TTE NOW OFFERS CAPTIONING SERVICES



Envision presenting an award to someone at a conference who for the first time knows, in spite of being deaf or hard-of-hearing, that their name is being called to come onstage because the speaker's audio is captioned.  

 

Think of the influence students could have and the leaders they could be at your college or university. Students with hearing impairments who are finally able to fully embrace your school's educational opportunities and experiences through captioned lectures and audiovisual materials.

 

Anticipate the increased effectiveness of your employees and volunteers when captioned training materials improve accessibility and understanding for team members who have a hearing loss or when English is their second language.

It enables you to reach out to a diverse audience, increases the accessibility of your communications and audiovisual materials, and gives greater customer service. And it may be necessary since in many situations captioning of audio and audiovisual material is required by law. CAPTIONING AND THE LAW

Several new regulations about communication accessibility and captioning requirements have been passed by legislatures in recent years. The type of industry or business you are in, the kind of product or service you are offering, and the distribution or delivery method are all factors that influence the nuances and applications of the laws. Below are law highlights and resource links.


21st Century Communications and Video Accessibility Act of 2010 (CVAA) 
According to the Federal Communications Commission's (FCC) website, "The CVAA updates federal communications law to increase the access of persons with disabilities to modern communications. The CVAA makes sure that accessibility laws enacted in the 1980s and 1990s are brought up to date with 21st century technologies, including new digital, broadband, and mobile innovations." The FCC website lists several key points of the law related to closed captioning, including the following requirement:
  • "video programming that is closed captioned on TV to be closed captioned when distributed on the Internet (does not cover programs shown only on the Internet)"

The Rehabilitation Act of 1973
In the 2009 Department of Justice document, A Guide to Disability Rights Laws, the Rehabilitation Act of 1973 is given the following description: "The Rehabilitation Act prohibits discrimination on the basis of disability in programs conducted by Federal agencies, in programs receiving Federal financial assistance, in Federal employment, and in the employment practices of Federal contractors. The standards for determining employment discrimination under the Rehabilitation Act are the same as those used in Title I of the Americans with Disabilities Act."


Section 508
Section 508 is a 1998 Congressional amendment to the Rehabilitation Act identifying accessibility requirements in information technology for Federal agencies. The Section 508 website says:
  • "The law applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology. Under Section 508 (29 U.S.C. '794 d), agencies must give disabled employees and members of the public access to information that is comparable to access available to others."

Americans with Disabilities Act (ADA) 

The Americans with Disabilities Act of 1990 (ADA) prohibits discrimination and ensures equal opportunity for persons with disabilities in employment, State and local government services, public accommodations, commercial facilities, and transportation. It also mandates the establishment of TDD/telephone relay services, according to the ADA website.

  • The ADA addresses the provision of appropriate auxiliary aids and services as well as educational and instructional videotape accessibility for those who are deaf or have a hearing impairment.

Telecommunications Act of 1996 
An amendment to the Communications Act of 1934. In 1996, Congress required video programming distributors (VPDs) (cable operators, broadcasters, satellite distributors and other multi-channel video programming distributors) to close caption their television programs. Television Decoder Circuity Act of 1990

This amends Section 303 of the Communications Act of of 1934. Section three of this Act "requires[s] that apparatus designed to receive television pictures broadcast simultaneously with sound be equipped with built-in decoder circuitry designed to display closed-captioned television transmissions when such apparatus is manufactured in the United States or imported for use in the United States, and its television picture screen is 13 inches or greater in

size."

TTE CONTINUES ITS TRADITION OF GIVING BACK TO THE COMMUNITY

Whether it is helping others through resources, interacting with other business owners, networking through groups and organizations, or keeping up with issues she cares about, TTE CEO Terry Thompson actively looks for ways to engage in her community. Thompson also serves on the board of Parish Webstore, LLC., is a member of her local chamber of commerce, and recently joined a networking group of local women business owners and executives. In addition, the 501(c)(3) organization Thompson founded, Adopt a Family Ministry, continues to serve struggling families in the community. The organization focuses on providing specific short-term help in a variety of ways to families.

PROSPERING IN CHANGES, CHALLENGES, AND IMPROVEMENTS

CEOs, board members, and employees all have one thing in common - the company's bottom line is important to the work they do. Profits keep businesses hustling and bustling. Efficient structures, effective processes, and satisfied customers help keep the doors open. A healthy company is beneficial to all. Yet, whatever the day, month, or year change is constant in the world of business.

 

As the year 2013 comes to a close and 2014 gets ready to start what changes do you anticipate experiencing in your business: impact from regulations, succession planning, creating a new company culture, competitive repositioning and restructuring, the launch of a new product or service, new market development, capital and resource expansion, being in company turnaround mode, or working hard to increase profits?

 

In connecting and networking with others on LinkedIn, TTE CEO Terry Thompson recently met fellow CEO Allen Pratt of Hawkeye Consulting Advisors, Ltd. With over 20 years in management, including executive and general management, Pratt has worked through many of the kinds of changes listed above in previous management roles for employers and as a consultant to his company's clients. TTE asked Pratt to share his insights and expertise as all of us get ready for a new year that will undoubtedly bring changes to manage, challenges to navigate, and opportunities for improvement. Below are some highlights from Pratt's perspectives on process improvement, personnel transition and succession planning, and three key elements in working with a consultant.

 

For Pratt, the five-step process of improvement described in the book The Goal by Eliyahu Goldratt has had a strong impact on him and been a useful tool for how he approaches projects and works with clients. "This process applies to most organizations experiencing results that are taking them farther away from their goal," Pratt says.

 

And as Pratt has worked with companies on process improvement, he has noticed some commonalities in that journey. "Most organizations can get 20-30% additional capacity out of the bottleneck or obstacle that they have identified in the first step of the five-step process," he says. Companies often need encouragement to look broadly at policies and procedures during the process. When looking at things that might be preventing change in another one of the five steps, make sure to look at all policies and procedures that might be having an impact, not just ones you know need to be addressed.  

 

The timing of applying additional resources to solve the problem, one of the other steps in the process, is also key. "Too many companies spend money too early that doesn't solve the problem," says Pratt. And don't be afraid to take on more than one improvement project at a time. Pratt believes that with the help of an effective consultant, business can and should apply improvement processes to several initiatives at the same time.  

 

When you're working to change your corporate culture, Pratt likes what author Patrick Lencioni has to say about five elements to a positive corporate culture: trust through the organization, openness to constructive conflict, commitment to a common purpose, accountability for actions, and attention to details.

 

We also asked Pratt about tips for personnel transition and succession planning. Two things important to a successful exit strategy, according to Pratt, are the leader and board setting the stage for the handoff and a clean handoff to the new leaders. If someone is moving up from within the company to a top executive position, Pratt recommends having a two-year mentoring program for the person. If the exit strategy involves selling the company, then look for ways to maximize the current net income and the future earning potential of the company. And in Pratt's experience, a consultant that is a good fit and match for the organization and it's particular needs gives valuable outside-in perspectives that can create a whole, more accurate picture that increases the chance of success in change.

 

If your company chooses to engage a consultant to help make significant changes in structure, growth, or for profit improvement, Pratt believes there are three key elements to working with a business consultant. "Identify the current situation completely. What's going well, what's not going well, or what's going wrong at the company," says Pratt. "Treat the consultant as a trusted confidante, a trusted advisor who's an integral part of the team motivated to do what's right for the business."
