From The Chair....

 

The 2014 legislative session produced several bills which will guide the efforts of the Council and its staff during the coming months. Some of the significant bills are listed in this newsletter below. Of particular note is SJM4 sponsored by Senator Jacob Candelaria which creates a task force to deal with the issue of broadband accessibility throughout the state. Gaps in the current statewide technological infrastructure are obstacles to many schools in the use of technology in curriculum and in satisfying the increasing requirements for on-line testing.   The Council intends to be involved in this important effort in order to make sure that the needs of our schools are effectively met.   

  

It has been often repeated by the PSCOC members that the public's investment in our school facilities must be properly sustained through good maintenance. The party most responsible for seeing this through is typically the local school district. While the Council enthusiastically funds applications for worthy new construction and renovation projects each year, it is increasingly concerned about recent assessments of school district maintenance statewide. The latest FMAR scores indicate that too many districts score poorly in this area.   There is much room for improvement here and the Public School Facilities Authority is well-placed to offer support and advice to the districts. The Council strongly encourages the local districts to use this resource towards improvement in order to maintain the public facilities under their care.

Amy Biehl Community School Receives National Green Ribbon Schools Award
 

  

On April 22nd, U.S. Secretary of Education, Arne Duncan announced that Amy Biehl Community School with Santa Fe Public Schools is a recipient of the 2013-2014 Green Ribbon Schools Award. This award is given annually to select schools across the nation recognized by the U.S. Department of Education (USED) as schools that save energy, reduce costs, feature environmentally sustainable learning spaces, protect health, foster wellness, and offer environmental education to boost academic achievement and community engagement.

This is the first year that New Mexico has participated in this program which was coordinated statewide by PSFA with joint participation of the private sector and other state agencies including the Public Education Department, Energy, Minerals & Natural Resources, and the Department of Health. The NM Green Ribbon Schools Committee solicited applications from schools and districts throughout the state and eventually selected Amy Biehl CS as New Mexico's first-ever nominee to USED for the national award. FMAR
The Facility Maintenance Assessment Report (FMAR) 
 

The Facility Maintenance Assessment Report (FMAR) is a tool used by the NM Public Schools Facilities Authority (PSFA) to evaluate school maintenance programs in terms of educational conditions, safety, and protection of the capital investment. The report is made up of two components where eighty (80%) of the FMAR score is based on the physical building conditions and findings and twenty (20%) is based on process measures including the Preventive Maintenance (PM) program, Facility Information Management System (FIMS) use and Facility Master Plan (FMP) status.

 

To date 622 of the 860 schools have been assessed with an average score of 58.76% (poor) where 70% is satisfactory. Districts are encouraged to utilize the information provided in these reports to create work orders and take care of any discrepancies identified. Most of the issues identified in these reports are the results of deferred maintenance. PSFA maintenance provides consultative assistance to the districts in all areas that drive their respective FMAR scores. Districts that have scores less than 70% require continual assistance in many areas that include PM Planning, FIMS, FMP and staffing. Currently PSFA is tracking all FMARs and providing feedback in written format, districts who recognize the value of these reports engage the PSFA staff for hands-on assistance.

Minerals and Natural Resources Department, the General Services Department, the New Mexico Finance Authority, the Public Education Department, the Public School Capital Outlay Council, the Public School Facilities Authority and the Taxation and Revenue Department to conduct a joint study related to the Public Facility Energy Efficiency and Water Conservation Act and the Energy Efficiency and Renewable Energy Bonding Act.

Title: Education Technology Infrastructure Funding

Endorsed by the LESC. Bill amends the Public School Capital Outlay Act directing the development of guidelines and standards in coordination with DoIT and PED for an education technology deficiency corrections initiative. A total of up to $10 million dollars a year of the Public School Capital Outlay Fund may be allocated by the Council for expenditure in fiscal years 2015 - 2019.

 

PSFA staff had done a lot of work through their Information Technology Advisory Group (ITAG) over the last three years. PSFA believes successful execution of this program will require additional technical staff -increasing in FY14 and peaking in FY15 to put "boots on the ground". PSFA recommends expected first and second year outcomes should be defining the problem and provide options to future legislatures and with some projects to address the "low hanging fruit". A separate application process will be need to be developed, similar to the existing roof repair initiative.

Would create a task force to study the appropriate role of the state in building broadband infrastructure so that all New Mexicans have access to a broadband network. The task force is to be composed of a representative of the Legislative Finance Committee (LFC), a representative of the Science, Technology and Telecommunications Committee (STTC), a representative of the New Mexico Finance Authority (NMFA), a representative of the franchise cable industry, a representative from the Department of Information Technology and experts in broadband technology infrastructure who represent UNM, New Mexico State University and the New Mexico Institute of Mining.
