On June 24, 2013 Candace attended her first meeting as a member of the Leadership Team of the East Bay Economic Development Alliance (East Bay EDA).  She was recently appointed to the Executive Committee as Contra Costa County's representative.

Register your cell phone with the Contra Costa County CWS Community Warning System so you can be informed about disasters that could impact your neighborhood such as wildfires, gas line ruptures, earthquakes or floods. The Contra Costa County Community Warning System (CWS) issues alerts about situations in the county that pose an imminent threat to life or health. The CWS is operated by the Office of the Sheriff in partnership with the Contra Costa Health Services and its business and industry partners. Click here to visit their website and enroll your cell phone number in the service. There is no charge from the county for these alerts, however your service provider may charge you depending upon your individual plan. If you are social media savvy, you can receive alerts in your Twitter feed and get text messages on your phone. Go to Twitter and follow@CoCoCWS, and set your cell phone to receive a text alert.

The Moraga Police Department (MPD) provides a vacation house watch service as part of their regular patrol duties. Anyone interested in having their home checked periodically while away on vacation should visit the MPD website to complete a Vacation House Watch form and submit it electronically. All contact information is kept confidential and only used in an emergency. All users are asked to contact MPD if any submitted travel plans change, especially with an early return home.  Click here for the form.

Gayle Israel Appointed Chief of Staff  

Supervisor Andersen has appointed Gayle Israel as Chief of Staff to replace retiring Steve Dexter. For the past year, Gayle has been the District 2 liaison to the city of San Ramon and the Town of Danville. She has been covering several policy issues including transportation, economic development and workforce development, legislation, and veterans affairs; and handling press relations and external communications.  She began her government career in the San Diego and Washington, D.C. offices of Senator Pete Wilson. She was a staff aide to Congressman Jack Kemp and worked as a field and traveling aide on his 1988 presidential campaign. She has also gained relevant experience through ventures in the private sector and by serving her community in many volunteer roles.  Gayle graduated from San Diego State University with a degree in Journalism, Public Relations, and a minor in Marketing.

Supervisor Andersen Attends Chamber of Commerce Mega Mixer

 

Candace attended the seven Chamber Mega Mixer at the Lafayette Veteran's Hall on July 10, 2013.  The $5 per attendee collected at the door was donated to the troops. Base on the turn-out, it will be a generous donation!Many local restaurants also participated with the crowd voting for their favorite.

Lamorinda Presents a Community BBQ

 

A group has formed to coordinate new local community events. The new group, known as "Lamorinda Presents," will host its inaugural event at the Moraga Commons Park on Thursday, August 15, starting at 4:00 pm. A free community picnic including old-fashioned games such as sack races, relays, and tug-o-war will be open to all who want to participate. Come and socialize with your neighbors from Lafayette and Orinda for an early dinner and some fun games, then stay for the Moraga Park Foundation's free summer concert from 6:30 pm - 8:30 p.m. with ZeBop!

Candace became familiar with the East Bay EDA while serving on the Danville Town Council. She recognizes the value the organization brings to the communities within Contra Costa and Alameda Counties.

 

East Bay EDA is a public/private partnership serving the San Francisco East Bay including Alameda and Contra Costa Counties. It works to establish the East Bay as a world-recognized place to grow businesses, attract capital, and create quality jobs.  Public and private leaders collaborate to achieve a shared goal of a healthy, vibrant economy able to create and sustain quality jobs.

Recent announcements at all three fire districts covering District 2 have kept everyone in the Fire community on their toes. Supervisor Andersen would like to officially welcome San Ramon Valley Fire Protection District's (SRVFPD) new chief, Paige Meyer to District 2.  Chief Meyer (photo at right) replaces Chief Richard Price, who retired December 31, 2012. Chief Meyer's service to Bay Area fire departments dates back 20 years, and includes the communities of Sunnyvale and most recently Vallejo, where he served 15 years in the capacity of Firefighter, Captain, Battalion Chief and Fire Chief.  Using experience gained running the department during Vallejo's 2008 bankruptcy, Meyer was able to facilitate a much leaner budget for SRVFPD after just four months on board. Click here to view the SRVFPD 2013-14 operating budget. 

 

Randall Bradley, Chief at Moraga Orinda Fire Protection District (MOFD), has recently accepted the position of Fire Chief of Modesto Regional Fire Authority. MOFD Interim Fire Chief Stephen Healy has taken over the helm, effective July 16, 2013.  Interim Chief Healy started his career 27 years ago and has been with MOFD since 2006. He brings a wealth of knowledge and experience to this position.

   

Effective, October 31, 2013, Contra Costa County Fire Protection District (ConFire) Chief Daryl Louder will retire from his post after three years of service to return to the East Coast to be with ailing family members.  The Board of Supervisors, who also serve as the Board of Directors for ConFire, is in the process of selecting a replacement for Chief Louder at this time.ConFire currently covers the communities of Antioch, Clayton, Concord, Lafayette, Martinez, Pittsburg, Pleasant Hill, Walnut Creek, as well as a few adjacent unincorporated areas.

This past year has been extremely challenging for ConFire Administration and firefighters as they deal with budget deficits and fire station closures. In an effort to increase coverage in the Lamorinda area, ConFire and MOFD officials have been working diligently to explore the creation of a shared fire station located near the Orinda-Lafayette boundary.

VetCon  is an opportunity for Veterans to gather and network with employers, educational institutions, Veterans health and benefits, and most importantly, each other. Veterans are the greatest resource for each other and the goal of VetCon is to not only help Veterans and their families access the benefits, resources and information they need, but to create an environment where Veterans can tell the story of the transition from military life to the career, hobby, or interest they are passionate about today. Alamo Community Liaison Meeting

Supervisor Andersen invites interested parties to attend the Alamo Community Liaison Meeting at 8:00 a.m. on Monday, August 26, 2013. Alamo clubs and organizations are invited to send a representative. Interested residents are also encouraged to participate. This month's meeting has been moved from the third to the fourth Monday of the month due to scheduling conflicts with staff.Additionally, in an effort to move the meeting to Alamo proper, Supervisor Andersen will be hosting the meeting in the conference room at the Alamo Safeway.  We are giving this location a try to see if it meets the needs of the attendees.So please, MARK YOUR CALENDARS and join us! Summer Interns Learn about
County Governmentsummerinterns

 

We are fortunate to have two bright, eager and helpful students in our office this summer. Caie Kelley will be a senior at Miramonte High School in Orinda this fall, and comes to our office from the Chinese American Political Association (CAPA) Internship program At school, she loves serving as president of her speech and debate team, as the captain of mock trial, teaching and playing piano, and swimming. As an intern, Caie has enjoyed learning from attending a host of meetings that cover everything from road concerns in Alamo to meteorological towers by the Delta, researching local concerns, and yes, scanning and filing memos. She hopes to utilize what she learns by integrating her experience into volunteer service, work, and the situations she will face in college and beyond, despite lack of any concrete career plans.

David Golub attends Diablo Valley College as a History major. He plans to transfer to UC Davis, Los Angeles or Berkeley to study Law or Political Science. In his free time, he enjoys playing golf, running, listening to music and hanging out with friends. David has been helpful in converting our office to an all digital format by scanning and filing important documents. He has also researched issues, attended corresponding meetings and written memos to brief Candace on his findings.

Celebrates 40 Years
Contra Costa Health Plan

Contra Costa County's health plan marked 40 years of helping ensure residents have access to health care. Contra Costa Health Plan (CCHP) has a long history of serving Contra Costa residents and was the first county-sponsored health plan in the nation to receive federal qualification and to offer Medicare. Earlier this year, it was one of 13 health plans chosen to participate in Covered California, the state insurance exchange. CCHP began enrollment of Medi-Cal patients in 1973, and, as part of an integrated health system, became a model for managed care health plans nationwide and an innovator in the field.

CCHP cares for many low-income and vulnerable populations in addition to Medi-Cal and group insurance. Today, the plan provides coverage to 122,000 people, including county employees, small and large business groups, seniors, people with disabilities, children and low-income patients. Over the past two years, CCHP has successfully enrolled thousands of "Healthy Families" children, seniors and people with disabilities into managed care as part of a statewide effort to prepare for the implementation of the Affordable Care Act. Health Plan members can choose from two provider networks: Contra Costa Regional Medical Center and Health Centers, a division of Contra Costa Health Services, and the Community Provider Network, which includes more than 5,000 contracted physicians and specialists in the area.  


CCHP also offers 24/7 Advice Nurse assistance, as well as Case Management and Transition Care nurses to help patients being discharged from hospitals to receive timely appointments with their doctors. In the past year, CCHP launched its Telephone Consultation Clinic, which allows patients calling Advice Nurses to also speak with a doctor in lieu of coming in for an appointment when appropriate six days a week.

 
"Throughout our 40 years, we've been able to meet our mission of improving the care for the most vulnerable in our community through collaborative innovations with our provider network partners," said CCHP Chief Executive Officer Patricia Tanquary. "I look forward to continuing that direction as we implement Medi-Cal expansion and participate in the Exchange under the Affordable Care Act."

Chief of Staff Steve Dexter Retires dexter

As the summer rolls on and July has come to a close, we have bid a fond farewell to our very own, Steve Dexter. Steve was hired as Chief of Staff to Gayle B. Uilkema 10 years ago and was asked to remain as Chief of Staff by Supervisor Candace Andersen when she assumed office in June 2012.  Over the past 10 years he oversaw an array of projects throughout District 2, from Parker Avenue improvements in Rodeo to the County Redistricting process, which was finalized in 2011. Steve was an invaluable resource in the transition from Supervisor Uilkema to Supervisor Andersen, and was instrumental in relocating the District 2 Main Office to Danville from Martinez. 

 

Steve looks forward to spending more time playing tennis, golf, and vacationing throughout the world with his wife of 39 years. And, of course, he and his wife will continue taking in new litters of foster kitties from the County animal shelter in Martinez. He is pictured above at his retirement lunch reading a resolution presented by Candace and staff in appreciation of his service to the County.

In her role of increasing economic development in Contra Costa and as an officer of the East Bay Economic Development Alliance (EDA), Candace attended a special round table meeting on July 18th in Oakland with Jay Williams, the Director of the Office for Recovery for the White House and the US Department of Labor. 

The White House is conducting a series of roundtables around the country in support of the Obama Administration's effort to bring together elected officials, local businesses, non-profit organizations and faith institutions for a discussion on pathways to employment for young Americans.
 

A morning meeting was held at the Cypress Mandela Training Center in Oakland where youth who have struggled elsewhere are provided construction and life skills training, along with employment assistance. Candace shared some of the things Contra Costa County's Workforce Development Board is working on such as Design-It! Build It, Ship It! a project crossing several counties and partnering with community colleges to train more than 2000 people in high demand industry sectors including advanced manuafacturing, transportation & logistics, and pre-engineering careers.

San Ramon Valley Fire would like to remind residents to be cautious when disposing of oily rags after using them to complete wood-finishing or other household projects.  Properly drying the rags prior to throwing them away will eliminate the possibility of fire through spontaneous combustion.  According to the National Fire Prevention Association (NFPA) on average over 14,000 spontaneous combustion fires are reported each year and cause millions of dollars in damage.

 

If you are planning to stain your deck or refinish furniture this summer, please protect you and your family by following these simple tips. Anytime you have an oily rag left over from a project, hang it up to dry, outdoors.  You can use a clothesline or fence, be sure to hang each rag individually and avoid piling them on top of each other.  If you must dry them indoors be sure to keep them away from heat sources such as water heaters or furnaces. As always follow the manufacturer's directions on proper use, storage and disposal.

National Night Out takes place annually on the first Tuesday of August as America's night out against crime, promoting neighborhood involvement in crime prevention activities, police-community partnerships, and camaraderie in the fight for a safer nation. 

 

The traditional "lights on" campaign and front porch vigils turned into a celebration across America with various events and activities including block parties, cookouts visits from emergency personnel and safety demonstrations to heighten awareness, enhance community relations and send a message to criminals - letting them know that neighborhoods are organized and fighting back!  Click here for more information. Cities participating in District 2 include; Danville, Lafayette  San Ramon & Walnut Creek. Specific information for San Ramon was available at press time and follows below. 
 

From 5:30to 9:00PM, residents in neighborhoods throughout San Ramon are asked to lock their doors, turn on outside lights, and spend the evening outdoors on porches, lawns, and front steps, with neighbors, and police officers.  Many of the Neighborhood Watch groups are planning special events, such as pot-lucks, block parties, ice cream socials, and the like. San Ramon Police Department representatives will be visiting the neighborhoods during that time, helping to light up the city.  If you live in San Ramon and plan to have something special, please let San Ramon Police know no later than Thursday, August 1, 2013, so they can be sure to stop by. A gathering of Urban Gardeners, Educators, Organizers and Activists will be held from 10:00 a.m. to 2:30 p.m. on Saturday, August 10th at the Walnut Creek Library. Attendees of the gathering will:

  • Meet Fellow Practitioners
  • Get Connected
  • Participate in Strategy Sessions
  • Build Community!

All attendees will benefit from finding out what other urban gardeners, educators, organizers and activists are doing. Every attendee will be given time to introduce their project. This event will also be a forum for discussing issues, opportunities and challenges. Your insights and opinions are needed. Ideas and projects will be compiled for a report about urban gardening and farming in Contra Costa. The Gathering is hosted by:

Ever wonder what your Supervisor does at that weekly Tuesday Board of Supervisors Meeting? Here are some of the board actions from the month of July which impact the residents of District 2:

 

Presentation: Art Passages Exhibit, highlighting the Libraries as part of the celebration of the Library's 100th birthday.

 

Approve/Authorize application for federal Surface Transportation Program and/or Congestion Mitigation and Air Quality Improvements funding under the Local Streets and Roads Preservation Program for the Countywide Overlay Project, Lafayette.

 

Accept Creek Structure Setback for project by The Athenian School, Danville.

 

Approve Subdivision Agreement for project by Discovery Builders, Inc., Lafayette.

 

Accept completion of improvements for subdivision, San Ramon-Dougherty Valley.

 

Approve Final Map/Subdivision Agreement and Right-of-Way Landscaping for a project by Shapell Homes, San Ramon-Dougherty Valley.

 

Approve/Authorize Contract with Area West Environmental, Inc. for necessary work associated with the environmental technical studies for the Camino Tassajara Shoulder Widening, East of Blackhawk Drive to Finley Road Project, Danville.

Refund of over-payment of election costs for the '12 General Election; Authorize Auditor-Controller to issue pay warrants: San Ramon Valley - $22,553.18; Lafayette - $4,664.67; Moraga - $2,876.34; Orinda -  $3,938.02

 

Refer to the Family and Human Services Committee the matter of the possible development of a program by the County's Behavioral Health Division that implements assisted outpatient treatment services in CCC.

 

Approved recommendation from the Fire Chief to forward an alternate proposal to the Moraga-Orinda FPD to enter into a partnership to jointly build and operate a single fire station to replace Fire Station-16 (West Lafayette) and Fire Station-43 (East Orinda).

 

Approve/Authorize the Fire Chief to staff a maximum of three, two-person squad companies to respond to emergency medical incidents for a three-month trial period during wild land fire season.

 

Approve/Authorize the Fire Chief to continue implementation of the Service Reduction and Fire Station Closure Plan due to reductions required in the FY 13/14 Recommended Budget.

 

Recognize the Library for receipt of the National Association of Counties Award for its innovative Veterans Connect program. The purpose of the program is to reach Veterans with information and resources based on their needs and challenges.

 

Recognize July 21-27, 2013 as Pretrial, Probation and Parole Supervision Week in CCC.

 

Accept completion of warranty period for faithful performance for a project by Shapell Homes, San Ramon-Dougherty Valley.

 

Establish the amended road length of Sweet Allysum road for Shapell Homes, San Ramon-Dougherty Valley.

 

Notice of Intention to sell property owned by CCC Flood Control and Water Conservation District, identified as a 0.32-acre parcel located at 1420 Livorna Road, Alamo.

 

Honor the 53rd annual CCC Championship Swim Meet in Lafayette, as recommended by Supervisor Andersen.

 

Fix a public hearing for 8/6/13 at 9:30am on the Pipeline Franchise Ordinance and Fee Resolution.

 

Appoint Candace Andersen as a BOS representative on the Pleasant Hill BART/Contra Costa Centre Joint Powers Authority Board of Directors.

 

Resignation of Janet Miller Evans from the Alamo MAC due to her moving away from Alamo, as recommended by Supervisor Andersen.

 

Resignation of David Taylor from the County Service Area P-5 Citizens Advisory Committee effective immediately, as recommended by Supervisor Andersen.

 

Appoint Darryl Young to the Contra Costa Mosquito & Vector Control District Board of Trustees.

 

Add certain positions to county departments to implement the 13/14 AB109 Public Safety Realignment budget.

 

Approve/Authorize contracts to provide coordination, supervision, and support to County's Senior Nutrition Program.

 

Approve/Authorize an unpaid Student Training Agreement with Saint Mary's College to provide Student Community Engagement in the District Attorney Victim/Witness Unit for Saint Mary's cross-cultural psychology students.

 

Approve/Authorize a countywide gun buyback program on 8/3/13 to buyback weapons anonymously from County residents at several sites, including Antioch/Brentwood area, Concord Pavilion, Richmond.

Interested in Participating in Government?

Supervisor Andersen is Seeking Volunteers for County Advisory Boards advisoryboards volunteers

Interested and motivated residents are needed to serve on a variety of Contra Costa County citizen advisory boards. These voluntary boards usually meet monthly and advise the Board of Supervisors on a variety of issues. They provide a key communication link between the community and County government.

 

District 2 includes:

Canyon, Alamo, Danville, Lafayette, Moraga, Orinda, Parkmead, Rossmoor, San Ramon, Saranap, and Walnut Creek (west of Main Street).

   

Supervisor Andersen is looking for volunteers from her district to fill the following positions:

  • Assessment Appeals Board
  • Contra Costa County Fire Protection District's Fire Advisory Commissioners (1 alternate seat)
  • Economic Opportunity Council
  • Mental Health Commission  (Consumer Seat)
  • Merit Board
  • Alamo Municipal Advisory Council (1 regular seat and 1 youth representative - Alamo residents)
  • County Service Area P-2B Citizens Advisory Committee (2 alternate seats - Alamo Residents)
  • County Service Area P-5 Citizens Advisory Committee (1 regular, 1 alternate seat - Roundhill Resident)
