On July 26, 2013 Mobile County proudly participated in the groundbreaking of Phase II of the Eagle's Landing project, located at 6501 Moffett Road. Eagle's Landing is a 36-unit transitional housing community operated by Volunteers of America Southeast and designed to assist homeless veterans who have served in active military duty. The goal of the project is to provide housing and services to veterans for up to two years while also providing them services such as counseling, assistance with job training and medical and dental care.

The Phase II Eagle's Landing project is funded through the county's contribution of a $1.4 million grant through the U.S. Department of Housing and Urban Development (HUD). Volunteers of America received another $1.33 million from a HUD grant and a $395,000 grant from the U.S. Department of Veterans Affairs. Each housing unit is fully furnished and some units are outfitted for wheelchairs.

On July 23, 2013, the Mobile County Commission approved a professional engineering services contract with Hargrove Engineers and Constructors to evaluate a 200-acre property site located adjacent to the I-10/I-65 interchange for construction of a regional soccer and aquatic center complex.

The I-10/I-65 site is one of 30 property locations throughout Mobile County evaluated over the past year by a team of individuals that, in addition to myself, included Danny Corte, Executive Director of the Mobile Sports Authority; Bill Melton, Mobile County Environmental Services Director; Tyler Martin, Mobile County Special Projects Engineer; Jay Ross, Mobile County Attorney, and also involved professional services provided by Dr. Barry Vittor, environmental consultant, and Jim Crowe, landscape architect.

The I-10/I-65 site is proposed based on land value, acreage available, the visibility from two major interstate highways, site accessibility, convenience of location for interstate travelers as well as Mobile County citizens, the ability to mitigate wetland areas through site design, and proximity to the existing commercial corridor of hotels, restaurants and retail stores. Also, the City of Mobile has indicated interest in partnering with project development at the proposed location.

The project, as preliminarily designed, would include 10 tournament soccer fields, a (future phase) Olympic-size pool natatorium, an outdoor lazy river/water park, a large natural habitat area with walking/running trails (certified for cross country), and a picnic and playground area.

According to Dr. Barry Vittor, approximately "90% of the wetlands would be preserved and managed as natural areas. The soccer fields themselves will allow percolation of rainwater; all of these measures will serve to maintain water quality in the Dog River system."

Kent Blackinton, President of the Mobile Hotel Association, also expressed support for the soccer/aquatic center site at the July 23 Mobile County Commission meeting based on its location to existing Mobile area hotels, restaurants and retail centers.

According to Mobile County Environmental Services Director Bill Melton, the civil engineering report on the proposed I-10/I-65 site should be completed in approximately six weeks. The Commission will then determine whether to move forward in acquiring the property and initiate site planning.

Despite a temporary delay, plans are still underway for construction of the west Mobile residential recycling drop-off facility to be located off Hitt Road on the old Brewer Center property.

Original construction bids were rejected per recommendations of Mobile County Environmental Services Director Bill Melton and will be re-advertised beginning August 16. Bids will be opened on September 11. Following the award of a contract, construction on the center will commence before the end of 2013.
Voting2013 CITY OF MOBILE MUNICIPAL ELECTION VOTING INFORMATION

 

The last day to register to vote in the City of Mobile Municipal Election is Friday, August 16. If you are not registered to vote Click Here for more information and to complete and submit a voter registration form to the Board of Registrars.
   

The last day to submit the form to complete an absentee ballot is Thursday, August 22. This application must be received by the Absentee Election Manager by August 22. Click Here for more information and a printable application for an absentee ballot.

SR-158 EXTENSION

The Alabama Department of Transportation (ALDOT) hosted a public hearing on Thursday, August 8 at the River Church in Semmes. This hearing was for citizens to comment on the extension of SR-158 from Schillinger Road to US-98. If you were unable to attend the meeting and would like to submit comments, Click Here to view a printable comment sheet, which must be submitted no later than Friday, August 16.

 

Due to the availability of funding, this project will be split into seven phased projects. ALDOT is working towards bidding a project from Schillinger Road to Lott Road next year with the goal of bidding one project out over each of the next six years. 

 

 

SAFE 98 COMMUNITY OUTREACH GROUP

 

The Alabama Department of Transportation has organized a Community Outreach Group (COG) to serve as a volunteer organization that regularly meets with representatives from ALDOT to stay informed on the progress of the Safe 98 project. Service involves a commitment and interest in the project as well as attendance at regular COG meetings and public meetings concerning the project.

 

ALDOT is now looking for as many as five additional members to serve on Safe 98's COG. They are particularly interested in adding residents from the Lott Road area to identify issues of importance there. All nominations will be reviewed and selected by an independent selection committee. Nominations will be closed Friday, October 4 and the selection committee's decisions will be determined during the week of October 21. Those selected will be contacted the week of November 4. The first COG orientation meeting is scheduled for the week of December 2.

 atripATRIP AWARD TO FUND MOBILE COUNTY ROAD PROJECTS


Mobile County was notified July 24 that $22,141,160.92 in Round III of Alabama Transportation Rehabilitation and Improvement Program (ATRIP) funds will be awarded for area road and bridge projects. This award will bring Mobile County's total awards under the ATRIP to $50,223,050.08.

The purpose of this program is to rehabilitate and improve transportation infrastructure through the accelerated delivery of project funding. The program's goal is to address critical needs projects across the state in an effort to rehabilitate and improve the in-place facilities and in some cases provide new facilities at locations throughout the state. These funds will provide essential transportation for Mobile County.

Wally is an older dog that was found wandering the streets looking for his new home before he was brought to the shelter.  He likes to smile, wag his tail, is very sweet, playful and still full of spunk! The Mobile County Animal Shelter (MCAS) has been named one of only 50 shelters in the country to compete in the 2013 ASPCA Rachel Ray $100K Challenge. We'll be competing by getting the community involved in helping us save as many lives as possible this June, July and August. Working with you to save lives can help us win anywhere from $5,000 to $100,000 in grant money so that we can purchase a mobile adoption trailer, which will allow us to travel and hold adoption events in the unincorporated areas of Mobile County that we serve. The grant also will be used to upgrade our kennels and develop and implement a microchip program for the shelter. Our motto for the challenge is "Filling Happy Homes...One Pet at a Time".

 

You are a very important part of our life-saving efforts and we want you to know that we can't do it without you. At a minimum, to qualify for any grant award we must save 300 more lives than we did last year. The total saved last year during the three months was 562. Our goal this year for the months of June, July and August is 862 - 1000 lives. Yes, it's a very aggressive goal but we are up to the challenge...and hope that you are too!

GREATER MOBILE BAY AREA CHORAL SOCIETY AUDITIONS

The Greater Mobile Bay Area Choral Society will commence their 16th season  with a "Meet and Greet" social function/potluck supper and open auditions, with a small rehearsal to follow. Normal rehearsals will then resume from 7 p.m. to 9 p.m. Tuesdays beginning September 3. The Choral Society is open to all interested singers from high school to retirees that love to sing a wide variety of music. The Society generally prepares three to five concerts per academic year.

 MOBILE COUNTY FINANCIAL UPDATEFinance
Through June we have completed 75% of the fiscal year. Our year-to-date revenue through June 2013 was $98,316,639.25. This represents 77.98% of budgeted FY 2013 revenue. Receipt of many of our major revenues lag by one month. Most of the property tax revenue and business license revenue is collected in December and January. The year-to-date expenditures through May are $83,938,654.48. This is 67.69% of total budgeted expenditures for the fiscal year. We expect expenditures to be below 75% on this report. The health, sanitation and culture and recreation functions are primarily appropriations that are paid quarterly. Through June, both expenditures and revenues are within expected ranges.
