Medicaid benefit plan changes

 
 
Smoky's Medicaid benefit plan for outpatient testing is being updated. The following codes are included in this update: Psychological Testing (96101), Developmental Testing (96111), Neurodevelopmental Testing (96116), Neuropsychological Testing (96118) and Developmental Testing Limited (96110).

 

For adults age 21 and older, prior authorization is not required for up to eight units of the above codes combined. This is a change from the previous limit of nine units.

 

For children and adolescents younger than age 21, prior authorization is not required for up to 16 units of the above codes combined.

Prior authorization is still required for any units beyond these limits in a 12-month period for Medicaid recipients. Prior authorization is still required for all testing under the state-funded benefit plan.

 

Prior authorization is not required for testing under the above Medicaid benefits, but providers must adhere to the medical necessity guidelines for testing in Clinical Coverage Policy 8C and in the Smoky Guidelines for Psychological Testing. Please note the following guidelines:

  • Diagnostic interviewing should be conducted first, unless determining eligibility for intellectual or developmental disability (I/DD) services. Psychological testing should be performed only when a clinical interview cannot provide all necessary information.
  • Smoky values psychological testing to clarify diagnoses and assist with treatment recommendations when issues cannot be identified through diagnostic interviewing.
  • Psychological testing is not covered in the following situations:
    • Testing for predominantly educational purposes, including cognitive abilities, learning disabilities and academic achievement
    • Vocational referrals, including the need for vocational rehabilitation services, job placement, vocational interests and aptitudes or fitness for duty
    • Referrals for preparation for a civil or criminal court proceeding
    • Routine testing for the diagnosis of Attention Deficit Hyperactivity Disorder (ADHD)
As outlined by Clinical Coverage Policy 8C, no more than five units of testing per day, per consumer can be billed.
 

Smoky will conduct post service reviews of psychological testing for which claims are paid; providers could be at risk for corrective action or recoupment if the above guidelines are not followed.

 

These changes are designed to reduce the administrative burden for providers and provide faster access to services for consumers.

Correction to April provider communication bulletin

 

Quality and Integrity Operations: Helpful tips

 

In the April provider communication bulletin, we omitted a step that makes viewing Back-up Staffing (BUS) reports easier. We apologize for the oversight. Please review the correct process below to determine if you have any 'saved' or 'hand over to provider' incidents to be resolved.

Three easy steps to check if a report has been sent back to you:

  1. Filter
  2. Status - hand over to provider /or/ saved
  3. Search

Click the "X" button in the right hand corner of the screen to open the incidents. A "1" and "3" will appear where the "X" was located. Click "3" to open the incident.

 

Please note: the person who entered the information is the only one who can correct the report.

Upcoming survey: Perception of Care
  

The N.C. Division of Mental Health, Developmental Disabilities and Substance Abuse Services notified Smoky that the annual Perception of Care Survey will be administered from mid-May through mid-June of 2015.

 

Smoky will select a random sample of contracted behavioral health providers within our catchment area to participate in the survey. The survey will be administered to all consumers who receive a mental health or substance abuse service (including an admission) during the designated four-week time period. Consumers will have an opportunity to provide feedback on the care they receive from both providers and Smoky.

 

If your agency is selected to participate in the survey, a Smoky Quality and Integrity Department representative will contact you. Survey findings will be shared through our provider communication bulletins.
 
 
Claims manual and billing guide draft open for review and comment 
 
Beginning July 1, 2015, Smoky will incorporate its new claims manual and billing guide into provider network contracts. The claims manual was released in draft form on April 15, 2015, and a 30-day comment period is now underway.
 
Providers and interested parties may submit comments, questions or suggestions by
May 18, 2015. The final version of the claims manual and billing guide will be published

ICD-10 Implementation: Testing 
 

This is the second in a series of regular communications to update you on Smoky's readiness for the ICD-10 implementation and to assist in guiding your compliance as a provider.

 

Full implementation of ICD-10 will occur over the next six months. October 1, 2015 is the implementation date. This deadline will NOT be extended.

 

The focus of this communication is upcoming testing processes. Smoky has initiated its testing of ICD-10 into the NCTracks system, the results of which will be used to improve the AlphaMCS system. We expect to have a testing environment beginning in May, 2015 for select providers to submit test claims and files.

 

Smoky is seeking providers who are interested in being part of our system testing. Testing will occur in a staging environment within the AlphaMCS module. Providers are not required to participate in testing. Smoky will select a representative sample to conduct testing from the pool of self-identified providers.

 

If your organization is interested in participating in this testing process, please submit an initial email request to ICD10@smokymountaincenter.com.

Please use "Interest in testing" as the subject line and include the following information in the body of the email:

 

Provider name
AlphaMCS ID
Claims system and/or clearinghouse
Contact information (name, phone, email address) for the individual representing your organization

Clinical Coverage Policy 8A-1: Public comment 

The Clinical Coverage Policy 8A-1 has been posted for an additional 15-day public comment period. The posting will run from May 4 - 19, 2015. Please visit the NC DHHS site to review and make your comments.
