The Boston Store at the Shops of Grand Avenue -- among a dwindling number of downtown department stores in the United States -- is not profitable. That disclosure is mentioned in a new Department of City Development report on Milwaukee's tax incremental financing districts. The Common Council's Zoning, Neighborhoods and Development Committee will review the report at its Tuesday meeting.
