FY2016 County General Fund Budget



During Monday's upcoming regular commission meeting, the County's FY2016 General Fund budget will be presented for approval. Click Here to view the proposed FY2016 budget executive summary. October 1 begins a new budget year for the Mobile County Commission. The FY2016 budget projects property tax revenue at 2.39% and sales tax revenue at 5.95% above the budgeted revenues for FY2015. Total projected revenue for FY2016 is $127,328,781. The largest increase in expenditures is personnel costs at 6.8% above FY2015 due to budgeted raises and increased health insurance costs. Highlights of the proposed FY2016 budget include a 2.5% salary increase for employees beginning in October 2015 and also a $1,000 salary adjustment in the first quarter of the fiscal year.



Health insurance costs for active employees under the new Local Government Health Insurance Plan (LGHIP) have increased slightly, effective January 1, 2016, over 2015 costs. However, employee costs are still below the premium payments which they paid in 2014 under the previous self-insured plan.

GULFQUEST: THE MAIDEN VOYAGESpecialFeature 




The world's only maritime museum dedicated to the historical, cultural and economic significance of the Gulf of Mexico opens in Mobile September 26th. Located on the Mobile Riverfront, this hands-on museum is one of the only interactive maritime museums in the United States. The grand opening will begin with a "Tossing off the Bowlines" ceremony at 8:30 a.m. Members from the Pensacola Naval Air Station will be on hand for the Presentation of Colors and to perform the National Anthem. The Very Rev. Beverly Findley Gibson, Ph.D., Rector and Dean, Christ Church Cathedral, the Cathedral of the Episcopal Diocese of the Central Gulf Coast, will give the invocation. E.B. Peebles, Chairman, Board of Trustees of the National Maritime Museum of the Gulf of Mexico, will deliver brief comments. Special guests will officially "toss the lines" in celebration of the GulfQuest opening. The public is invited.



The museum will be open this Saturday from 9 a.m. to 6 p.m.,

and on Sunday from 11 a.m. to 6 p.m.



Regular GulfQuest operating hours are Tuesday - Friday, 9 a.m. - 5 p.m.; Saturday, 9 a.m. - 6 p.m.; and, Sunday, 11 a.m. - 6 p.m.

PET OF THE WEEK, "SARAH"
"Sarah" is a 10-month-old Feist mix, and she is just as sweet and loving as can be!  She loves nothing more than to snuggle up for cuddles.  "Sarah" has received her 5-in-1 vaccine, her 1-year rabies vaccine, her Bordatella vaccine, and a wormer.  She has also been spayed, and her adoption fee has been waived!

U.S. ARMY CORPS OF ENGINEERSSpotlight


 

Born in the shadow of the Revolutionary War, the U.S. Army Corps of Engineers has served our country since 1775.

 

During the early 19th century, Congress and presidents assigned military engineers to such duties as surveying, mapping, locating routes for superintending the construction of roads, canals, and coastal defensive works. Thus it was early in the history of the Corps that the dual role of military and civil works was established. This dual role, which the Corps maintains today, is totally unique to this organization.

 

As the nation grew and its public works function expanded, the Chief of Engineers established division and district offices across the nation to perform the work. Thus in 1815, the Mobile District was formally established.

 

The Mobile District plays a key environmental role from protecting wetlands to clean-up programs. Environmental sustainment is its creed; that is, balancing the nation's environmental needs with economic well being. The district has more than 1,200 civilian and 10 military personnel. Diversity and professional abilities best describe its workforce. From health care workers to engineers - lock masters to rangers - architects to hydrologists - secretaries to surveyors - the Mobile District is a unique blend of some of the nation's best professionals. 
 

The civil works mission of the Mobile District covers 96,000 square miles in Alabama, Florida, Georgia and Mississippi. It includes all river, harbor and flood control works within the drainage basins of six major river systems. The military mission covers over 252,000 square miles and supports the Army, Air Force, NASA and other Federal agencies in Tennessee, Mississippi, Alabama, Florida and Central and South America. It provides engineering studies and other technical assistance such as master planning, environmental management and real estate support. It is the engineer support organization for the Combatant Commander, U.S. Southern Command and provides engineering, environmental and humanitarian support to various nations and organizations throughout Central and South America. 
 

In its "support for others" role, it provides engineering and construction support to various other agencies such as the Federal Bureau of Investigation and the Environmental Protection Agency. The Mobile District has also been designated the Tactical Support Center for the U.S. Army Corps of Engineers, providing emergency response to all natural and man-made disasters. In its preparation for emergency response, the district has developed an exceptional team of experts and support equipment. 
   

All of these multiple capabilities and the finest team of professionals available put the Mobile District of the U.S. Army Corps of Engineers in the spotlight during Operation Enduring Freedom, Operation Iraqi Freedom, and the Overseas Contingency Operation. The Mobile District has been a critical force multiplier in these efforts.

KUDOS & CONGRATULATIONS
Mobile County Student Wins College Scholarship
 
Mobile County Revenue Commissioner Marilyn Wood and the National Foundation for Women Legislators (NFWL) awarded Breanna Maples with a $3,000 college scholarship at the 2015 NFWL Annual Conference in Oklahoma City, OK. Ms. Maples graduated from Mary G. Montgomery and is currently pursuing a degree in Social Work at Troy University. She was selected as one of six national winners of the 18th Annual Bill of Rights Essay Scholarship Contest, presented by the National Rifle Association (NRA), a sponsoring partner to NFWL. 
 
Commissioner Wood served as a sponsoring legislator for Breanna, and presented the award to her at a special lunch on Monday, September 14th during the Annual Conference.   
 

Mobile County Revenue Commissioner Marilyn Wood Retires

 

    
Congratulations to Marilyn Wood on her retirement from her position as Mobile County Revenue Commissioner. Many thanks to Ms. Wood for her dedication to the county. We offer her our sincere best wishes in all of her future endeavors.  
 
 

Nick Matranga Appointed Mobile County License

Commissioner by Governor Robert Bentley    
 


Congratulations and best wishes to U.S. Marine Corps Colonel (Ret.) Nick Matranga on his appointment by Governor Bentley to the office of Mobile County License Commissioner. Mr. Matranga is also a retired American Airlines pilot.
He will take office on October 1, 2015.

FinancialMOBILE COUNTY FINANCIAL UPDATE

Through August we have completed 92% of the 2015 fiscal year. Our year-to-date revenue through August 2015 is $117,822,196.89. This represents 94.75% of budgeted FY2015 revenue. Receipt of many of our major revenues lag by one month. Most of the property tax revenue and business license revenue is collected in December and January.



The year-to-date expenditures and transfers through August are $106,085,976.02. This is 81.62% of total budgeted expenditures and transfers for the fiscal year. We expect expenditures to be below 92% on this report. Through July both expenditures and revenues are within expected ranges.
