LIP REVIEW TOOL --As a quick reference, a note has been added to let people know that this tool is used with LIPs who provide outpatient/basic benefit services only and that the sample size for a solo practice and group practice are also noted. There is also a note explaining that the Routine Agency Tool is used when a LIP works in an agency that provides services other than basic benefit services.

LIP OFFICE SITE REVIEW TOOL --The guideline for item #1 re: the accessibility of the office for individuals who have physical disabilities clarified the options available when the clinician's office is located in a building that is not wheelchair accessible.

--The note in the guideline for item #11 re: the practice hours, provisions for 24 hour coverage being posted as only being applicable to Cardinal Innovations was deleted since this requirement applies to all LIPs, not just those who contract with Cardinal Innovations and to be consistent with the tool.

 

AGENCY REVIEW TOOL --On the Unlicensed AFL Tool, the guidelines for emergency information and the requirement for crisis services training have been inserted and the guidelines for items #5 and #6 which were combined have been separated to be consistent with the tool.

--The following lists have been added to the workbook to allow reviewers to document the individuals included in the samples for incidents, complaints, restrictive interventions and for funds management and the medication review. The Individual Records List and the Post-Payment Review List have been consolidated into one list -- the Sample Based on Paid Claims List -- in order to reduce redundancy.

--The formula for the Diagnostic Assessment on the Overview Summary page was corrected.

--A note was placed on the Routine Agency Tool to indicate that this tool is used for LIPs who work in an agency that provides services other than basic benefit services (e.g., CABHAs).

IDD Providers of Medicaid B3 Services
Medicaid-funded services require a service order. MHSA services require a "doctor's" order (MD, DO, PA, NP). However, the QP signature on the PCP has served as the service order for IDD services.  Therefore, DMA has confirmed that currently available IDD B3 services require the same level of service order by a QP (or higher). Currently available B3 services are Community Guide and Respite. Please use the DHHS Person-Centered Profile template which includes  a service order signature line.

Please remember that a service order shall be in place prior to or on the day that the service is initially provided in order to bill Medicaid for the service. The service order shall be based on an assessment of the recipient's needs.

CA/LOCUS Documentation    

Attention Medicaid Basic Benefit (Outpatient Individual, Family and Group Therapy) Providers:

 

As mentioned in previous Communication Bulletins, effective June 1, 2014, Smoky Mountain LME/MCO will no longer require prior authorization for Medicaid-funded individual, family or group therapy services. In response to an inquiry concerning expectations for documentation of the CA/LOCUS score for consumers receiving basic benefit services, Smoky Mountain LME/MCO encourages all basic benefit providers to review the CA/LOCUS manual which outlines the following expectation of frequency for using this tool:

 

"Since CA/LOCUS is designed as a dynamic instrument, scores should be expected to change over time.  Scores are generally assigned on a here and now basis, representing the clinical picture at the time of evaluation.  In some of the parameters, historical information is taken into account, but it should not be considered unless it is a clear part of the defined criteria.  In certain crisis situations, the score may change rapidly as interventions are implemented.  In other situations, where a subject may be living under very stable circumstances, scores may not change for extended periods of time.  Clinical judgment should prevail in the determination of how frequently score should be reassessed.  As a general rule, they will be reassessed more frequently at higher levels of acuity and at the higher levels of care or resource intensity."

The LOCUS provides reliable, research-based recommendations that are used to determine appropriate level of care, develop treatment plans, assess appropriateness of the consumer's level of care, and help track progress.  This training will teach attendees how to accurately complete the level of care tool, determine level of care recommendations, and translate those recommendations into services.  Any person completing a Mental Health Service/Treatment Authorization Request for a consumer over the age of 18 is required to have the training. Consumers, family members, and other stakeholders are welcome to attend the training and learn how the Level of Care Utilization System works.

2015 marks 40 years of IDEA & 25 years of the ADA

Six National Goals by end of 2015 

 

Honor the legacy of our past and help build a new future by joining our effort to achieve six national goals by the end of 2015.

 

The employment goal is for six million working age adults with disabilities be part of the American workforce. 

  • The community living goal is that at least six states will elect to implement the Community First Choice Option so that their Medicaid recipients with disabilities have access to long-term services and supports in the community. 
  • The education goal is at least six additional states graduate at least 60 percent of their students with disabilities with a regular high school diploma.
  • The transition goal is at least six states commit to supporting successful and outcome-based programs and strategies for high school transition services and close the labor force participation gaps for youth and young adults with disabilities. 
  • The healthy living goal is that at least six states commit to including people with disabilities as an explicit target population in all state public health programs. 
  • Finally, the early childhood goal is that at least six states increase by 15 percent the proportion of children ages 0-3 who receive recommended developmental screening.
