTs continued to work on him, he was rushed by ambulance to Woodhull Hospital where he later died.

Though the cause of the fire remains under investigation by authorities, media reports say that a large pile of cardboard boxes reportedly caught fire on the second floor of the two-story warehouse.

Incident Description: While on assignment as the District's Communications Officer, Captain Winkelman attended an off-shift meeting at the dispatch center. Upon his return home from the meeting, Captain Winkelman was killed in a motor vehicle accident.

Funeral Arrangements: Visitation will take place on Tuesday 04/17/2012 from 1600-2100hrs at the Cosman Center (Huntley Park District), 12015 Mill ST, Huntley, IL 60142.

A fire department walk through will take place at 1900hrs. Lineup will begin at 1830hrs in the southwest parking lot.

Funeral services will take place on Wednesday 04/18/2012 at 1100hrs at the St. John's Lutheran Church, 6812 Main ST, Union, IL 60180. Visitation at St. John's will be held from 1000-1100hrs. Lineup will be at 1030hrs. Procession to Marengo City cemetery will follow immediately after the funeral service.

Emergency responders were summoned to the residence but despite all efforts, Chief Wilkinson succumbed to his injury.

Incident Description: Fire Chief Fox died from injuries sustained when the roof of a burning bar and grill collapsed on him. Two other firefighters on the interior attack team were injured but according to reports were pushed outside of the structure by Chief Fox just before the collapse. They were both transported to the hospital and treated for serious but non-life threatening injuries. Investigation into the cause of the fire and fatality continues by local and state authorities.
