Legislative Update

Utah- Resolutions in support of the TPLA that was passed last year are still filing in, and Rep. Barrus is running a bill to require an economic analysis of the transfer of certain federal lands to state ownership.
Idaho- TPLA bill should be introduced shortly.  
Nevada-

is working on a bill to create a Legislative Interim Committee to plan for the implementation of the NV Public Lands Management Act, to be introduced in the 2015 Legislature with a transfer date of June 30, 2015. 

Wyoming- passed TPLA study legislation through their House floor as well as the Senate Committee.  It is on its way to Appropriations. 

Colorado- has a TPLA bill moving forward that has now made it through the Senate Committee. 
New Mexico- TPLA still moving forward. Facing the second House hearing this week.
Arizona- Working on getting their bill introduced soon. This bill creates a commission with the governor's support to study the transfer issues and the legislature is preparing an improved TPLA to run again this year.
Arkansas- Is introducing a resolution supporting the TPLAs of the Western States. 

South Carolina- is also going to run a resolution in support of TPLA for the Western States.

Hello again!  This is Becky Ivory, Director of Communications here at the American Lands Council.  

 

Last week we covered Six Simple Steps that you can do to leverage your power and influence through your local cities, counties, chambers, and other organizations.  This week, we're going to take a closer look at Steps One and Two:  Understanding the Transfer of Public Lands White Paper.

Step One...and Step Two

 

As I explained last week, a White Paper is a "government or other authoritative report giving information or proposals on an issue."  Now, if you're at all like me, you may have decided to just skip step one and move on to the Cliff Notes version of Step Two.  Don't get me wrong, I love to read, but anything that says, "authoritative report" sounds about as interesting as watching mold grow...and seems to take just as long.  However, if you are hoping to find the exact citations for each fact used, and explanations as to the importance of the words used in the bill, you will find the complete paper to be invaluable.  "A Legal Overview of Utah's H.B. 148-The Transfer of Public Lands Act".  

 

For those of you who prefer a more "nuts and bolts" approach, you will enjoy the  Executive Summary of the White Paper, prepared by the American Lands Council (ALC).  This summary cuts through the legalese and list of citations to give you the meat of the matter.  I urge you to take the time to read through this summary with a highlighter in hand.  Take it slowly and make sure you understand the meaning of each section.  If you find you have questions or need further explanation, research the information on the American Lands Council website, or contact us and we will be happy to answer your questions.
