Message from the Executive Director

Dear Friends,
 
We are very close to Election Day, so the best way you can take action is to get out and vote! There is much at stake with this election, from the presidency to control of Congress to local ballot measures. Even with the recent Supreme Court decision upholding the Affordable Care Act, this does not guarantee that we will have integrated care and parity for substance use disorders. We are sure many of you have been involved watching the debates and following all the different polls. But remember that polls are not a guarantee of anything. The best way to ensure that your voice is heard is to vote on November 6.  
 
In addition, we send our heartfelt support and thoughts to the many individuals and families impacted by Hurricane Sandy.

NAPAFASA Executive Director Receives 
Silver Shingle Award


 

In September, Myon Dean Quon, Executive Director of NAPAFASA, received the Silver Shingle for Service to the Community presented by the Boston University School of Law.  This award is presented to the alumna/us who has made a significant contribution to her/his community either through a volunteer or appointed position.  

 

These awards, a tradition at the School of Law since 1967, are presented in recognition of notable contributions to the legal profession, leadership within the community, unfailing service to the School of Law, and superlative contributions to society.

Legislation Spotlight:

 

AB 1453 (Monning, D-Santa Cruz) and SB 951 (Hernandez, D-West Covina) are strides toward parity

 

Governor Brown signed two bills that authorizes Essential Health Benefits under the Affordable Care Act in California and would give the Department of Managed Health Care and the Department of Insurance oversight of certain reform law provisions.

 

Why are these bills so important?

  • Both bills clarify the provision in health care reform that substance use disorder benefits are covered regardless of whether or not they are specifically referenced in the Health Benefits Exchange.
  • Both bills will help ensure that there is direction and a plan for state administrators to comply with federal and state law to ensure parity compliance with consumer grievances. 
  • Consumers should not be denied access to nor misinformed about their mental health and substance use disorder benefits that could prevent them from receiving necessary services in a timely manner.
