FY2014 BUDGET APPROVAL

The Mobile County Commission approved the county's FY2013-14 budget on September 23 for the new fiscal year which started October 1. The budget was particularly challenging for the Commission to balance as projected revenues for 2014 remained relatively flat while projected expense increases presented a $6.1 million budget funding gap (deficit).

Included in expense projections were approximately $1.3 million for employee subsistence (per-diem) raises. The additional $5 per day increase doubled the amount received for 8 hour per day employees from FY2012-2013 adopted budget. In February of 2013 employees received the additional $5 per day increase but that temporary increase was scheduled to expire on September 30, 2013. The $1.3 million subsistence increase is approximately the same amount as would be required for the county to give 2.5% merit raises. The Commission is currently in the process of identifying a source of revenue to also provide subsistence allowances for 10, 12 and 14 hour shift employees.

In order to balance the $122,428,393 general fund FY2013-2014 budget and to grant subsistence raises the Commission, on a 2-1 vote, incorporated the following cost savings measures:
  • Transfer of $3,038,243 from Industrial Development Authority (IDA) funds and suspend monthly transfers to the IDA
  • Implement 3% attrition savings to all departments and county agencies with more than five employees (correctional officers at Metro Jail excluded)
  • Utilize $1 million in funds derived from sale of fixed assets
  • Move the capital fund 112 administrative charge out of the General Fund ($493,954) 
  • A $100,000 additional transfer from the Marketing Fund to the General Fund 
  • Close the employee health clinic if generated savings to health insurance does not meet or exceed expected savings for operational costs of the clinic by April 1, 2014

The Commission will continue to look at cost savings measures through the strategic planning process including employee health insurance options that can be incorporated into the budget and will amend the budget as necessary and appropriate.

MOBILE COUNTY RESIDENTIAL RECYCLING CENTER

On September 23, 2013 the Mobile County Commission moved one step closer to making the planned residential recycling center in west Mobile a reality. The Commission approved a $2.3 million construction contract with Ben Radcliff Construction. A Notice to Proceed should be issued to the contractor within 3 weeks and construction should be completed in nine months. The facility is expected to be operational by mid-year 2014. Funds for the project are allocated to the county through a federal Coastal Impact Assistance Program (CIAP) grant. Once construction is completed, the county will contract with Goodwill Easter Seals of South Alabama to manage and operate the facility which will be located on the southeast corner of the old Brewer Center property off of Hitt Road.

MOBILE COUNTY FIRE TRAINING TOWER


The Mobile County Commission is set to approve a $307,000 appropriation from County Commission District 2 Education Funds for the purchase, design, and site construction of a steel fire training tower which will be located on nine acres owned by the City of Semmes off Illinois Street in Semmes. A fire training tower is designed to prepare firefighters for actual firefighting challenges in protecting lives and property with safe, hands-on live fire training. The Mobile County Commission is collaborating with the City of Semmes to provide the facilities to train volunteers and firefighters in volunteer and municipal departments throughout Mobile County. A primary purpose of the training facilities is to provide certification training for firefighters. The City of Semmes will construct a 2,800 sq. ft. fire training facility and emergency response center adjacent to the tower. The training facility and center will include classrooms, emergency quarters for firefighters and first responders, and an on-site generator.

According to City of Semmes Planning Commission Chair, Tim Hale, "The Insurance Services Office (ISO) performs assessments of every department's capability. Training is a large focal topic in these assessments. This burn building will provide the ability to simulate live fires and build expertise necessary to better protect our citizens and their property. This training can result in a better score during the ISO audit, which also corresponds to lower homeowners insurance. ISO grades on a scale of 1-10 where 1 is the best ISO Classification and 10 indicates minimum standards are not met. Based on a nationwide study performed by ISO, the cost of fire losses for homeowners policies in communities graded Class 9 is 65% higher than communities graded Class 5. Homeowners could expect their premiums for fire insurance to drop substantially."  

 

Also, according to Creola Fire Chief Jeff Reeves, president of the Mobile County Association of Volunteer Fire Chiefs,"Any kind of training facility that volunteer fire departments can utilize will improve operations and give us the ability to improve the quality of our services. Training is currently very hard to come by and travel to Tuscaloosa to the Fire College is really the only other option. This facility will provide an excellent resource to area volunteer fire fighters and concurrently the citizens who receive their assistance."

The Mobile County Fire Training Facility/Emergency Response Center and Fire Training Tower is expected to be completed and operational by May of 2014.


SEMMES SIDEWALK EXTENSION

Mobile County recently received notification from Governor Robert Bentley that the county would receive a $268,503 federal grant under the Transportation Alternatives Program (TAP) to connect and extend the existing sidewalk off Moffett Road at Ed George Road to the parking lot on the west side of the Semmes Community Center. The TAP grant is an 80/20 matching grant with Mobile County committing 20% of the project funds. Construction timeline TBA.

MOBILE COUNTY SOCCER/AQUATIC COMPLEX


Civil Engineering studies are currently underway to determine and compare site development costs for two proposed properties under consideration for purchase or lease as a potential site for a tournament-sized soccer complex and sports recreational facility. Civil engineering studies being performed by Hargrove Engineers and Constructors should be completed by mid-November 2013. Sites under consideration include approximately 190 acres (proposed by Commissioner Hudson) at the northwest corner juncture of I-65 and I-10, and approximately 80 acres (proposed by Commissioner Jerry Carl) off McDonald Road, near the intersection of Padgett Switch and Half Mile Roads in Irvington.

Additional study information is also currently being suggested for both locations that would help determine market area boundaries, geographic areas from which the competitive facility would draw, traffic patterns, accessibility and visibility of the site locations, access to lodging and local attractions, future commercial development, and overall tournament site marketability.

Once the engineering and site suitability information is completed, the Commission will then make a final determination as to how the project should proceed.

The County was recently notified that the Mobile County Animal Shelter was selected to receive a $5,000 contribution from the Robert Trent Jones Golf Trail Foundation. The Foundation supports a number of local charities with proceeds derived annually from the Ladies Professional Golf Association (LPGA) tournament. The funds will be used to assist with program operations at the Shelter.  

 

John Cannon, President of the Robert Trent Jones Golf Trail Foundation said,  

"In addition to the international exposure Mobile receives from hosting a LPGA tournament each year, these golf events generate significant money for local charities. The Mobile County Animal Shelter is a perfect example of a local charity that is doing great things for the region. We are delighted MCAS was able to benefit financially from the LPGA event in 2013. We look forward to welcoming the best LPGA players back to Mobile in 2014 and plan to generate more charitable funds for great local organizations in the future."

Throughout October, volunteers and staff of Penelope House, the first shelter for victims of domestic violence and their children in the state of Alabama and fifth in the nation, will be hosting educational activities to promote Domestic Violence Awareness Month throughout the community. While Penelope House conducts events all year and provides shelter for victims, October is the official month to promote the awareness.

 

"Domestic violence is present in our community and the problems from it are not confined to any group or groups of people, but cut across all economic, racial and societal barriers," said Tonie Ann Torrans, Penelope House Executive Director. This year's theme, "Window Pain," features a traveling Domestic Violence Awareness display showing a variety of decorated picture frames to symbolize windows into the struggles of domestic violence victims. The exhibit will be displayed at Artwalk in the Cathedral Square Arts District downtown, Brown Bag in Bienville Square, Mobile Government Plaza, as well as other locations.

 

Penelope House is also hosting fundraisers throughout Domestic Violence Awareness Month.  

  • "Our Big Fat Greek Not So Grand Affair," a major fundraiser, will be held at the Hellenic Center at Annunciation Greek Orthodox Church at 5:30 p.m. on October 10. Tickets are $40 and include food catered by Georgia Roussos and entertainment that includes the Hellenic Greek Dancers from Mobile.
  • In observance of Domestic Violence Awareness Month, the RSA Towers will be lit up in purple lights during the weekend of ArtWalk.  
  • On every Tuesday during October, customers can receive $1 off any purple clothing item at Penelope's Closet at 63 North Florida Street.
  • Ruby Tuesday will sponsor "Ruby's Goes Purple" at the 3930-2 Airport Blvd. location. During October 18 through October 20, 20 percent of all weekend sales will be donated to Penelope House.

The local Jubilee BEST (Boosting Engineering Science and Technology) Robotics volunteers designed and developed the 2013 National BEST Robotics game, which will make its debut this Saturday for public viewing. "Gatekeeper," a game based on current technology requires robots to build either an 8-bit or 32-bit CPU in a  creative and colorful field. Thirty-two Gulf Coast schools will be the first in the nation to compete in "Gatekeeper," Jubilee BEST (Mobile) is a grass-roots, all-volunteer organization that is driven and supported by industry, ultimately creating the high-skilled workforce that is needed in our community.

 MOBILE COUNTY FINANCIAL UPDATEFinance
Through August we have completed 92% of the fiscal year. Our year-to-date revenue through August 2013 was $113,527,467.44. This represents 93.46% of budgeted FY 2013 revenue. Receipt of many of our major revenues lag by one month. Most of the property tax revenue and business license revenue is collected in December and January. The year-to-date expenditures through August are $107,414,613.64. This is 87% of total budgeted expenditures for the fiscal year. We expect expenditures to be below 92% on this report. The health, sanitation and culture and recreation functions are primarily appropriations that are paid quarterly. Through August, both expenditures and revenues are within expected ranges.

PRESIDENT V. GORDON MOULTON

Former University of South Alabama president, V. Gordon Moulton, passed away Saturday, September 28 after a battle with brain cancer. Moulton, who led the university since 1998, retired in July of 2013, after serving at the school for nearly 50 years. At his retirement, Moulton was the longest serving employee at USA. He is survived by his wife, Geri.

The family has requested that in lieu of flowers, donations be made to the Mitchell-Moulton Scholarship Initiative at the University of South Alabama, in care of the USA Office of University Development, 300 Alumni Circle, Mobile, AL 36688-0002. 
KUDOS AND CONGRATULATIONSkudos 

Chief Tom Stiles, a loyal and dedicated officer of the 13th Judicial Court Police, retired September 30, 2013 after serving more than 40 years in law enforcement. The Mobile County Commission commends and thanks Chief Tom Stiles on his years of dedicated service in law enforcement and especially for his positive contributions at Mobile Government Plaza.
