New EOC Planned/Soccer Complex Permit Received
 
On Monday, May 9, the Mobile County Commission is set to approve a request for bids for construction of a new Mobile County Emergency Operations Center (EOC). A groundbreaking for the facility is expected in the fall of this year. Click Here for a rendering of the project. The proposed EOC will house the Mobile County Emergency Management Agency (EMA) and serve as the central command and control center in the event of an emergency such as a hurricane or chemical spill. The current EOC on McGregor Avenue is sixty years old and is operationally inadequate because of outdated technology and cramped work space.
 
The proposed new building expands space from its current size of 7,500 square feet to 31,000 square feet, with 78 work stations. It will be constructed off of Zeigler Boulevard adjacent to the Mobile County 911 Communications Center and the National Oceanic and Atmospheric Association (NOAA) Gulf of Mexico Disaster Response Center.
 
The county will assume the major portion of the cost for the EOC with approximately $7 million from its Capital Improvement Program budget. The City of Mobile is expected to contribute $500,000 and donate 8.3 acres of land for the site. Another $2 million has been allocated by the Federal Emergency Management Agency (FEMA) through Homeland Security grants. The Construction is expected to be completed by the spring of 2018. 


More Great News!! On Friday, April 29, 2016, The U.S. Army Corps of Engineers granted a permit to the Mobile County Commission for the construction of the Mobile County Soccer and Aquatic Center Complex. The next step for the project will entail the purchase of the property (approval tentatively set for the May 23 Commission meeting) in order to move forward with the first phase of the project which is the site work and construction of the 10 soccer fields. 110 acres will be purchased and approximately 79 acres donated by the sellers at the site located north of I-10 and west of I-65. Stay tuned soon for project updates!

DOG RIVER-GARROWS BEND WATERSHED STUDYWatershed


With funding provided through the Mobile Bay National Estuary Program (MBNEP), the firm of Goodwin, Mills and Cawood (GMC) has been working for several months on a management plan for the Dog River-Garrows Bend watershed. A Steering Committee composed of stakeholders from the area has guided the planning process to insure maximum citizen participation. It is vital that the final watershed management plan reflect a cross section of thoughts concerning existing conditions, problems, and strategies for remediation.



The Steering Committee and GMC have now provided a simple but important on-line community survey that allows everyone in the watershed to participate in the process. I encourage you to click on Click Here to look at the map that is provided to see how much area is impacted by the watershed (almost 64,000 acres) and complete the survey. The long term health of the Dog River-Garrows Bend watershed will impact water quality, recreation activities, natural environments and much, much more in our area. Let your voice be heard.

PET OF THE WEEK, "BECKHAM"
Beckham is the Pet of the Week at MCAS.  He is a 2-year-old lab/hound mix, who can be shy at first, but warms up quickly and loves to play.  Beckham is heartworm negative, and his $80 adoption fee covers his neuter, 5-in-1 vaccine, bordatella vaccine, 1-year rabies vaccine, wormer, and microchip.
 

The MCAS is a proud recipient of funding from Maddie's Fund� (
www.maddiesfund.org), helping to achieve a no-kill nation.  As a result of the Maddie's Grant, each adopted pet is both tested for heartworms and implanted with a microchip, which includes the lifetime registration.

FinancialMOBILE COUNTY FINANCIAL UPDATE

Through March 2016 we have completed 50% of the 2016 fiscal year. Our year-to-date revenue through March 2016 is $75,491,791.27. This represents 55.55% of budgeted FY2016 revenue. Receipt of many of our major revenues lag by one month. Most of the property tax revenue and business license revenue is collected in December and January.

 

The year-to-date expenditures and transfers through March 2016 are $59,245,639.84. This is 43.59% of total budgeted expenditures and transfers for the fiscal year 2016. We expect expenditures to be below 50% on this report.

 

Both revenues and expenditures  are within expected ranges for March.
