JURUPA VALLEY, Calif. (KABC) -- A pool man severely injured in a dog attack in Riverside County is speaking out, as the dog's fate is being determined.

Andy Ortiz was attacked by a pit bull mix as he was cleaning a pool at a rental home in September. He was able to escape by jumping a fence, but not before he suffered injuries to his face, leg and right arm.
"As I lost my balance the dog just attacked me," Ortiz said. "Jumped right on top of me, grabbed my leg immediately, started going at me, and I'm freaking out. As I try to get up, he grabbed my face."
Ortiz said he had told the family in the past that the dog, named Pigbert, was acting aggressively toward him.
Ortiz and the dog's owners, Paul and Catherine Mason, attended a hearing on Wednesday to help determine what should happen to Pigbert.

"He's a sweet dog, he's never hurt, harmed, bit anyone, or been aggressive," said Catherine Mason. "He's the greatest family dog in the world."
The Riverside County Department of Animal Services is recommending the dog be put down. But the dog's owners are hoping they'll be able take him back home.

"Even if Pigbert did commit this, it was one-time where responsible owners were willing to take further precautions more than they already have," said Jeremiah Raxter, attorney for the dog's family.

Ortiz believes he narrowly escaped with his life and doesn't want anyone else to suffer a similar or worse fate.
"It's tough, it's going to be a long road back, but we'll get there," Ortiz said.

Area officials meet to address dog attack cases, Dayton OH
DAYTON, Ohio (WDTN) - The tragic dog mauling of Klonda Richey back in February has jump started discussions a about a change in policy when handling these situations.

Officers, along with animal shelter employees, and municipal and county prosecutors met inside Sinclair Community College for a seminar to discuss ways to improve the response and investigation of dog mauling cases. The group also took time to discuss changing and adding legislation and asking legislators to strengthen dog laws.

Prosecuting attorney Mat Heck said it all boils down to putting a stop to what seems like a trend in the number of fatal dog attacks.
"With the frequency it seems, that we have had here recently, not only in Montgomery county but across the state of Ohio and the country for that matter, a frequency of dogs being involved with the mauling of either other dogs or humans:36 we have had cases here you know that has resulted in the death , because of the dog mauling of humans," said Heck.

More than 70 officers attended the seminar.

Greene County, Missouri leaders work to control vicious dogs following spending cuts.


SPRINGFIELD, Mo. 
Part of the problem surrounds the animal control department. It used to be where the calls for vicious animals come in from Greene County but not anymore.
All the county's calls go straight to the sheriff's office when an animal attacks because of budget cuts.
"It's been a little overwhelming," said Greene County Sheriff Jim Arnott, "We had two calls just yesterday."

But because he's the sheriff and not an animal control officer, he says his deputies have no choice when it comes to a vicious animal.

"We really are not capable of capturing an animal, the only thing we can do is kill one if it's being aggressive or cause an issue where it's actively biting someone," said Arnott.

It's a job the sheriff's department has been voluntarily doing after the county cut funding for animal control. It's a job the sheriff calls a dis-service to the community.

The dogs displayed here are only those who have caused the most serious bites. NBC7 Investigates excluded dogs who have bitten potentially rabid animals, which were also in the database. Serious bites meet the following definition: a substantial impairment of a person's physical condition which requires professional medical treatment, including loss of consciousness, concussion, bone fracture, protracted loss or impairment of function of a bodily member or organ, a muscle tear, a disfiguring laceration, a wound requiring multiple sutures or an injury that requires surgery to restore the person to the condition the person was in before the incident that resulted in the injury.

Meet the Bloodhound
 Bloodhounds are large, substantial dogs standing 23 to 27 inches at the shoulder and weighing up to 110 pounds. (though some individuals weigh as much as 160 lb)  Their most famous features are a long, wrinkled face with loose-hanging skin; huge drooping ears; and warm, deep-set eyes that complete an expression of solemn dignity. A thick, powerful body and legs allow Bloodhounds to follow a trail over miles of tough, punishing terrain. Thought to be descended from hounds once kept at the Abbey of St Hubert in Belgium, it is known to French speakers as the Chien de Saint-Hubert. 
What's their story? 
The Bloodhound is one of the oldest breeds to date.
They do one thing better than any creature on earth: find people who are lost or hiding. Bloodhounds as we know them were perfected in Western Europe about a thousand years ago. Since then, police departments around the world have relied on them to follow the scent of humans-maybe a criminal, or a lost child, or a confused senior. An assignment might last all day and night, but Bloodhounds won't give up until they find who they're looking for.

Beware of the Houston dog: Texas city tops list for most attacks on postal workers
 
Houston, Texas has topped the list of dog attacks against postal workers, with 63 mailmen being bitten on their rounds in the city in the past year.
After 5,581 of its employees were attacked in the past year, the postal service has started pleading with customers to take more responsibility for their pets.
Overall, Texas had five cities in the top 30 list of highest recorded attacks, including two in the top 10.
