Orgalime In-Brief edition 54.
In December (18/19), the European Council will convene to discuss amongst other things, how to spend the 300 billion euro pledged by European Commission President, Jean-Claude Juncker, as a spur for growth and jobs in Europe.
Orgalime will shortly be writing to Mr Juncker explaining how we see where the money is best invested. This will include what we believe to be several "historical" investments of vital importance for the future of Europe that would profit, including the modernisation of energy networks and support for energy efficiency investments in smarter technologies in the areas of buildings, transport, energy and industry. After a slowdown in 2013, turnover in 2014 will increase by 1.1%
|
Orgalime estimates that the engineering industry's turnover in the European Union just exceeded €1700 billion in 2013, which is still below the levels achieved overall in the EU in 2007.
However, Orgalime industries showed a strong growth in the first quarter of 2014. Although, in the second quarter turnover decreased in all sectors of the industry, Orgalime economists estimate that a modest 1.1% growth in turnover will be achieved for 2014 as a whole [more]

Orgalime extends Sandro Bonomi's remit as President
|
Orgalime are delighted to announce that Sandro Bonomi has been re-elected as their President for a further 12 months. Initially elected in November 2012, Mr Bonomi said that it was both "an honour and a pleasure..." to maintain his role as President of the European engineering industries association.
Adrian Harris, Director General said "Mr Bonomi has played a crucial role during the discussion on industrial policy and the so called 'industrial renaissance' and we are excited that he will continue this over the next twelve months. There are many new faces within the European Institutions following the recent elections and nominations - new relationships must be established and others cemented - Mr Bonomi is excellent in that respect, coming from a family-run business in one of our core sectors."[more]

Good work European Council on the 2030 Energy & Climate Change Framework! But why the resistance to Energy Efficiency
|
Having written an open letter to the European Council ahead of their recent meeting (23/24 October), in which we "urged the adoption of an integrated European 2030 Energy and Climate Change Framework", Orgalime and their vast membership have had time to assimilate their responses to the package. Director General, Adrian Harris, said "Firstly, It is good to see a decision being taken - we appreciate all the effort made to come to an agreement on this highly challenging topic. We appreciate that energy efficiency is confirmed in the framework: it is the essential link for implementing and achieving the new Renewables and Greenhouse Gases (GHG) targets in practice. Achieving one without the others will in our view be impossible".
However, this has been tainted with a modicum of disappointment on the news that the energy efficiency targets are falling behind what is technically perfectly feasible with today's technologies; Orgalime advocates policy makers to keep a proactive attitude for the future, in order to definitely close the gap to 30% in 2020. "Now, implementation of energy efficiency throughout all market segments (buildings, transport, energy and industry), matters in order to be able to achieve the new 2030 targets" added Harris. [more]

Orgalime statement on the proposed EU conflict minerals scheme
|
The European Commission published its proposal on creating a responsible trading strategy for minerals from conflict zones in March 2014. The proposal comprises a draft regulation on setting up a supply chain due diligence system for the importers of the covered raw materials as well as communication that lays down a number of accompanying measures.
Orgalime welcomes the comprehensive approach taken by the Commission, which recognises that dealing with conflict minerals in the supply chain is a complex task that needs to be addressed from different angles. It is essential that the EU initiative is part of a comprehensive framework integrated with foreign policy action that includes activities in the conflict regions themselves. In this regard, we believe the EU proposal should be more precise in spelling out tangible activities for conflict resolution. Emphasis should be put on promoting good governance and enhancing security in the conflict-affected and crisis regions [ more]

Policy Recommendations on the Circular Economy Package
|
The efficient use of resources in both, production processes and products manufactured by Orgalime industries is innate, as resource inputs account for almost 50% of total production costs in our sector. Any proposed action, including legislative, in the area of resource efficiency and circular economy needs to build on industry driven action and focus on securing our sector´s global competitiveness and its future contribution to Europe´s jobs and growth agenda.
We agree with the importance that the Circular Economy Package (CEP) reserves to trade and research policy, to support the key objective of securing continuous and reliable access to raw materials and fair competition for European manufacturing, while making our own products and processes in Europe ever more intelligent and efficient.
