ASQLA MEMBER MEETING - August 14, 2013

"Critical Chain: Minimizing waste and variation in a Knowledge Environment"

Please join the ASQLA Section 0700 for its monthly member meeting on Wednesday, August 14th. The meeting will be at Mattel in El Segundo.  This meeting is an opportunity to network with other Quality professionals and to learn about current techniques & technologies. Our guest speaker this month is Gary Miller speaking on "Critical Chain:  Minimizing waste and variation in a Knowledge Environment."

This presentation discusses the application of Critical Chain Project Management (CCPM) to minimize waste and variation in a large team collaborative environment. Critical Chain is a proven project management methodology that provides project leaders with the information they need to focus on the right tasks at the right time.  It helps teams accelerate performance and kindle pride in their work.  This interactive presentation discusses both the project planning and behavioral techniques implicit in the methodology.  We will discuss the application of the Theory of Constraints and the ill effects of Multitasking. The presentation concludes with a video to cement the key learning points.

Gary L. Miller is the Raytheon Company champion for Critical Chain Project Management (CCPM).  He has deployed Critical Chain on programs large and small across the country and around the world.  Mr. Miller has over 28 years experience with Raytheon Co.  He holds degrees in both engineering and educational leadership.

Mr. Miller started with General Dynamics, Pomona Division as a Guidance, Navigation and Control Engineer.  He transferred to Tucson, AZ when Hughes Aircraft acquired GD's Missile business.  There he held positions as Team Lead and Functional Line Manager for a variety of Navy programs for Raytheon Missile Systems (RMS).
In 2001, Gary was provided the opportunity to become a Raytheon Six Sigma expert where he leveraged his engineering, leadership, educational, and change management skills to affect change in various programs spanning all areas of the Raytheon portfolio.  Gary certified as a Raytheon Six Sigma Expert in 2002, ASQ Black Belt in 2006, and Master Expert in 2007.

Midway in his career, Gary decided to obtain a Master's degree in Educational Leadership and was an adjunct math instructor at Pima Community College in Tucson, AZ.  There he received the Adjunct Faculty of the Year award in 1997. During his Raytheon Six Sigma career, Gary was exposed to Critical Chain Project Management and adopted it as a core skill set.  Gary has helped apply or teach CCPM across every Raytheon business and at suppliers and customers around the world.

In early 2009, Mr. Miller transferred to Raytheon's Space and Airborne Systems (SAS) facility in El Segundo, CA and is currently a member of the SAS Integrated Program Planning group.  Mr. Miller is also the Raytheon Co. Team Lead for the community of Critical Chain practitioners and coordinates training, deployments, and information sessions nationwide.

Gary lives in Orange County, CA with his wife and two daughters.  He can be reached at: Gary L. Miller (310)616-8615

The program will be held at 2nd Floor Main Conference Room at Mattel 333 Continental Boulevard El Segundo, CA 90245-5012. This meeting is an opportunity to network with other Quality Professionals, learn about quality related topics and earn 0.3 Recertification Units. Registration and networking starts at 5:30 PM. The meeting runs from 6:00 to 7:30 PM. Crackers, Cookies, Coffee & Water will be provided at no charge.

You MUST RSVP to Chen Low 310-334-7044, pager 310-353-8293 or e-mail ChenLow_88@hotmail.com, no-later-than Noon on Monday, August 12th, so he can get the list of attendees to Mattel Security.

Mitchell O. Locks Memorial

Mitchell Locks, with the help of modern medicine, lived a full and productive life until he died from complications after breaking his hip at the age of 91.  Mitch, as he was called, was an active member of the American Society for Quality (ASQ), in both the Reliability Division and in Los Angeles Section 0700.  He continued in his later years to stay active in both Division and Section affairs until the end.  His daughter Ronna, a teacher, and son-in-law Rick, an engineer, would take him to ASQ meetings of the Los Angeles Section when he could no longer drive at night.

Mitch earned his Ph.D. in economics from the University of Chicago and was influenced by his teacher, Milton Friedman. Mitch often spoke of personal responsibility-how each person does his best for his/her family, and these actions add to the betterment of society.  Both as a child of immigrants and as a veteran of World War II, he was intensely patriotic and grateful for the freedom and economic opportunities in the United States.

Mitch was a Professor at Oklahoma State University and at Loyola Marymount University as well as a guest instructor at several other Universities plus over one dozen companies.  He published extensively with five books, an equal number of technical manuscripts and over 160 published papers, reports and book reviews to his credit. He continued to publish papers on symbolic logic in several journals.  Even in his final weeks he could be heard defending a paper with a logic professor at the University of Illinois.

Mitch was at the forefront of the application of reliability and statistical tools for over 60 years.  He served industry and government as a consultant with specific emphasis in the application of quantitative methods to space, defense, computer and commercial reliability and related life testing and hazard analysis studies.

Mitch was a past Chair of ASQ LA Section 0700 for year 1994-1995.  The section later recognized his many accomplishments and as such he was honored with the 1999 Simon Collier Quality Award.  His professional accomplishment and work in ASQ within the Reliability Division and the Los Angeles Section 0700 had been previously recognized with his election as a Fellow of the American Society for Quality and the Institute for the Advancement of Engineering.

He was a great associate and friend and will be missed by all who knew him.
