Time is closing in. There is an imminent Energy Union Communication (announced for 25 February). This Communication must be joined up in more ways than one. This will reveal just how cohesive the new Commission's policies really are. "A successful future Energy Union needs to bring the benefits of the newly adopted European 2030 Climate and Energy Framework together with a truly consumer-centric, competitive future internal energy market to European consumers (private and industrial) and wider society. Moreover we believe that the Energy Union is one of three interlinked European policy areas where the engineering industry can play an overarching role in achieving the present Commission's key jobs and growth objective: the Digital Single Market, the Single Market for Goods and Services and the Energy Union. Role of stakeholders in the implementation of network codes and related guidelines, and in particular the establishment of European Stakeholder Committees for the implementation of network codes
|
Our industry supports the development and implementation of network codes and related guidelines that secure grid stability/system security, continuity and quality of the service of the power system, including for the participation of demand side resources. Demand Side Flexibility bears significant potentials for increasing the overall efficiency of the EU energy system, integrating an ever higher share of Renewable Energy Sources and for realising cost savings for private and industrial consumers. It should therefore be particularly supported in the development and implementation of network codes. A business case rewarding the end-user for the service that he is offering to the grids should be pursued, while a centralised, mandatory shut on/off for appliances should be avoided in the finally approved codes [ more]

Orgalime position on transposition & implementation of Directive 2014/94/EU on Deployment Alternative Fuels Infrastructure at national level
|
Orgalime supports the promotion of a sustainable range of transport solutions and the build-up of interoperable, alternative fuels infrastructure across the EU as a means to stimulate growth, jobs and technology take-up. We therefore welcome the rapid adoption of Directive 2014/94/EU on the deployment of alternative fuels infrastructure at EU level, which is now in the critical phase of transposition and implementation in EU member states. The European engineering industry is ready and able to provide the full range of technologies that are required for a successful implementation of the alternative fuels infrastructure as identified in this Directive. However, Orgalime thinks that member states must provide the urgently needed political signal to bring the benefits to European citizens and society. [ more]

Comments on the final ECOFYS report on the evaluation of the Energy Labelling and EcoDesign Directives
|
Orgalime agrees with the ECOFYS report findings and recommendations that:
- It is premature to revise the Ecodesign Directive. Orgalime remains convinced that the identified shortcomings can be addressed through improved implementation of enforceable, measurable requirements and does not require an opening of the framework directive itself.
- The Energy Labelling and Ecodesign Directives should not be merged. A merger of the Ecodesign and Energy Labelling Directives should be contingent on practical and political feasibility, and does not seem conclusive at this stage.
- Uniform market surveillance procedures are important. Market surveillance is a horizontal issue, and rules should not be developed for the specific purpose of ED/ELD alone.
- Transparency on planning of the regulatory process, including a target date for publication, is imperative. Industry needs regulatory predictability.
However, contrary to the ECOFYS report, Orgalime recommends

Orgalime comments on the Commission preliminary proposals to streamline and simplify the REACH authorisation process
|
Orgalime welcomes the commitment of the European Commission, ECHA and member states to work on streamlining and simplifying the overall REACH authorisation process, and to consider a simplified one for specific cases. We recognise that the paper presented at the last CARACAL meeting is designed as an initial discussion paper with a view to substantiating many of its points in more detail as a next step. In this respect, we welcome the opportunity to comment and look forward to further discussing more details at upcoming meetings [ more]

Orgalime comments on RoHS implementation Scope review & amendment of the annex II list of restricted substances
|
Orgalime would like to comment on 2 pending proposals concerning Directive 2011/65/EU on the restriction of the use of certain hazardous substances in electrical and electronic equipment ('RoHS 2'):
- The review of the scope of the Directive and related amendment of the Directive through ordinary legislative procedure.
- The amendment of the list of restricted substance of Annex II of the Directive through Comitology to restrict the use of further substances in electrical and electronic equipment (EEE).
