David Chovan The Ohio Facilities Construction Commission (OFCC) has named senior staff David Chovan as interim executive director following the recent retirement of Rick Hickman. Hickman served as OFCC executive director since its inception in September 2012.

Chovan has served with the Commission for over three years as the chief financial and operating officer. Prior to that he served for 10 years as business operations manager at the General Services Division of the Ohio Department of Administrative Services. 

The appointment as announced at a special meeting of the Commission held in October. Commission Chairman Tim Keen indicated there may be future special meetings called as the Commission finalizes the process for selecting a permanent director.

Holiday gift notice

During this holiday season, the OFCC staff extends our thanks to each of you for your work this year on capital improvement projects for the state.

This is the time of year to be reminded of our mutual ethical obligations with respect to gift giving. To ensure our compliance with those obligations, our staff will not accept (and will need to make arrangements to return) any holiday gifts. Southern State Community College

The new Brown County campus for Southern State Community College recently opened in Mt. Orab. The strategic location of this facility allows Southern State to continue the College's commitment to provide higher education services to a growing population base in the Brown County area.

Southern State Community CollegeThe new two-story, 50,000-square-foot campus includes a bookstore, learning commons, multipurpose classrooms, science labs, nursing labs, and HVAC technology labs. In addition, a large community room complements the campus and serves as an accessible and inviting meeting space for the community.

This $10 million project, administered by the Ohio Facilities Construction Commission with Jeff Kring as the project manager, was designed and constructed by BHDP Architecture and The Quandel Group.

Bidding image During fiscal year 2014, OFCC implemented a new online bidding system to serve as a vehicle for submitting and processing sealed bids for OFCC-administered capital construction projects. 

The system, called Bid Express, allows contractors to submit bids through a secure website. The software includes a check for errors and completeness of the bid. At bid opening time, the system unlocks the bids and allows the agency staff to review the tabulated bids, with the results available on the website soon after the bid deadline. 

During the fiscal year, OFCC conducted a base value of nearly $210 million from more than 200 different bidders. Collectively, the bids came in more than 10 percent under estimates. 

Online training sessions, as well as a customer service help center, are available to help contractors navigate the process of online bidding. Based on OFCC's success with the system, several state agencies and universities have begun implementation of Bid Express for their locally administered projects.

welcomePiqua City Schools dedicates two new buildings

Piqua Springcreek School Piqua City Schools in Miami County dedicated two new school buildings this month, Springcreek (left and below) and Washington Intermediate Schools. The schools will open in January and are constructed to hold 600 students from kindergarten to third grade. A third school, Piqua Intermediate School, is slated to open in August 2015.

Both 71,000-square-foot school buildings are identical in size and are designed to keep traditional attributes such as red and blue being incorporated throughout to represent themselves as the Piqua Indians. The buildings are also updated with the newest technology available to school districts. Some of this technology includes motion detecting lights and touch screen computer technology in the classrooms. Playgrounds are built on softer surfaces to prevent serious injuries during recess.

Each building, administered by the Ohio Facilities Construction Commission, was designed and constructed by Fanning & Howey Architects and Gilbane Construction. Stacey Thomas of OFCC was the project manager and both buildings were finished ahead of schedule and under budget.
