Orgalime In-Brief edition 40.


On the 28 November, Orgalime President, Richard Dick presented the joint (with CEEMET) manifesto 'Manufacturing a Stronger and Greener Europe' to the European Commission President José Manuel Durão Barroso. This was Orgalime and CEEMET's response to the Commission's recent Communication 'A stronger European Industry for Growth and Economic Recovery' 

President Barroso said "...you can count on my personal commitment to make sure that creating the right conditions for industry remains at the core of the European agenda"

There were more encouraging soundbites from other corners of the European Institutions - Carlo Pettinelli added "There is no sustainable growth without competitive and innovative industries.  And there is no investment without industrial investment to adopt new technologies..." [more]

 Energy infrastructure - Trialogue priorities Draft TEN-E    

For European technology providers, this new energy infrastructure legislation is vital as it determines fundamental parameters for future smart grids in Europe, their interoperability, flexibility and capacity to handle an increasing share of energy generated from renewable energy sources and an ever more decentralised production of energy in the context of an EU Energy Policy that should place the European consumer more and more at its core. The effect of the final TEN-E Regulation on the energy internal market could include the creation of a more stable legal framework for return on investment.

 

A consistent, ambitious framework is in our view required to stimulate urgently needed investment decisions as well as confidence of the market in such investments.  Setting up a flexible, reliable, interoperable, competitive and smart grid. European technologies are available and ready for use - now is the time to exploit them and bring their benefits to European citizens, its economy, wider society and the environment [more]  

Efficient and effective Market Surveillance   

 

Orgalime welcomes the Commission plans for a Product Safety and Market Surveillance Package, which we hope will reinforce the excellent New Legislative Framework in place since 2010.   

 

We believe it is paramount for member states to establish proportionate and co-ordinated enforcement measures against infringement of all EU product legislation, in order to ensure confidence in the Single Market, a level playing field for all market operators and growth and jobs in our industry [more]

European Conference 'SMEs and Standardization' - 28 May 2013 (save the date!)

European Standards offer a wide range of benefits to small and medium-sized enterprises (SMEs).  They enable companies to improve their efficiency and competitiveness, minimise waste and reduce costs.  They ensure the quality and safety of products and services, and make it easier to sell them throughout Europe and around the world.  They help to create a level playing field, allowing SMEs to access more markets and attract new customers. SMEs can take full advantage of the benefits and opportunities offered by European Standards, but often don't know how.

 

The European Standards Organisations, national standards bodies and business associations are working together to improve the value of standards for SMEs, and to make sure that every business can take full advantage of all that standards have to offer [more]
European engineering industries outlook for 2012-3: modest expectations which depend on EU's economic policies

Orgalime economists estimate that the engineering industry's value of production in EU27 reached some €1666 billion in 2011.  All major sub-sectors in the industry showed robust growth in 2011.  The highest growth in output - 11.5% - was registered in the mechanical engineering sector.  Output in the metal products and metalworking sector grew by an estimated 6.8% and, for electrical engineering and electronics including instruments and ICT, the growth in output reached 5.5%.  Overall, the output of the industry increased by an estimated 5.9%, an important development given that the 2010 growth was already at 7.5%.  However, this is not expected to continue in 2012 [more]

 

Environmental Footprint - doubtful value for consumers while opening the door to market distortion for industry

Orgalime, the European engineering industries association, and ANEC, the European consumer voice in standardisation, are deeply concerned that the Commission's Directorate-General for Environment is in the process of developing a harmonised methodology for the calculation of the environmental footprint of products, services and organisations with a view to assess, display and benchmark their environmental performance based on a Life Cycle Assessment (LCA) approach.  This could mean that the proposed methodology and its use in policy making may increase complexity and costs while providing questionable benefit, if any, for industry or the consumer.

 

The initiative is now undergoing impact assessment in the context of DG Environment's proposal for a Communication on 'Unlocking the Single Market for Green Products'.  The adoption of the final methodological guide by the European Commission is planned for December 2012, while its integration into relevant policy instruments, including the Eco design Directive, is under consideration as a possible next step [more]
