Most district leaders know that success with RTI requires proper paring of students and programs at each of the three tiers of the intervention pyramid. Easy in theory; difficult in practice. Scarce resources -- time and staff -- make climbing the intervention pyramid seem an exhausting challenge, especially finding the best way to help struggling middle and high school students achieve.
