This month's E-Corner comes to you as the region recovers from an unprecedented series of rain events, from Memorial Day a year ago to the recent flooding throughout April and May.

Just three and a half years ago, we struggled with the adverse affects of a record drought. The drought is over. 

In the short term, I want you all to know I remain focused on the lessons we learned from these "100 year" events. Obviously, our "100 year" events now occur more than once every 99 years. This makes it imperative that we continue to work with the Harris County Flood Control District and all our local MUDs and municipalities in seeking solutions to prevent future flooding in flood prone areas. 

In the meantime, we proceed with the mission of making Harris County Precinct 4 the best of all places it can be. This month's E-Corner is a brief look inside what we have to offer.

Precinct 4's CIP Director Wins Award

Commissioner R. Jack Cagle and NHA Chair Darrin Willer present CIP Director Pamela (Rocky Roads) Rocchi the NHA's Compass Award. 
The North Houston Association (NHA) recently awarded Precinct 4's Capital Improvement Projects (CIP) Director Pamela Rocchi the Compass Award for her work improving mobility across north Houston.

Rocchi has been a resident of Spring for close to 40 years. Since joining Precinct 4 in 1992, Rocchi has been involved in more than 350 mobility projects, becoming director in 2012. What's even more impressive is that she has not missed a day of work in 22 years. 

In addition to overseeing Precinct 4 mobility projects, Rocchi responds to constituent concerns, interacts with entities such as the Texas Department of Transportation and METRO, and serves as the precinct's alternate for the Office of Emergency Management.
 
Currently, she has five projects in the construction phase across north Houston: Aldine Westfield between East Louetta Road to Riley Fuzzel Road, Gosling Road Segment 1 between Spring Stuebner Road and Mossy Oaks Road, Hufsmith-Kohrville Road Segment 1 between Spring Cypress Road and Hollow Glen Lane, Kuykendahl Road Segment D1 between Indian Hill Road and Timarron Drive, and T.C. Jester Boulevard between FM 1960 and FM 2920.

In addition to the North Houston Association, Rocchi is also involved in the Women in Transportation-Houston Chapter, the Society of Military Engineers, and Leadership North Houston

Atasca Oaks Drive Expansion Enters Study and Design Phase
Plans include widening Atasca Oaks Drive from Atascocita Road to south of FM 1960 from a two-lane boulevard to a four-lane concrete boulevard.
 Harris County Precinct 4 is beginning design work on a new improvement project that could help alleviate traffic in the Atascocita area.

Plans include widening Atasca Oaks Drive from Atascocita Road to south of FM 1960 from a two-lane boulevard to a four-lane concrete boulevard and modifying traffic signals at an estimated cost of $2 million.

Design work could be complete as early as the third quarter of 2017. If the project goes to bid in the first quarter of 2018 as projected, construction could be complete as early as the third quarter of 2018. 

Once the project is complete, motorists will be able to travel more quickly between FM 1960 and Atascocita Road during peak traffic hours.

Improvements will be funded by Precinct 4 and Precinct 2. Precinct 2, which borders the boulevard on two sides, will contribute funds to modify the existing traffic signal system on Atascocita Road at Atasca Oaks Drive.

"This just proves how residents of both precincts benefit when we combine resources," said Commissioner R. Jack Cagle. "Commissioner Jack Morman and I want to address problems in both precincts, so motorists experience smooth drives wherever they travel."

Earlier in the year, Commissioner Cagle partnered with Precinct 2 to help fund the construction of an additional two-lane boulevard along Woodland Hills Drive in Humble to improve residents' access to Beltway 8. These projects are part of Commissioner R. Jack Cagle's commitment to improving mobility in the area.

The Capital Improvement Projects (CIP) division administers and manages Precinct 4's capital improvements program. The CIP program includes road expansion projects, traffic signals, and intersection improvements and traffic management systems designed to improve mobility and air quality. Precinct 4 Offers Summer Movie Nights in the Park
A family enjoys a picnic at Burroughs Park. 
Precinct 4 invites the community to enjoy a free movie, snack, and activity at Burroughs Park rain or shine Thursdays, June 23, July 21, and Aug. 18 at dusk.

Participants can help select the featured film by voting each month at www.hcp4.net/p4movies. The online polls will open one month before each movie night and the winning film will be announced once the votes are tallied.

"Summer Movie Nights in the Park is the perfect chance to relax and enjoy a special night under the stars with friends and family," said Commissioner R. Jack Cagle. "We're proud to offer events like these that help foster a sense of community and give residents new reasons to visit our parks."

Early arrival is recommended to get a good location for your blankets and lawn chairs. Refreshments will be provided or attendees can bring their own food. 

Burroughs Park is located at 9738 Hufsmith Road, Tomball, Texas 77375. Amenities at this 320-acre facility include sports fields, a seven-acre fishing lake, five playgrounds, over eight miles of nature trails, picnic areas, an observation deck and boardwalk, rest room facilities, a dog park, and an award-winning barbecue pavilion that seats over 250 people.

Road & Bridge Update
Precinct 4 completes a repaving project along Wunderlich Road.

Precinct 4 recently completed a repaving project along residential streets on Mittlestedt, Strack, and Wunderlich roads near Stuebner Airline in the north Harris County area.

Overlay projects include milling the original roadway layer to create an even surface followed by repaving and restriping. These projects can fix issues such as cracks, potholes, and patches, creating safer, smoother roads that can reduce fuel consumption, vehicle wear, and noise from traffic.

The project is part of Precinct 4's regular roadway maintenance. With proper maintenance, asphalt roads can last about two decades before a major rehabilitation is needed.

Mercer Botanic Gardens Hosts Summer Color Plant Sale and Workshops

Treat your soggy gardens to some splashy new plants this summer by heading to Mercer Botanic Gardens' Summer Color Plant Sale and Workshops Saturday, June 18 from 9 a.m. to 3 p.m.

Presented by Mercer Botanic Gardens and The Mercer Society (TMS), this one-day sale features plants renowned for their summer color, such as the tulip ginger (Curcuma) and the elusive giant ragwort (Ligularia), as well as educational workshops highlighting begonias and orchids.

During "All About Begonias, Inside and Out," Cheryl Lenert, a member of the Astros Branch of the American Begonia Society, focuses on the proper care and propagation of begonias from 10:30 a.m. to 11:30 a.m.

Lee Rowell, owner of Orchid Express & Leasing, shares tips on the proper care of orchids during "Orchids are Easy!" from noon to 1 p.m.

Precinct 4 partners with  Cypress Creek Christian Church. 
Harris County Precinct 4 has partnered with two new organizations to offer more senior adult programming in popular areas of northwest Harris County.

Starting in June, Precinct 4's Senior Adult Program will host themed luncheons and entertainment at Copperfield Church, located at 8350 Highway 6 N in Houston.

"This location gives more residents the chance to attend Precinct 4 luncheons close to home," said Senior Adult Program Director Jan Sexton. "We host luncheons for senior adults every month at one of our five partner locations, so we can serve more adults across the county."

Everyone 50 years and better is invited to help kick off the location's first event with barbecue and live entertainment from country artist Moses Rangel during the Get Acquainted Luncheon Friday, June 17 at 11:30 a.m. The next scheduled event at the Copperfield location, Reel in the Summer Fun Luncheon, features the Dignity Gospel Quartet Friday, Aug. 19 at 11:30 a.m.

Precinct 4 will also begin hosting events at Cypress Creek Christian Community Center, located at 6823 Cypresswood Drive in Spring, starting with a luncheon and live musical entertainment Friday, Sept. 2 at 11:30 a.m.

Other luncheon locations for 2016 include Cypress Creek Christian Community Center, Lone Star College - University Park, Jersey Village Baptist Church, and St. Stephen's United Methodist Church.

Precinct 4 also offers monthly luncheons for seniors at its two community centers: Big Stone Lodge, located at 709 Riley Fuzzel Road in Spring; and Mangum-Howell Center, located at 2500 Frick Road in Houston.

John Stacy is presented an award by Volunteer Houston CEO Cameron Waldner.
Volunteer Houston recently awarded Mercer Botanic Gardens volunteer John Stacy a service award in the conservation and environment division for his work at Mercer's Prairie Dawn Preserve and the Bayou Land Conservancy.
 
 "John is an outstanding example of someone who has given selflessly and has had a lasting impact on many lives," said Cameron Waldner, CEO of Volunteer Houston. "By celebrating his achievements, we aim to create wider awareness of volunteerism and its importance to the environment and conservation efforts."
 
Located at the corner of Cutten Road and West Greens Road, Mercer's Prairie Dawn Preserve contains three rare plant species: prairie dawn, Texas windmill grass, and Houston camphor daisy. While volunteering, Stacy worked to restore the habitat of those endangered species by removing invasive plants, cultivating native species, and assisting with scientific research.
 
Stacy began volunteering at Mercer's Prairie Dawn Preserve in 2012 after enrolling in a Texas Master Naturalist class led by Mercer botanist Anita Tiller. Stacy had recently retired as director of human resources from a large software company and was looking for opportunities to work out in nature.
 
"Anita mentioned to me that Mercer had taken stewardship of a new, small 5-acre site found during road construction to have three endangered plant species," said Stacy. "They wanted to restore the habitat and recover the seeds. It so happened that the facility wasn't far from my home. Since then, we've managed to restore what was once an overgrown thicket to a preserve of thriving plant species found in only a few other places in Texas."
 
Today, the preserve has rebounded from a plant population of about 11,000 Texas natives to nearly 20,000. The program has been so successful that the Houston camphor daisy and Texas windmill grass have now spread beyond the preserve along the sidewalk near West Greens Road.
 
In addition to his work at the Prairie Dawn Preserve, Stacy is a committed volunteer at Precinct 3's Kleb Woods Nature Preserve and the Bayou Land Conservancy, where he monitors 58 easements, helps with trail construction, and teaches kayaking to children. 

Upcoming June/July Activities
Jesse H. Jones Park & Nature Center:

Pollinators. Sat., June 18 at 10 a.m. All ages are invited to learn how pollinators, especially bees, are critical to reproducing food crops, such as fruits and nuts, in addition to showy flowers. The class includes tips to attract pollinators and help them survive, followed by a tour of the Nature Center landscape.

Invasives Beware. Sun., June 19 from 9 a.m. to 11 a.m. Join the JJP Eradicators in recording the locations of invasive plant species and removing those that threaten to crowd out native varieties at Jones Park. Participants ages 16 and older or those accompanied by an adult are welcome to attend.

Bites, Stings & Itches. Sat., June 25 at 10 a.m. Enjoy the outdoors while learning to identify, avoid, and minimize the effects of poison ivy, insects, spiders, snakes, and anything else that bites and stings.

"Texas Bound!" One-Day Camp. Wed., July 6 from 9 a.m. to 2 p.m. Reservations begin Wednesday, June 22. Children ages 7 to 12 are invited to the park's Redbud Hill Pioneer Homestead for an imaginary journey to settle in Texas. Teaming up into families, participants learn pioneering skills as they buy, barter, and trade for food and supplies in a quest to win Texas land grants. Reservations are required and may be made beginning Wednesday, June 22.

T'ai Chi. Wed., July 6 and July 13 at 8:30 a.m. Meet in the Outdoor Classroom next to the Nature Center for an hour of low-impact stretching, breathing, and range of motion exercises based on the 24-step Yang form of T'ai Chi.

Junior Canoe Training. Thur., July 7 from 9 a.m. to 2 p.m. Reservations begin Wednesday, June 22. Budding canoeists ages 10 to 15 can gain experience and learn basic skills during this Junior Canoe Training. Once certified, junior canoeists may accompany an adult on park-sponsored canoe trips. Reservations are required and may be made beginning Wed., June 22.

Gardening Daze. Wed., July 6 from 8:30 a.m. to noon. Join horticultural coordinator Matt Abernathy at 8:30 a.m. for plant identification and weeding in the native flower beds surrounding the Nature Center, or help tend vegetables in the heritage garden at the pioneer homestead beginning at 9:30 a.m. with volunteer Doug Ebeling. Closed-toed shoes, gloves, a hat, sunscreen, and water are recommended.

Junior Canoe Training. Thurs., July 7 from 9 a.m. to 2 p.m. Budding canoeists ages 10 to 15 can gain experience and learn all of the basic skills needed during the Junior Canoe Training session. The training will allow junior canoeists to accompany an adult on park-sponsored canoe trips. Reservations are required for this event and may be made beginning Wednesday, June 22.

Dragonfly Workshop. Sat., July 9 from 9 a.m. to noon. Become a Citizen Scientist at the park by learning the characteristics of and helping to monitor three types of beautiful beautiful migratory dragonflies that move through this region. A guided walk to the park's waterways to practice photographing and identifying them will be offered.

Second Saturday Settlers: Basket Weaving. Sat., July 9 from 1 p.m. to 3 p.m. All ages are welcome to watch as volunteers and staff demonstrate how to make baskets using natural materials, and try their hand at starting a basket in the Redbud Hill Homestead on the east side of the park. Take in some of the other daily activities of 19th century settlers also being performed!

Second Sunday Pickers. Sun., July 10 from 2 p.m. to 4 p.m. Sing or strum along with the Second Sun. Pickers as they bring the Nature Center to life with acoustic music including country-and-western, bluegrass, folk, rock and roll, and blues. Visitors of all ages are welcome to listen, sing along, or bring an instrument to join in the fun.

Mercer Botanic Gardens:

Summer Color Sale and Workshops. Sat., June 18 from 9 a.m. to 3 p.m. This popular annual event features a sale of fantastic tropical and summer garden selections coupled with two inspiring workshops: All About Begonias Indoors and Out at 10:30 a.m. and The Easy Care of Orchids at noon. Celebrate Pollinators Garden Tours. Mon., June 20. Kick-off National Pollinator Week with a one-hour guided tour focusing on butterfly host plants and nectar plants. Observe the interactions between the flowers and a wide variety of pollinators, such as bees, wasps, beetles, hummingbirds, and ants. Two tours are scheduled beginning at 9:15 a.m. and 10:45 a.m. Meet on the steps of the Visitor Center. My Reptile Guys Show and Petting Zoo. Thurs., June 23 at 10:30 a.m. Just like a field trip to the zoo, this fun-filled interactive show featuring 12 amazing reptiles includes a petting zoo and photo session. Animal crackers, gummi worms, and Gatorade are served at this event.
 
Incredible Events Star Wars Program. Thurs., June 30 at 10:30 a.m. Meet Darth Vader and a Jedi warrior and learn how to use the force against Darth Vader! These wacky Star Wars characters have a box full of props, magic tricks, and activities to entertain the kids. A photo session with the characters is included.
