Welcome to the Smoky Mountain LME/MCO Provider Network Bulletin. This monthly bulletin features news you need to know as a provider in the Smoky network and information you need to do business with Smoky.
  
Smoky manages public funds for mental health, substance use and intellectual or developmental disability services in 23 counties in western North Carolina. It is our pleasure to work with you to serve the needs of our local residents.

Hospitals across the country are embracing an innovative concept in healthcare that has the potential to significantly reduce costs and improve outcomes. Requiring relatively little funding and offering proven results, administrators are identifying ways to implement the approach throughout their organizations. Its name? Empathy. 
 
Although you may chuckle at my dramatization (and I hope you do), empathy hasn't always been viewed with priority in health care sectors beyond those you and I serve. But evidence is mounting to show its positive impact. More than just good bedside manner, clinical empathy is "the act of correctly acknowledging the emotional state of another without experiencing that state oneself." Multiple studies show a direct correlation between empathy and increased trust and satisfaction. 

At Smoky, our values shape our approach to everything we do. No value is of greater importance than person-centeredness, and in no service area is that value more evident than our peer support specialist program. Interacting with compassion, honesty and empathy, Smoky's peer support specialists foster a culture of health, hope and ability. I believe they are among the greatest teachers to come into our system. 

Recognizing the vital role peer support specialists play in an individual's recovery journey, Smoky was the first MCO in North Carolina to develop and implement its own curriculum for peer support specialist training. Smoky's 40-hour training is designed to meet the guidelines set forth by North Carolina's Certified Peer Support Specialist Program. The Program's approval of our curriculum represents confirmation that the content meets or exceeds all of the current core competency requirements for training peer support specialist candidates in North Carolina. Our program covers a variety of topics, including commitment to personal recovery, relationship building and communication, ethics and boundaries, support of military veterans and overcoming barriers. 

By the end of this month, more than 60 individuals from throughout our catchment area will complete Smoky's peer support specialist training, bringing them one step closer to becoming a specialist, one step closer to becoming a mentor, one step closer to becoming an inspiration. What an incredible way to start the New Year!

Substance Abuse Intensive Outpatient (SAIOP) and Substance Abuse Comprehensive Outpatient (SACOT) pass through units: reset dateSAOP
As stated in Joint Communication Bulletin #122 released by the Department of Medical Assistance and the Department of Mental Health Developmental Disabilities and Substance Abuse Services, the reset dates for SAIOP (30 units) and SACOT (60 units) pass through align with the state fiscal year.  This conflicts with the recently revised Clinical Coverage Policies (Medicaid 8A revised October 1, 2015 and state revised August 1, 2015), which reference the period to be the "calendar year". 
 
Smoky received confirmation that this was an oversight when the policies were reviewed and will be amended. The state confirmed that pass through periods and limits will to be measured using the fiscal year.

SAMHSA releases guide to serve veteransSAMSHA
The Substance Abuse and Mental Health Services Administration-Health Resources and Services Administration (SAMHSA-HRSA) Center for Integrated Health Solutions has released an updated guide featuring an array of resources to support  veterans, service members and their families. The guide includes key sources of information, trainings and clinical tools to support providers, as well as resources to share directly with veterans and family members. (b)(3) Peer Support
 
Smoky strives to make the entrance process to (b)(3) Peer Support service as seamless as possible. Please note the following change regarding entrance documentation:  
 
Both the Comprehensive Clinical Assessment (CCA) and Person Centered Plan (PCP)/Treatment Plan should be completed within the first two weeks of services. A full PCP is required when a consumer is receiving other enhanced services in addition to Peer Support. Otherwise, a treatment plan developed in collaboration with the consumer will meet requirements. A CCA is required if the consumer does not already have one present in his or her record.

Innovation Communities are designed to engage organizations in acquiring knowledge and skills and applying their learning to implement measurable improvements in a high priority area related to healthcare integration. Lessons learned over the course of the innovation community are compiled and shared with the health care field so other organizations can benefit.

The innovation community is designed to address three key components associated with innovation implementation, including: 
  • Topic-specific foundational information, knowledge and best practices
  • Innovation implementation planning 
  • Adoption and sustainability of the innovation
While all offered subject areas are valuable, we suggest Integrating Primary Care and Wellness: Sustaining Integrated Services for providers working toward a whole-person approach to care.
