Our latest campaign is launched, very timely with EP2014 almost upon us. Manufacturing: the Beating Heart of Europe went live on 2 April. The aim - to educate and inform candidate MEPs and other new incumbents in the institutions about why manufacturing is so important for our future hope, prosperity and well-being. This should help to underline why we must encourage industrial investment back into Europe.

EU Leaders get down to business: competitiveness at last N°1 priority
|
The outcome of the recent European Summit lets European manufacturing companies hope that Europe may become a more competitive place to produce and generate new jobs. Open Letter to Heads of State & Government for the March 2014 European Council

The first signs of recovery of the overall EU economy are becoming apparent at the macroeconomic level. This is encouraging. What is still missing in Europe though is investment, the precondition for generating new jobs in the manufacturing sector and related service sectors.
Our industry, the largest manufacturing sector in Europe believes in Europe. Our vision is to promote the conditions under which our companies can flourish, grow and provide employment to Europe's citizens, today and in the long term. Our industry has strongly benefitted from the European Union and especially from the creation of the internal market. We see an efficient and effective European Union focussing on the right priorities as a cornerstone for the competitiveness of our industry in a globalised world [more]

 | Comments on Öko-Institut consultation for a review of the RoHS 2 Directive scope provisions - 2nd area of review: EEE added to scope |
Orgalime thanks the Öko-Institut for the stakeholder consultation to provide further input to the European Commission impact assessment on the scope of the RoHS2 Directive as requested by Article 24(1). However, at an earlier stage a similar study has already been carried out by Bio Intelligence Service on behalf of DG Environment1. We call for taking this earlier study into account in this follow up work.
As a European association representing the European manufacturers of mechanical, electrical, electronic and metal articles as a whole, Orgalime has focussed its comments on the impacts of the suggested scenarios to solve the current side-effects of Articles 2(2), 4(3) and 4(4), as listed under section six of the questionnaire, rather than on sections three, four and five, which, in our view, target individual companies [ more]

 | Comments on draft ECOFYS interim report on the evaluation of the Energy Labelling and Eco-design Directives |
Orgalime thanks the contractor for the transparent and inclusive consultation process on its evaluation study of the Energy Labelling Directive and specific aspects of the Ecodesign Directive and for tabling an in our view a widely comprehensive draft interim report.
Orgalime particularly supports the following findings and recommendations of the draft report:
- The confirmation of the earlier 2012 CSES study findings that an expansion of the Ecodesign or Energy Labelling to Non-ErP remains premature at this stage
- The need for better transparency of the planning of the regulatory process and evidence base
- The finding that a merger of Ecodesign and Energy Labelling Directives does not seem conclusive at this stage
- The confirmation that market surveillance and enforcement require improvement
- The relevance of exploiting systems savings in the future while acknowledging the inherent limitations of the Ecodesign Directive to deal with system savings
- The relevance of a well-coordinated overall policy framework and coherence of EU legislation for the success of the 2 Directives

Commission consultation on certification for waste treatment facilities - Orgalime contribution
|
Orgalime, as the voice of European metalworking, mechanical engineering, electrical and electronic engineering industries, thanks the Commission for consulting stakeholders on the issue of certification for waste treatment facilities.
We would like to provide our comments to the debate, which reflect our industry's experience with the implementation of the waste stream specific Directive 2012/19/EU (repealing 2002/96/EC) on Waste Electrical and Electronic Equipment (WEEE) [ more]

Orgalime Guideline: Article 4 of the Energy Efficiency Directive (2012/27/EU) regarding Building Renovation
|
Orgalime fully supports the Energy Efficiency Directive, which establishes a common European framework of measures for the promotion of energy efficiency to implement the 2020 EU objectives and pave the way for further energy efficiency improvements. As regards its implementation, it should be ambitious, harmonised and timely to succeed in achieving its goals.
We supported the Commission's initiative to develop interpretative notes on main provisions of the Energy Efficiency Directive. However, no guideline has been developed for the implementation of Article 4 of the EED, which foresees that member states shall establish long term strategies for mobilising investments in the renovation of residential and commercial buildings, both public and private, by 30 April 2014 [more]

SI 14: General Conditions for the Supply and Installation of Mechanical, Electrical and Electronic Products (ex SE 01)
|
The General Conditions SI 14 (an update of Orgalime's SE 01 conditions) are intended for deliveries where the obligations of the supplier (contractor) include installation on site of the equipment that he delivers, normally to the purchaser's premises. SI 14 deviates from S 2012 only where necessary to cover the contractual aspects of installation and taking-over. This makes the application and the interpretation of the conditions easier. SI 14 are a modern alternative to the UN ECE 188A issued in 1957. What has been said in the comparison between S2012 and ECE 188 also applies to SI 14 as compared with ECE 188A. Apart from that, there is also a marked difference in that SI 14 more clearly stipulates the conditions for and the consequences of taking over the Products. Orgalime SI 14 are available in English and German (more languages will soon be available).

|
Orgalime have secured their slot at this year's leading event dedicated to energy efficiency and renewable energy solutions. The Orgalime Secretariat now numbers 27 and there has been a slight reshuffle! Given that in the Commission alone there are potentially some 14 Directorates General of direct interest to Orgalime, an effective input from Orgalime can only be achieved with the committed support of specialists from its member federations and European product sector committees.
