MESSAGE FROM COMMISSIONER CONNIE HUDSON

 

UPDATE ON THE MOBILE COUNTY SOCCER AND AQUATIC CENTER COMPLEX 

 

The County is very much on track in developing plans for the proposed Mobile County Soccer and Aquatic Center Complex to be located on 200 acres of property at the juncture of I-65 and I-10. The county's permit application to the Corps of Engineers is awaiting approval. Also, a comprehensive feasibility/market study and business development plan by Sports Facilities Advisory and Management, Inc. is underway and should be completed in late May. Once the Corps permit is obtained and the feasibility study is completed, the county will be in a position to exercise its property purchase option and proceed with the design phase of the project.

 

The cost for the first two phases of the Mobile County project (10 collegiate-sized soccer fields with lighting, a soccer events area, earthwork, bleachers at the main championship field, a concession/restroom facility, a maintenance building, parking, and roadwork within the complex and landscaping) is estimated at $20.7 million, excluding the property purchase of $3.1 million, according to Neel-Schaffer, Inc.  Improvements to Hall's Mill Road and Lee's Lane, providing turn lanes at both entryways to the complex, have been funded at $1.7 million in the already approved 2014 Pay-As-You-Go Road Improvement Program. (The 2014 PayGo program funds a total of $54 million in road projects throughout the county.)

 

Interestingly, 27 percent of all trips taken inside of the United States in 2012 were directly related to an organized sporting event, according to the latest figures from the U.S. Travel Association. It is the only segment in the travel industry to NOT decline in any quarter during the recent recession, shored up by the huge amateur tournament and events agendas of our young people and their families.

 

The City of Foley, Alabama, like the Mobile County Commission, has approached its sports tourism project as a public-private partnership development. Costs are comparable for both sporting complexes, with the City of Foley investing $27 million for soccer fields and other sports facilities.  In addition, Foley's public-private partnerships will be investing an estimated $47 million in hotels at the site, another $10 million in road improvements from ATRIP funding, approximately $2 million in land acquisition expenses, as well as other associated retail development costs. Mobile County already has hotel and retail infrastructure in place. But we will be seeking a public-private partnership to invest in both the water park and the natatorium (indoor competitive swimming facility). The waterpark and natatorium phases of the development are included in the overall design concept to ensure adequate space for future planning purposes.

 

The impact to wetlands at the Mobile County Complex site is projected to be minimal with 90% of the wetlands on site to be preserved or managed as natural areas, according to project environmental consultant Dr. Barry Vittor of Barry A. GOODWILL EASTER SEALS OF THE GULF COAST RIBBON CUTTING  

Commissioner Hudson participated in the ribbon cutting for the new and expanded Goodwill Easter Seals of the Gulf Coast Retail Store and Community Center on Azalea Road in Mobile.

 

CITY OF SEMMES FIRE TRAINING FACILITY AND MOBILE COUNTY FIRE TRAINING TOWER TOUR  
Commissioner Hudson, U.S. Congressman Bradley Byrne and City of Semmes Mayor Judy Hale toured the Semmes Fire Training Facility and Mobile County Fire Training Tower on March 20. The tour included a live-burn training demonstration facilitated by Semmes Fire Department Chief, John Edmond.


GREEK INDEPENDENCE DAY

Commissioner Hudson, pictured with (L to R) Bobby Foropoulos, Nick Stratas, Father Elias Stevens, Mobile City Councilman John Williams, Ptra Garidis and Paul Platis, celebrated Greek Independence Day; a holiday celebrated annually to commemorate the War for Greek Independence in 1821. The Greek flag flew for one week at Mobile County Government Plaza in honor of Greek Independence Day.

sidewalkSIDEWALK PROJECT IN SEMMES

 

The federal transportation law, MAP-21, combines three previously separate programs - Transportation Enhancements, the Recreational Trails Program, and the Safe Routes to School Program to create the Transportation Alternatives Program (TAP). This program allows local governments to compete for federal funding to help construct projects for pedestrians, bicyclists, and other non-motorized forms of transportation. Some of the eligible project types include sidewalks, bicycle paths, multi-use paths, etc.  

 

Mobile County applied for federal funding for a project to construct a 10-foot wide multi-use path from Ed George Road to the Semmes Community Center. The estimated cost of this project is $350,000, which includes a 20% match ($70,000) to be paid by Mobile County.



According to the Alabama Department of Transportation (ALDOT), as of March 25, the county has authorization to move forward with bidding the project. Authorization to advertise will appear on a Mobile County Commission agenda in April 2015 and subsequently the project will go out for bid (for construction) in May 2015.

Happy is a spayed, 2-year-old Lab mix available for adoption at MCAS. National Crime Victims' Rights Week (NCVRW) is observed each April to promote victims' right and honor crime victims and those who advocate on their behalf. This year's theme "Engaging Communities. Empowering Victims." emphasizes the collective and individual effort of the community to not only help crime victims rebuild their lives but also expand services and reach more victims.

 

Join the Mobile County District Attorney's Office, city officials, law enforcement personnel, victim service agencies, crime victims, and community members as they observe National Crime Victims' Rights Week April 19 through April 25, 2015.

 

NATIONAL CRIME VICTIMS' RIGHTS WEEK EVENTS

 

When: 6:30 p.m. to 7:30 p.m. Thursday, April 23

Where: Cathedral Square, Downtown Mobile 

 

Victims of all types of crime are invited to gather at Cathedral Square to participate in a vigil will be held to remember those who have lost their lives due to crime. Family members of homicide victims are encouraged to bring a picture of their loved one.

Community and victim service agencies will be available on site to provide information and resources to citizens.

6TH ANNUAL EASTER IN THE SQUARES

This free family friendly event begins at 10 a.m. in Bienville Square with kids' karaoke, Easter bonnet-making and more followed by an Easter Egg Hunt for kids (ages 8 and younger) at 11:15 a.m. The Easter Parade will travel down Dauphin Street to Cathedral Square at 11:45 a.m. where judges will award prizes for best Easter bonnet, best family theme, best pet and best decorated stroller or wagon.Cathedral Square activities include face painting, an Easter art project, and photos with the Easter Bunny.

MUSEUM OF MOBILE GUIDED WALKING TOURS

Where: Tours begin at the Cathedral Basilica, Downtown Mobile



In partnership with the Alabama Tourism Department, twenty-two towns across the state are offering free guided walking tours each Saturday in April. The tour on April 4 is titled, "Earth, Wind, and Fire" and is guided by Howard McPhail, History Museum of Mobile, Curator of Minority History. Come explore the explanations for why Mobile has had six courthouses, and put together other clues to discover what natural disasters along the Gulf Coast had a little help from "human hands."

SUNRISE SERVICE AT BELLINGRATH GARDENS AND HOME

As the sun rises over Bellingrath Gardens and Home on Easter Sunday, come enjoy a special Sunrise Service on Live Oak Plaza. The service is open to everyone in the community. During the service, an offering will be collected to benefit Family Promise of Coastal Alabama's Interfaith Hospitality Network. Complimentary admission to the gardens and home will be given to guests during the service. Due to a limited seating, please bring your own chair. A continental breakfast will be available in Magnolia Cafe from 7:30 a.m. to 8:30 a.m.

"ENGAGING THE NEXT GENERATION" VOLUNTEER FAIR AND FOOD TRUCK FESTIVAL

 

When: 6 p.m. to 8 p.m. Friday, April 10

Where: Cathedral Square, Downtown Mobile

 

Mobile United invites young professionals to Engaging the Next Generation, a volunteer fair featuring an exhibit of 40 non-profit organizations, a food truck festival, and the SouthSounds Art & Music Festival as a part of the monthly LoDa Artwalk. Engaging the Next Generation is 

a collaborative program to showcase non-profit organizations in the Mobile area while connecting them with the innovators of the next generation. Mobile County Commissioner Merceria Ludgood is partnering with Mobile United's Government Committee to put on a volunteer fair for the young professionals in the area, between the ages of 21 to 39. This event will have representatives from local non-profit agencies to give more information about their organization's needs and volunteer opportunities. This event is free and open to the public.

Second Fridays in downtown is the place to be! Join downtown art galleries, institutions, studios and unique shops as they open their doors and welcome you inside to see beautiful artwork, sample delicious foods and hear the sounds of the LoDa Artwalk.

At this month's Artwalk patrons will have an opportunity to see a photo essay exhibit by photographer Devin Ford-Conklan. The Mobile Arts Council will be presenting the exhibit entitled 'In her shoes'. The exhibit  focuses on 18 women in our community who impact our culture and economy.

PARENT'S NIGHT OUT AT THE EXPLOREUM

The Gulf Coast Exploreum Science Center offers an opportunity for parents of children ages 4 to 12 to spend a grown-up night out at LoDa Artwalk, enjoying all that downtown Mobile has to offer, while their kids enjoy the best in quality, informal education, entertainment and social development in a secure and structured environment. Children will be able to explore the Exploreum's hands-on, interactive exhibit galleries, experience a kid-friendly feature film, make new friends, and learn lots of new stuff from the Exploreum's team of informal educators! Dinner is included.

AMERICAN RED CROSS 7TH ANNUAL GUMBO COOK-OFF

The Alabama Gulf Coast Chapter of the American Red-Cross Annual Gumbo Cook-off features amateur as well as seasoned gumbo aficionados who compete against one another to win the favor of

celebrity judges, all in the name of fun to raise funds for the American Red Cross. The event is always entertaining with a children's area and live music. All funds raised from the cook-off go directly to the services of the Alabama Gulf Coast Chapter of the American Red Cross.

All event proceeds will benefit Discover Science, the Exploreum's program with the Mobile Housing Board to provide underserved children engaging educational science experiences including IMAX film, lab demonstrations and science camps.

BIGGEST LOSER RUN/WALK HALF MARATHON/5K SERIES  

   

When: 7:30 a.m. (half-marathon) 8 a.m. (5K) noon (kids' one-mile fun run for ages 4 to 12) Sunday, April 19 

Where: Mardi Gras Park (green-space at corner of Government Street and Royal Street), Downtown Mobile  

 

The Biggest Loser RunWalk Half Marathon/5K series is excited to announce its return to downtown Mobile. After the race, sponsored by the Mobile Sports Authority, participants, family and friends can celebrate and relax at the post-race concert featuring former "The Biggest Loser" 

contestants and Nashville recording artist, Dan Evans.

 

Cost: $40 for the half marathon, $20 for the 5K, $15 for the one-mile kids fun run (Online registration will remain open until April 15, 2015, or until the race sells out.) Registration includes a commemorative "The Biggest Loser" RunWalk shirt, finisher's medal, free downloadable race photos, a chance to meet with former "Biggest Loser" contestants and much more. The half marathon and 5K are chip-timed for participants tracking personal goals with awards given to the top runners and walkers.

TANNER WILLIAMS MAY DAY 2015

   

When: Parade will begin at 9 a.m., Opening ceremonies will begin at 9:45 a.m., Saturday, May 2 

Where: Tanner Williams Historical Building, Tanner Williams Road, Wilmer  

 

This annual event features a parade, a Little Mr. and Miss Tanner Williams, live entertainment, a car show, vendor booths, historical exhibits, catfish dinners, and a celebration for the Tanner Williams Elementary School Centennial. All proceeds will benefit the Tanner Williams Civic and Historical Society and its efforts to maintain the old school house and the community park.

Kudos to Beverly M. Cooper, pictured here receiving a resolution from the Mobile County Commission, for her dedicated years of service to the Mobile County Department of Human Resources Board of Directors. Ms. Cooper retired after 17 years on the board.










Congratulations to John Graham, President of Graham's Elite Martial Arts, for receiving the highest honor at the Martial Arts Symposium held in Manchester, New Hampshire on March 27-29. Mr. Graham is the first person to ever receive both a Hachidan 8th Degree Black Belt from the Superfoot System and also an 8th Degree Black Belt from the Joe Lewis Fighting System.





 
Best wishes to Jaclyn Lee McCarn, Mobile County District 2 Administrator as she relocates to the Birmingham area this summer following her upcoming wedding. Thank you Jaclyn for your seven years of dedicated service to my office and the Mobile County Commission. We  wish you success and happiness always! 






   
 
    
financeMOBILE COUNTY FINANCIAL UPDATE

Through February we have completed 42% of the 2015 fiscal year. Our year-to-date revenue through February is $64,895,073.58. This represents 52.68% of budgeted FY2015 revenue. Receipt of many of our major revenues lag by one month. Most of the property tax revenue and business license revenue is collected in December and January. The year-to-date expenditures and transfers through February are $47,127,107.74. This is 36.89% of total budgeted expenditures and transfers for the fiscal year. We expect expenditures to be below 42% on this report. Through February both expenditures and revenues are within expected ranges.
