femaArchitects Praise House Passage of HR 1471, the FEMA Disaster Assistance Reform Act

The American Institute of Architects (AIA) issued the following statement on March 1, 2016 after the U.S. House of Representatives passed the FEMA Disaster Assistance Reform Act. The legislation reauthorizes the Federal Emergency Management Agency and calls for a major review of disaster cost trends that will include proposals for mechanisms and incentives to reduce disaster costs. The review will include recommendations to FEMA and Congress.
 
According to AIA President Russell Davidson FAIA, "A new assessment of disaster costs is long overdue, and will provide valuable information to better manage the spiraling costs of disaster assistance incurred by the American taxpayer.

"We are especially gratified that the legislation calls on representatives of the construction and building industry - including architects - to take part in this comprehensive review. HR 1471 represents a major opportunity for our profession to have a say in developing proposals which could have an immediate impact on federal resilience policy.

"Furthermore, input from architects is a necessary ingredient for the federal government to develop a comprehensive mitigation investment strategy, leading to recommendations that will reduce the loss of life and property, while enabling cost savings and improved efficiency and effectiveness for FEMA."
 

In conjunction with the Centers for Disease Control and Prevention's Healthy Community Design Initiative, the Alliance publishes the biennial Benchmarking Report to collect and analyze data on bicycling and walking in all 50 states, the 52 largest U.S. cities, and a select number of midsized cities.
 
The Report combines original research with over 20 government data sources to compile data on bicycling and walking levels and demographics, safety, funding, policies, infrastructure, education, public health indicators, and economic impacts.
 
It's an essential go-to resource for public officials, advocates, decision makers, and researchers.

High-performance and passive design practices are being applied to projects of all types, scales and budgets
 
In order to examine how the architectural community is evolving in regards to sustainable design practices, the American Institute of Architects (AIA) Committee on the Environment (COTE) undertook an in-depth study of nearly 200 COTE Top Ten Award winning projects encompassing almost 20 years.
 
The findings have been complied in a report, Lessons from the Leading Edge, that reviewed a variety of performance measures, including energy efficiency, water conservation, and indoor environmental quality to evaluate how these exemplary projects demonstrate COTE's mission to "enhance both the design quality and environmental performance of the built environment." The research represents the most comprehensive study of the COTE Top Ten program to date.
 
"Top Ten winners are an extraordinary group of case studies from the leading edge of sustainable design over the past two decades," said Lance Hosey, FAIA, lead author of the report and a member of the COTE Advisory Group. "The projects have been studied and published widely as individual projects, but never as a group-until now. What we found is that Top Ten winners are outpacing the industry by virtually every standard of performance, but they also exemplify the integration of design excellence and sustainable performance."
 
Key takeaways from report:
  • Many project examples show extraordinary performance at very low or average costs, dispelling the misperception that higher building performance requires higher costs.
  • Projects range in size from small houses under 1,000 square feet to community master plans at millions of square feet.
  • The average energy savings for these projects is 54% better than industry standards.  In the past five years, the average energy savings has improved to 65%, exceeding AIA 2030 Commitment targets.
  • The average water reduction is 52% better than industry standards.
  • The majority of projects are in urban locations, while less than one fifth are found in rural areas. One third of all Top Ten winners are located on the West Coast of North America. 
COTE founding chairman, Bob Berkebile, FAIA, added, "We have seen a significant transformation in how these project examples have evolved and advanced.  Initially, the design teams were acutely focused on efficiencies within an individual building and in recent years they are also looking at more horizontal and far-reaching economic, ecological, social equity, public health and resilient outcomes."
 
Recommendations for architecture and design industry:
  • Embrace design before technology to improve both performance and quality
  • Study best practices for higher performance at lower costs
  • Pursue post-occupancy evaluations as standard practice to understand better how actual performance aligns with design intent
  • Promote more ambitious adaptive reuse projects to preserve existing building stock and conserve resources more extensively
  • Drive greater awareness of the health impact of building materials and need for better indoor air quality
A special session on the report will occur at the national AIA convention in Philadelphia on Saturday, May 26.

The American Institute of Architects announced the opening of registration for its first-ever ""SpeakUp"" advocacy and action event, which will take place at the Hyatt Regency Capitol Hill on July 13-15 in Washington, D.C.
 
SpeakUp is open to any AIA members who believe they can make a difference in the world through engaging in the electoral and legislative process at the national state or local levels. SpeakUp's attendees will receive training from top political and policy experts on how to push legislation, develop policy messages and raise money in workshops and interactive role-playing exercises. Some attendees also will head to Capitol Hill to meet with their elected representatives and advocate for the AIA's policy agenda.
 
"AIA members believe that advocating for the profession is one of the Institute's highest priorities," said AIA President Russ Davidson, FAIA. Design of Davis, Bowen & Friedel new office space
Davis, Bowen & Friedel, Inc. (DBF) has recently revealed design plans for the firm's future Salisbury office space to be located on East Main Street in a newly designed office complex called River Park Center.
 
In an effort to more adequately address current and future space needs, DBF developed a design which will convert a former supermarket into two separate spaces - DBF will occupy the 12,670 square feet on the east side of the building. Additions and renovations to the space are expected to take several months.
 
As the new office location is situated directly across from the City Park, DBF designed a conservatory-style facade and new landscaping which includes plans for submerged gravel wetlands to meet today's stormwater management regulations and to beautify the present parking lot. In addition to architectural services, the firm is also providing structural and civil engineering services for the project. New roofing and energy code upgrades, along with complete overhauls of the building's mechanical and electrical systems are required. In addition, the existing parking lot will be completely demolished and replaced; including as part of the work new landscaping and stormwater management systems. New windows and skylights will also be incorporated as enhancements.
 
"We have been looking for ways to provide a work environment for our team that is fresh, new and inspiring," stated DBF principal Michael Wigley, AIA. "An office conducive to a more collaborative approach to design and engineering became appealing, and the idea of being on one floor at a wonderful location on the park seemed like a perfect opportunity to test these ideals. We hope that the final building and site, once completed, will be reflective of the work quality associated with our firm and one the City can take pride in as well."

Keith R. Kooker is a registered Professional Engineer in Delaware with 26 years of experience, 20 with Landmark.He earned a Bachelor of Science degree in Civil Engineering at Lafayette College in Easton, PA, and specializes in environmental and civil engineering design for projects involving wastewater treatment, pump stations, site grading and layout, and stormwater management. Mr. Kooker is in charge of the firm's Dover office, and many of the projects he manages are located in Kent and Sussex Counties.
 
The DAPE distinguished service award is for a committee member selected by Council each year since 2007 that has served in an outstanding manner and provided significant contributions to the advancement of DAPE through service on committees. DAPE has ten standing committees and several ad-hoc committees.  It is through committee work by volunteers that much of the DAPE operations are accomplished including but not limited to Law Enforcement, Finance, and registration credentials.
 
Past recipients of this award include Professional Engineers: Eugene B. Snell, Robert A. Chagnon, J.G.S. Billingsley, Ana E. Diaz, Robert W. McClure, Daniel Koffler, Arkan Say, and James Davidson.

Wohlsen Construction's Hamilton Health Center project was honored with three National awards at the Associated Builders and Contractors' 2015 Excellence in Construction Awards Gala.  Wohlsen teamed with Murray Associates Architects, PC, of Harrisburg, Pa. to design and build the new medical and dental clinic located in the Allison Hills Neighborhood in Harrisburg, Pa.
 
The awards earned for the project include a first place Eagle Award in the Renovation $10 - $100 million category, one of two national Design/Build Award, recognizing the project team for their combined efforts and innovative design/build practices, and one of three national Greener Tomorrow awards, recognizing the project for its sustainable features.
 
The Hamilton Health Center provides the Federally Qualified Health Care Provider with a modern and functional facility easily accessed by the members of the community it serves. The two-phase adaptive reuse of an abandoned press building into the health center was located on a contaminated brownfield site in the underprivileged Allison Hills Neighborhood of Harrisburg. The project serves as a catalyst for additional development in one of the poorest and most densely populated areas of Harrisburg, PA.
 
"Associated Builders and Contractors is honored to recognize Wohlsen Construction Company with a well-deserved Excellence in Construction Eagle Award for their commitment to high quality construction, innovation and safety in their work on Hamilton Health Center," said 2016 ABC National Chair David Chapin, president of Willmar Electric Service, Lincoln, Neb. "Wohlsen Construction's performance is a great example of the impressive work Associated Builders and Contractors' member companies produce and we are happy to claim this project for the merit shop construction industry."
