Today's training will give you the basics and more. As announced in late 2012, use of the Online Application Tool will be mandatory in early 2013. 
 
 
 
Additionally, we have received several inquiries about last Friday's webinar presentation slides. Many didn't realize a summary of the 2013-14 Express and Customized Solutions updates, the webinar presentation, the recording link, and a few attachments were contained in this E-Newsletter sent the evening of the webinar. Thank you to all who participated in today's (Friday) webinar in which we shared important 2013-14 Express and Customized Solutions updates.
 
Effective December 31, 2012, the 2010-12 Express and Customized Solutions program cycle closed. The 2013-14 program cycle will launch on February 4, 2013. Unless otherwise noted as pending, all updates herein summarized impact new incentives applications submitted on January 1, 2013 and on.

Express Solutions Updates

 

1. Reduced Lighting Incentives                                                                        

Incentives in the following lighting technologies have been reduced:

  • Lighting
  • Compact Fluorescents
  • Controls
  • High Intensity Discharge
  • Pulse-Start
  • T5 Linear Fluorescents

The Onlihe Application Tool has been updated with these new incentives.

 

Customized Solutions Updates

 

1. New Incentives Structure 

All Customized solutions will be classified as either lighting or non-lighting and as either basic or targeted. See here for a list of the targeted solutions. All other solutions (those not listed) will be classified as basic. A solution's classification will determine its new incentive rate per kWh saved, as follows:

The Online Application Tool has been updated to with these new rates.

 

2. New Lighting Requirements                                                                 

Four (4) new CPUC requirements below will place higher standard for eligibility on customized lighting projects. To ease the burden, use deemed solutions when available.

 

A. PENDING: All lighting projects must use the Lighting Power Density's (LPD) method to calculate savings. See here for Title 24's allowed lighting power by type of use. This updated requirement is still is pending further instructions from the CPUC's Energy Division. Once those are given, the requirement will be effective immediately. The Online Application Tool will be updated by the effective date.

 

B. All lighting projects trigger Title 24 as follows, in effect changing the baseline used to claim savings and pay incentives:

    • In 2013, when changing 50 percent or more of the fixtures in a space type
    • In 2014, when changing 10 percent or more

C. All lighting projects must document existing controls or lack of. When in existence, they must be accounted for in the savings calculations.

 

D. All lighting projects installing occupancy sensors are subject to savings caps as follows:

    • DEER reduction factors by type of use, see here; 15 percent operational time (decreased from 40 percent in 2010-12 cycle)
    • Participants wishing to claim savings beyond these caps, must submit an M&V plan to SCE

                                                                                

3. New Comprehensive Project Bonus 

A bonus in the amount of 20 percent of the total approved incentive amount will be paid when eligibility requirements are met and final project installation complete, including Demand Response enrollment verification (if applicable).

 

Eligibility Requirements

 

A. Participation in at least three (3) of the following:

    • HVAC solutions
    • Refrigeration solutions
    • Lighting solutions
    • Control solutions*
    • Process solutions
    • Retrocommissioning solutions
    • Price Response Demand Program enrollment during the 2013-14 program cycle between February 4, 2013 and December 31, 2014

B. No one solution type (e.g., HVAC, Refrigeration, etc.) is less than 10 percent of the project's total approved incentives amount.

 

C. Comprehensive projects must be submitted in one (1) project application.

 

 

Additional Information

 

A. Bonus is available for project with Express and/or Customized solutions.

 

B. Bonus is not capped by the total project cost.

 

C. Bonus is capped at $25,000** per project.

 

D. Use energy audits as tools to identify project opportunities that help you meet customer needs and the comprehensive project bonus eligibility requirements.

 

* A list of qualifying control solutions will be provided by February 4, 2013.

 

** Bonus cap subject to change.
