Leon County's Applications Approved for Online Access to Court Records

In our January newsletter, I discussed AOSC14-19 and its impact upon our office and the services we provide you. In February, our applications for online access were approved by the Florida Courts Technology Committee. Over the next six months we will be migrating our Judicial Website and other online services to bring them into compliance with the administrative order and our applications. 

One of the first changes that attorneys will experience is the transition of some attorneys from JIS through a county VPN to our Judicial Website. Over the next few months we will also be taking the following actions:
  1. We will comply with the Standards for Access to Electronic Court Records & Access Security Matrix included in 
    AOSC14-19.
  2. We will develop and release forms to allow access. These forms will require all registered users, including attorneys, to execute notarized access forms.
  3. We will develop viewable, on demand features for our public website.
  4. We will ensure all documents that are viewable on our Judicial Website have been reviewed and no confidential information is included.

As part of the order, we will have a 90-day test period during which we will file monthly statements with the court demonstrating compliance with the order. We would anticipate this to begin during July or August of this year. The courts will also require us to monitor and report any users that conduct more than 100 transactions in 60 minutes from the same IP address, and to block all data mining activity. We will also be monitoring and blocking attorneys that have been suspended or disbarred by the Florida Bar.  These attorneys will not have access to cases as the attorney of record. A pop-up message will tell these attorneys to contact the Florida Bar to address their status, and as soon as the Florida Bar updates its electronic records and we receive that information, they will be permitted to access the site again.

 

During the next couple of months we will begin emailing you the new user agreement application that allows access to the Judicial Website as required by AOSC14-19. You must return the completed, notarized application to continue to be able to access the site.

 

We will also be restricting access to some historical images.  The order requires us to examine all images prior to making them available to ensure that they do not contain any confidential information. We have limited resources to devote to these new requirements and viewing and redacting historical documents will be done as resources become available.

We'll Soon Have a New Look!

If all goes according to plan, we will launch our new public website on Sunday, April 12. The "front door" to our site gives us an entirely new online presence, one I'm hopeful you will find easier to navigate, easier to search, and refreshing to the eye. I've wanted for a while now to enhance our website with not only a new look, but organized around your activities and how you access our office and less about how we are organized. I think we've done that.  Some of the new features are described below along with the screen shots of how the new page will look:


We put the three most commonly used features of our website as icon links on the left-hand side. Underneath are quick links to other more frequently used tools.

 

The row of icons at the very top will give you quick access to send feedback (Contact Us), check news items (Newsroom), and sign in to your online accounts such as judicial web (Site Logins).


 


 

I think you will find the Newsroom a very useful new tool. In the Newsroom you will find office news announcements and the latest data on public records and taxpayer funds, information about the latest scams and frauds to be on the lookout for, notices of action that are used to obtain constructive service or service by publication, and information about the latest foreclosure and tax deed sales.

 


Some of these items will be duplicated when you click the

Announcement icon directly underneath the canopy road picture. Announcements will provide more current or continued newsworthy items. Everything you see in the Announcements section will be duplicated in the Newsroom.


 


 



 

The six groupings you see on the "front door" are new, too. You will find everything court-related under Clerk of Circuit and County Courts; everything non-court related in County Clerk, and everything Finance or Auditing related in Chief Financial Officer and Comptroller. The Resources, Searches and General Information groups will be cross departmental of course.   


 


As you will see when the site goes live, there is more than one way to find what you're looking for. We did that deliberately because while you think it should be listed one way, others may think it should be listed another way. We tried to make sure no matter your technological orientation, you would be able to find what you are looking for quickly.  You may not know how we are organized, so giving you more than one way to find what you're looking for will improve your web experience.

 

As always, if you have any comments or suggestions on how we can make any more improvements, please feel free to share. In developing this design, our focus was on the infrequent user that had limited familiarity with the Clerk & Comptroller's office.   We appreciate that frequent users of particular functions will probably bookmark the specific page(s) that they use, and may not use our front page regularly.

 

We want your feedback. We know it is different from what you've seen in the past. Use it for a couple of weeks, get used to the look and feel, and the way items are categorized. Then let us know what you think. Your feedback will help us ensure our services continue to meet your needs.
