Russia has been blamed for the European Commission's inability to offer support to the UN's new Green Climate Fund, officials have told RTCC. According to a senior member of an EU member state negotiating team, Russia has challenged the formal status of the EC as a party to be represented on the GCF Board.

At the 17th Conference of the Parties (COP17) to the United Nations Framework Convention on Climate Change (UNFCCC) held in Durban, South Africa, a decision known as the Durban Platform was reached. The Durban Platform launched "a new process to develop a protocol, another legal instrument or an agreed outcome with legal force under the UNFCCC," which would be "applicable to all Parties."

An estimated 23% of forest is under the ownership of, or designated for, forest communities and indigenous peoples in the tropics who are vital to the success of national and international initiatives on forests, such as REDD+. Scaling up the adoption of forest community-collected data within these initiatives to increase their equity and transparency is the central goal of the Forest COMPASS project.

Pipa will focus on how factors such as REDD+ policy, payments for ecosystem services, strong governance and establishing moratoria contributed to slowing down the pace of deforestation in Guyana, Brazil, Kenya, Madagascar, Costa Rica, and other nations.
