The outcome of the European Council where the 2030 Climate and Energy framework was discussed and a decision was at last taken (a good thing...) leaving us somewhat disappointed as we see that once again energy efficiency is the weak link in the EU's climate and energy policy.  We at Orgalime had urged the adoption of an integrated European 2030 Energy and Climate Change Framework at the occasion of the European Council meeting.  We believe that a binding EU 40% lead carbon target, coupled with EU-level commitments for energy efficiency and renewable energy sources beyond 2020, would provide a new impetus for sustainable growth and jobs in Europe and will overall boost the competitiveness of EU industry - see what we wrote to the EU Council [more

Onus on member states to drive investment for alternative fuels & electric vehicle infrastructure

 

Orgalime welcomed the final adoption (1 Oct) of the Directive on the deployment of alternative fuels infrastructure through the Council of the European Union.  "The final adoption of the Directive following one reading is good news" said Adrian Harris, Director General of Orgalime, "We see this as the centrepiece of EU legislation to drive investment into these innovative environmentally friendly transport solutions.  We now invite national governments to move quickly on this - it's really up to them - so that Europe remains in the driver's seat.  We can expect significant future growth and jobs here. Policy recommendations on Smart Cities and Communities

 

Our industries offer all the technology solutions for cities and communities to stand societal challenges and for becoming generally smarter, more efficient and more competitive. For this to succeed, however, we believe that citizens should be at the centre of the development towards a smart city/community.  We generally welcome the European Innovation Partnership (EIP) on Smart Cities and Communities and its objective to demonstrate and scale up major innovative solutions through the Lighthouse Projects and other initiatives.  However, we have a number of substantiated views and recommendations to shape the EIP [more]

Comments on the Commission's proposal for a Regulation on Gas Appliances

Orgalime welcomes the Commission proposal for a Regulation of the European Parliament and of the Council on appliances burning gaseous fuels (GAR). Although the existing Gas Appliances Directive (GAD 2009/142/EC) has been working satisfactorily so far, this revision sustains its 'New Approach' philosophy. It also outlines a better and clearer definition of the equipment under the scope of the directive, and extends the scope to include new technologies which have flourished over the years.

Orgalime's questions on the implementation of Directives aligned with the New Legislative Framework

 

Orgalime welcomes the European Commission's plan to organise seminars on the implementation of Low Voltage Directive (LVD 2014/35/EU), Electromagnetic Compatibility Directive (EMC 2014/30/EU) and Radio Equipment Directive (RED 2014/53/EU). We consider that such seminars could contribute to a more consistent implementation of the Directives by market surveillance authorities and economic operators across the EU and hope that additional seminars for all the other Directives aligned with Decision 768/2008 will follow.

However, manufacturers have also raised an important number of horizontal questions. Therefore, we invite the Commission to organise a seminar which would tackle horizontal questions. We strongly believe that these questions should not be dealt with during the Directive-specific seminars, as this could result in diverging interpretations among the Directives [more]
Orgalime comments on Vademecum on European standardisation

 

Orgalime welcomes the European Commission's intention to 'revise and rationalise' the process of elaborating mandates/requests for standardisation such as "to include a consultation phase with relevant stakeholders and a thorough analysis that justifies the need for new standard-setting activity".

The 2008 New Legislative Framework that regulates most engineering products works well. We see no need to make changes to the European standardisation system, which complements it satisfactorily, especially in regard to the development time of standards, the supporting activities of European Standards Organisations (ESOs), and the involvement of "New Approach" consultants.

We are deeply concerned about ideas to make greater use of documents that lack consensus, such as those drafted by research institutes or test/certification bodies. Only a coherent standardisation system in Europe and internationally (related to ISO and IEC standards), rooted in consensus, transparency and openness, will be able to support European industry's competitiveness [more
