On Sunday, we listened in absolute horror as media reports brought news of another senseless and shocking murderous rampage perpetrated against law enforcement officers in our country. With three officers ambushed and murdered and three more wounded in Baton Rouge, Louisiana, on Sunday, and a transit officer and four police officers murdered in a sniper attack on July 7, 2016 in Dallas, Texas that also injured nine others, we are all left to wonder, what is happening in our country and when will it stop?!



While we obviously cannot control the action of individuals who are intent on violence and terrorism, we can as citizens, as a community and as a nation pray for peace, for understanding, for love to fill the hearts of those consumed by hatred. We can pray for the safety of those men and women who put their lives on the line every day to keep us safe, and especially for the families of those who have lost their loved ones so tragically in the line of duty.



As author, attorney, and clergyman E.M. Bounds once said, "God shapes the world by prayer. The more praying there is in the world, the better the world will be and the mightier the forces against evil everywhere." God hears our prayers. He knows our needs. There is great power in uniting together, turning our hearts toward God, and praying on behalf of our nation for His grace and healing. Thank you for your service and may you rest in peace officers Michael Smith, Michael Krol, Patrick Zamarripa, Brent Thompson, Lorne Ahrens, Montrell Jackson, Matthew Gerald, and Brad Garafola.
                       
Soccer Complex Does Not Receive Commissioners' Support
 
As you are likely aware by now,  Mobile County Commissioners Merceria Ludgood and Jerry Carl opposed the plan to purchase approximately 118 acres of property at I-65 and I-10 and support the lodging tax funding mechanism which my office proposed to fund Phase I of the Soccer Complex. It is very disappointing to see a project that is so greatly needed by the community for tournament and local club play be denied, especially when we look at communities all around Mobile that are building and expanding their tournament amenities and reaping the benefits of millions of dollars annually that might otherwise be coming to City of Mobile and Mobile County coffers. The great advantage that Mobile had in our endeavor to build a soccer facility at I-10 and I-65 was that the infrastructure (availability of hotels, restaurants, and retail) was already in place and would not have required additional capacity as has been an issue with smaller communities. I greatly appreciate those whose efforts were supportive of the project including Mobile City Councilmembers Fred Richardson, Levon Manzie, C. J. Small, Gina Gregory and Bess Rich for approving $1.5 million toward the soccer complex land purchase. I'm very grateful to the members of the Commission staff who worked tirelessly to prepare contracts and documents, especially Environmental Services in dealing with the U.S. Army Corps of Engineers permit. Many thanks also to the soccer community for their recommendations, advice and support. Despite this setback, I remain committed to finding a solution to providing additional quality soccer fields for citizens within Mobile County and am currently reviewing all viable options to address this issue in the shortest possible time. Thanks again to all who kept the faith and understood and supported the vision.

HEALTH UPDATE: ZIKA VIRUSZika

The Zika virus was first discovered in 1947 and is named after the Zika Forest in Uganda. In 1952, the first human cases of Zika were detected and since then, outbreaks of Zika have been reported in tropical Africa, Southeast Asia, and the Pacific Islands. Zika outbreaks have probably occurred in many locations. Before 2007, at least 14 cases of Zika had been documented, although other cases were likely to have occurred and were not reported. Because the symptoms of Zika are similar to those of many other diseases, many cases may not have been recognized. The most common symptoms of Zika are fever, rash, joint pain, and conjunctivitis (red eyes). The illness is usually mild with symptoms lasting for several days to a week after being bitten by an infected mosquito. People usually don't get sick enough to go to the hospital, and they very rarely die of Zika. For this reason, many people might not realize they have been infected.



In May 2015, the Pan American Health Organization (PAHO) issued an alert regarding the first confirmed Zika virus infection in Brazil. On February 1, 2016, the World Health Organization (WHO) declared Zika virus a Public Health Emergency of International Concern (PHEIC). Local transmission has been reported in many other countries and territories. Zika virus will likely continue to spread to new areas.

PET OF THE WEEK: "BUMBLE BEE"PetofWeek



The MCAS Pet of the Week is Bumble Bee.  He is a 3-year-old Boxer mix who is as sweet as can be!  He has been neutered, and his adoption fee has been reduced to $20!  All adoptions come with a 5-in-1 vaccine, a bordatella vaccine, a 1-year rabies vaccine, a wormer, and a microchip! 


The MCAS is a proud recipient of funding from Maddie's FundŽ (www.maddiesfund.org ).  As a result of the Maddie's Grant, each adopted pet is both tested for heartworms and implanted with a microchip, which includes the lifetime registration.

FinancialMOBILE COUNTY FINANCIAL UPDATE

Through May 2016 we have completed 67% of the 2016 fiscal year. Our year-to-date revenue through May 2016 is $94,057,006.16. This represents 73.96% of budgeted FY2016 revenue. Receipt of many of our major revenues lag by one month. Most of the property tax revenue and business license revenue is collected in December and January.

 

The year-to-date expenditures and transfers through May 2016 are $80,533,375.11. This is 59.26% of total budgeted expenditures and transfers for the fiscal year 2016. We expect expenditures to be below 67% on this report. Both revenues and expenditures  are within expected ranges for May.
