Clarification of Home and Community Based Services self-assessment for Innovations Waiver service providers
 
Smoky Mountain LME/MCO (Smoky) has received clarification of requirements for the Home and Community Based Services (HCBS) self-assessment process. The HCBS final rule, which took effect in March 2014, outlines specific criteria required for settings where 1915(c) waiver services occur. Services impacted by the final rule include Day Supports, Residential Supports and Supported Employment.
 
Providers of Day Supports, Residential Supports and Supported Employment must complete self-assessments of service sites by September 15, 2015. Providers who fail to submit a self-assessment of service delivery sites by the deadline will be required to submit a plan for transitioning any Innovations Waiver participants they serve to other providers, as it will be assumed they are unwilling or unable to meet the requirements of the HCBS final rule.
 
Supported Employment providers must submit a self-assessment for their corporate site and the greater of 10 or up to 10% of the employment sites where they provide services per LME/MCO. As an example, based on this requirement, a provider who is providing Supported Employment at 23 different sites would complete 11 self-assessments (one for their corporate site and 10 assessments for individual sites).

Transforming Care Conference: Evidence-Based Medicine 

Smoky Mountain LME/MCO (Smoky) and the Mountain Area Health Education Center (MAHEC) will sponsor a conference October 27-28, 2015 to improve the practice of evidence-based medicine.

The event, "Transforming Care Conference: Evidence-Based Medicine and the Future of Behavioral Health and Intellectual Developmental Disabilities Care," is designed for mental health professionals, including substance use counselors, social workers, psychologists, marriage and family therapists, school counselors, intellectual or developmental disabilities (I/DD) professionals and anyone else interested in the subject. Early registration is open through October 20 at $125 per person for both days or $75 per person for the second day only. Group rates and discounted rates for supporters, peer support specialists and students are also available.
 
Practicing evidence-based medicine (EBM) incorporates provider expertise, clinical evidence and the values, culture and needs of the person receiving care. To help build strong and healthy communities all three components of EBM are needed to effectively support people with mental illnesses, substance use disorders and/or intellectual or developmental disabilities. The aim of the conference is to increase participants' competence in delivering truly person-centered, collaborative care while implementing evidence-based treatment in a way that improves care and outcomes for individuals and reduces the per capita costs of care.
