IMPORTANT - New HUD 2530 form!
  
HUD has finally released the new HUD 2530 form.  If you are still submitting for previous participation approval using the paper HUD 2530, make sure you download the new fillable pdf version from HUD Clips, as HUD will no longer accept the old OMB form from 2009. (See our Helpful Links below.)
  
Several important changes appear on the fillable pdf version of the new HUD 2530 form:
  • There is no longer a requirement to alphabetize the list of principals. (Good news, as we have long attested that the list should track with the Org Chart, for easier review by HUD.)
  • Schedule A List of Previous Projects only requires listing projects for the past 10 years. (Thank you HUD for this clarifying revision which appears on the revised Certifications.)
  • Form now indicates that the last MOR and REAC are required. (This is not a change in the reporting requirements, simply a clarification because many were mis-interpreting the previous language of "and/or".)
  • Instructions no longer refer to use of a Master List by HUD (This practice has been obsolete for some time.)
  • Certification instructions provide clarification that all principals listed in block 7 must be listed in the signature block.  (A welcome clarification from HUD, as many complete this incorrectly.)
  • Principals who sign on behalf of organizations must attach a Signature Authority document. (A practice that has been in place for a while, but not previously documented on the paper 2530 form.)
  
Several important problems with the new HUD 2530 form:
  • HUD Clips has posted both a new fillable pdf and a fillable MS Word version. They do not contain the same changes, nor the same expiration dates. HUD has asked us to let you know that they will be removing the MS Word version.  Please use only the new pdf version.
  • The Reason for submission box does not allow one to type in a reason - You will need to hand write this in! (HUD is aware of this problem and will be fixing it.)
  • Column 2 of Schedule A on the new pdf version does not indicate that they city and state are needed.  Please include this info! (The instructions section requests this and HUD needs it for accurate review of your participation.)

REAC Tip - Auditor access problems
 
Did you know?
If your project closed in 2012 and the HUD Project Manager forgot to update iREMS to reflect the date the new owner took financial responsibility, your Auditor will be unable to submit in FASSUB, even if their ID is connected to the correct Tax ID #.
  
We find this problem a lot, this time of year. Auditors -  If your log-in ID is working and you are connected to the right Tax ID #, have the owner contact HUD to check the Owner Record in iREMS.

APPS Tip - System Glitch Corrected

  

Did you know?
An update designed to prevent applicants from mistakenly creating multiple submissions in APPS caused a system glitch that produced the following error message:
  
Cannot create submission.  The applicant has a Property Submission in process.
  
Many Users across the country were blocked from creating new submissions for several weeks.  The good news: HUD has released a system correction.  You should no longer get this error message.
