Orgalime In-Brief edition 44.
Orgalime publications aim to provide the European engineering industries with documents that can help industry to draw up adequate business contracts and give practical advice on frequently occurring legal questions. The publications are, for the most part, drafted by Orgalime member association lawyers.
The first Orgalime legal publication was issued in the 1950s and the current listing now includes 27 titles, some of which have been revised several times in order to adapt to new or changing legislation. Core messages for the transposition of the WEEE Recast Directive into national laws
|
In view of the transposition of the Recast Waste Electrical and Electronic Equipment (WEEE) Directive by EU member states, Orgalime, which represents producers of electrical and electronic equipment across all categories, calls on national legislators to ensure that the recast and its transposition lead to improved environmental protection, as well as greater efficiency and more effective enforcement of the Directive. It is vital that the Recast and its transposition do not create additional administrative burdens for producers to comply with, without any environmental benefit, given the goals of the Recast and that producers have made investments, both financial and human, for ensuring compliance with the Directive [more]

| No need to reform the internal market for industrial products |
Orgalime welcomes the European Commission's open consultation of stakeholders on remaining barriers to the free movement of industrial products. We support the Commission's statement in its 'Industrial Policy Communication Update': a fully functioning internal market is a "key tool to achieve a highly competitive social market economy".
In this context, engineering companies represented by Orgalime in Europe have 6 key messages to communicate to policy makers.
- Professional non-harmonised sectors do not require harmonised health and safety regulation at European-level.
- In harmonised sectors, full harmonisation is needed for all national rules and requirements for placing products on the market.
- Market surveillance needs to be stepped up.
- Products and applications related to Key Enabling Technologies (KETs) do not require specific legislation; some adjustments in existing legislation could support the uptake of KETs.
- Products and applications related to 3-D printing do not need to be specifically regulated at EU level.
- Harmonised legislation at EU level should be consistent.

"Green single market for green growth": neither good for consumers nor for manufacturers
|
Having reviewed the Draft Commission Recommendation on the use of Product Environmental Footprint (PEF) and the Organisation Environmental Footprint (OEF) methods, both Orgalime and ANEC are extremely disappointed that, notwithstanding their joint opposition to the draft proposal, the Commission should once again have opted for yet more big brother 'voluntary' regulation.
Orgalime sees this proposal as representing an unreliable tool for creating demand for better and greener products in the EU, while it risks exposing companies to unfair competition and to market distortion as consumers would base their buying decisions on misleading information [more]

European Standards offer a wide range of benefits to small and medium-sized enterprises (SMEs). They enable companies to improve their efficiency and competitiveness, minimise waste and reduce costs. They ensure the quality and safety of products and services, and make it easier to sell them throughout Europe and around the world. They help to create a level playing field, allowing SMEs to access more markets and attract new customers. SMEs can take full advantage of the benefits and opportunities offered by European Standards, but often don't know how.

Standards should be a yardstick, not back-door legislation

Orgalime, the European Engineering Industries Association, speaks for 38 trade federations representing some 130,000 companies in the mechanical, electrical, electronic, metalworking & metal articles industries of 23 European countries. The industry employs some 10.3 million people in the EU and in 2012 accounted for some €1,840 billion of annual output. The industry not only represents some 28% of the output of manufactured products but also a third of the manufactured exports of the European Union.
