Mobile County Soccer and Aquatic Center Complex Update

Many thanks to those of you who attended our May 23 Mobile County Commission meeting in support of the proposed Mobile County Soccer and Aquatic Center Complex. The vote on the agenda item to approve the purchase of 118 acres of property and the 79 acre property donation at the I-65/I-10 location was held over for a date to be announced. I requested the "hold-over" on the vote in order to provide my commission colleagues an opportunity to study my funding proposal for financing Phase I (soccer fields and related infrastructure) of the development estimated to cost $20.7 million. The funding proposal commits a portion of Mobile County's annual existing lodging tax revenues to pay debt service on a bond issue over 20-30 years. Click Here to view the lodging tax debt service proposal.

I believe that it is imperative that we identify as well as approve the funding mechanism to build Phase I of the complex at the same time that the county approves the purchase of the property. In my opinion, we should not purchase the property without a commitment to fund Phase I. To do otherwise could result in the county having to repay $1.5 million of the land purchase price to the City of Mobile.

Currently, I plan to reintroduce the agenda item on the Monday, June 27 commission agenda that will approve the property purchase and also the Phase I funding mechanism utilizing the lodging tax revenues that I've outlined. The county's existing purchase option extension expires on July 5, 2016. I am hopeful that the commission majority will vote in the affirmative to bring this project to fruition. The citizens of Mobile County have waited far too long for such sports and recreational amenities that will not only positively impact our economy but also improve the quality of life for our citizens. Thanks again to all who have kept the faith!

Have a Wonderful Weekend and a Very Happy Father's Day!

Warmest Regards,
Connie
