A method of delivering community benefits which focuses on measuring impact.
|
Increasingly Public and Voluntary Sector agencies are being expected to deliver their services through Results Based Accountability... Given the speed at which the model is being adopted across Wales, it runs the risk of becoming "The Emperor's new clothes" where everyone assumes that everyone else understands RBA and how it works. |
A couple of usual terms:
The Story Behind the Baseline:
All outcome-focussed projects must assess the Baseline - the situation as it currently exists.
However, what RBA seeks to establish is the underlying reasons for the situation (the 'why?'), by responding to the underlying factors, rather than just applying a generic response (e.g. Job Clubs) to solve unemployment. It is more likely that the change will be more long term.
Turning the Curve:
No community operates in a vacuum and any issues are subject to trends both positive and negative. If a situation exists within a community or group it is likely to be following one of three paths: getting worse, getting better or staying the same.
If this were plotted on a graph it would show a curve up, as curve down or a straight line.
Turning the curve is where you change the direction of the 'curve' to demonstrate improvement.
|
If your project simply measures activity levels... For example:
Number of advice sessions provided Number of people accessing training
Number of individuals supported You are not in a position to measure that value or impact that this support has had. There is no way to differentiate valuable interventions from poor quality inappropriate support. Under these terms you are measured on quantity not impact. |
