Prescription Drug Take Back Day
Saturday, April 27th, the Drug Enforcement Administration (DEA) will have another National Prescription Drug Take-Back Day, from 10:00 a.m. to 2:00 p.m. This is a great opportunity for those who missed the previous events, or who have subsequently accumulated unwanted, unused prescription drugs, to safely dispose of those medications. Alamo Area of Benefit Update 
2nd Community Forum on April 23rd

Alamo Logo The second Alamo Area of Benefit (AOB) Community Forum will be held on Tuesday, April 23rd, from 6:00 p.m. to 8:00 p.m. at the Alamo Elementary School in the multi-purpose room.  A special thanks to Principal Stan Hitomi for offering his school to accommodate what is expected to be another large crowd. County staff will convey results from their traffic study and input will be sought from the public. Supervisor Andersen is looking forward to having a table at the 7th Annual Moraga Community Faire on Saturday, May 11th at the Rheem Shopping Center. FoodInspector App lets you Know How Your Local Restaurants are Doing

food inspector app Have you ever wondered about the cleanliness of the restaurant you intend to dine at?  Contra Costa County has just released an App for your smartphone called FoodInpsector, which allows you to view the County Health Department's inspection details of food establishments in the County.    It provides information about both closures and past health department inspections, noting any violations. Go to the App store on your smartphone to download it.  This same information is also available on the County's website by clicking here. 

Devil Mountain Run Returns on May 5th 

Benefits Discovery Counseling Center 

Devil Mountain Run After a one-year hiatus, the well-loved race that got its start in 1978 will return to the streets of Danville on Sunday, May 5, 2013. The annual run typically draws close to 2,000 runners to Danville on the first Sunday each May to participate in either a 5K or 10k run that begins downtown and follows  the Iron Horse Trail.  In addition to the 5K and 10K, a Kids Fun Run and Expo are also being planned. Discovery Counseling Center of the San Ramon Valley will be the recipient of proceeds raised from the 2013 Devil Mountain Run. The money will be donated in honor of Allison Bayliss, and will provide services to assist youth in our community who are at extreme risk. Registration is $25-$40. The Kids Fun Run is free. Canyon Gets a Call Box!

Canyon Call Box
New Call Box Installed in Front of Canyon Post Office

On Friday, March 22nd an emergency call box was installed at the Canyon Post Office.  After looking at setting it up through the County, it was discovered that the Metropolitan Transportation Commission (MTC) not only installs call boxes along highways and in commuter parking lots, but also along county roads in isolated areas.  The Canyon call box now delivers a 911 dispatcher to stranded motorists, residents whose phone may be inoperable at the time of an emergency, or anyone else in distress.

State of the City Address

Supervisor Andersen attended Mayor Amy Worth's State of the City Address Luncheon on March 20th at the Orinda Country Club, sponsored by the Orinda Chamber of Commerce and the Orinda Rotary. Candace was pleased to formally recognize Allen Pennebaker, owner of Flying A Gas Station, for receiving the Orinda Chamber of Commerce's Best Small Business Award.  On March 15 she also presented a Resolution from the Board of Supervisors honoring Citizen of the Year Pat Rudebusch for her many years of service to Orinda schools.

CHP Presents Age Well Lecture and Video Presentation for Seniors in San Ramon 

CHP Age Well logo The California Highway Patrol is offering a free lecture and video presentation to senior drivers and their families. The program is designed to: 

  • Offer information to help tune up your driving skills
  • Assist drivers in making a self-analysis of driving ability to help be a better, safer, and more alert driver
  • Propose tips to help drivers develop a plan when they decide to no longer drive
  • Provide a form to calculate current monthly vehicle/transportation costs  
  • Suggest resources to access senior services and activities, and courses available to keep driving safer and longer

Candace  presented proclamations to five very deserving honorees at the Soroptomist International of San Ramon Valley's Annual Awards Night on March 20th at Crow Canyon Country Club.
New Playground Grand Opening at San Ramon's Athan Downs
The City of San Ramon has recently installed a new all abilities-universal playground at Athan Downs and a celebration is planned for Saturday, April 13 at 3:00pm. The new playground includes equipment that is accessible to all children and is very well suited for children with physical or cognitive disabilities. There is even some 'talkin turf' that will provide a great surprise for the kids.

Canyon Wildfire Meeting

Supervisor Andersen will be joining the community of Canyon on April 10th to discuss the effects of a potential wildfire on the community of Canyon as well as preventative measures. The meeting will start at 7:10pm and will be held at the Canyon Elementary School on Pinehurst Road.

Contra Costa County Board of Supervisors

Cesar E. Chavez Commemorative Celebration 

Cesar Chavez The Board of Supervisors will be hosting the 20th Annual Cesar E. Chavez Commemorative Celebration from 11am to 12pm on Tuesday, April 9th in the Board of Supervisors Chambers at 651 Pine Street, Room 107, Martinez. The Keynote Speaker will be Juan Coria, Deputy Regional Administrator at the U.S. Department of Labor. A reception with Mariachi entertainment will immediately follow the ceremony. San Ramon - 30th Anniversary of Incorporation as a City!

San Ramon 30th Anniversary In 1983 San Ramon voters decided overwhelmingly to incorporate as a city and took control over development, police, parks and other services.  A new library, community center and parks were quickly in the planning stages.  San Ramon's 30 years as a city will be celebrated by 'Roll Back the Prices' swim day this summer, a display of the City's incorporation efforts at the David Glass House, and recognition of all former councilmembers and mayors at the Celebrate America, Celebrate San Ramon event on July 4th. On March 19, 2013, the Board of Supervisors shared lunch with Director General Mr. Bruce Fuh, Taichung City's delegation and Sabine Y.C. Lin, the Consular Officer of Taipei Economic and Cultural Office in San Francisco. The Taichung-Contra Costa sister county relationship was officially established in 1983. Mr. Fuh met with the Administrator and Supervisors to share the plan and vision of building a closer relationship for Contra Costa and Taichung.

Lara DeLaney, of the County Administrators Office, put together a lovely gift basket to present to Mr. Fuh and Ms. Lin. A special thank you to Jay Ingram, Town of Moraga Park & Recreation Director, for providing a bottle of wine from Captain Vineyards in Moraga and two Pear & Wine Festival glasses; Tim Farley, Director of Community and Government Relations- St. Mary's College, provided two St. Mary's t-shirts; and Supervisor Andersen provided one of her favorite District 2 treats -- a box of delicious salted caramels from Danville Chocolates.

Lafayette Library and Learning Center 100th Birthday Regional Celebration

Supervisor Andersen had the privilege of attending the Lafayette Library's tribute to Contra Costa County's 100th Birthday Regional Celebration on March 7th.

After Lafayette Library Manager, Vickie Sciacca (above, left) welcomed the attendees from Lafayette, Orinda and Moraga, Candace spoke to the crowd about her love of books since childhood and how the role of the library has changed through those years. Candace talked about how she accesses the library from the Internet and listens to downloaded books on her iPhone while traveling throughout the County. Kids and adults can access the library from their computer, and someone who may not have a computer at home is able to go to a library to use Wi-Fi to do research projects for work or school. Supervisor Andersen thanked the many volunteers who keep our libraries open to the public year-round.

 

Mary McCosker (above 2nd from left), President of the Lafayette Historical Society, gave an enlightening presentation on the history of Lafayette, Moraga and Orinda and their libraries, along with accompanying historic photos.  The final celebration of the Contra Costa County Library will be held in July. Canyon Gets a Call Box!callbox

On Friday, March 22nd an emergency call box was installed by the Metropolitan Transportation Commission (MTC)  at the Canyon Post Office. The MTC installs call boxes along highways and in commuter parking lots, as well as along county roads in isolated areas.  The Canyon call box now delivers a 911 dispatcher to stranded motorists, residents whose phone may be inoperable at the time of an emergency, or anyone else in distress.   

 

The call box was installed to replace the Canyon pay phone which in 2007 was lauded in the New York Times and on NPR's Morning Edition.  At that time AT&T was in the process of removing the pay phone against the wishes of the community which wanted it there, particularly for emergency purposes.  The community raised the money to purchase a pay phone - with the help of then Supervisor Gayle Uilkema - and that arrangement worked out for some years with the community paying the monthly bill for the phone line.  However, new pay phones haven't been manufactured since the 1980's and those that survive are rather worn.  After several incidents of someone losing money in the pay phone and then vandalizing it, the expense and bother of maintenance became difficult to justify.

 

Cell phone service remains poor to non-existent in the Canyon area, but the bright yellow call box is available for any who need it, day or night. A special thank you goes to Jonathan Goodwin for months of research, emails, phone calls and follow-up to make this much-needed service available to the Canyon community.

Street Smarts StorybookOn March 14 Supervisor Andersen joined other San Ramon Valley leaders to recognize young artists and unveil the newest Street Smarts traffic-safety themed story book, The Puzzling Parade Problem.

Back in 2005 Street Smarts started a Poster Contest encouraging elementary school students to create artwork depicting traffic safety messages.  Starting in 2008, the Poster Contest evolved into a Storybook Poster Contest.  The winning posters are now featured in a traffic safety story written by local author Dana Mentink. 

 

Each year several hundred students and their parents attend the Street Smarts Storybook Awards Ceremony where the winners are announced and the new storybook is unveiled.  This year's winners are Julianne Park, Shishir Subramanya, Grace Yang, Enya Pan, Meghana Nuthi, Cole Braun, Jalene Wong, AJ Morelan, Darpan Singh, Eric Huang, and Phedora Layanto.

Contra Costa County's Community Services Bureau provides comprehensive childcare services for approximately 2,700 families during each school year. This is accomplished by combining federal, state and local childcare funding into one program. For children aged zero to five, there are full-day, part-day, full-year, and part-year programs. Nearly all eligible families receive childcare at little or no cost. The hands-on curriculum is designed with the aim of promoting self-care, social skills, pre-literacy, pre-math, pre-science, and self-esteem. 


Candace met the staff and observed the children in each age-appropriate classroom napping, playing and learning. She will be returning on April 19th to read a book to the preschoolers during the Week of the Young Child.

Candace Andersen - SRV SoroptomistsCandace  presented proclamations to five very deserving honorees at the Soroptomist International of San Ramon Valley's Annual Awards Night on March 20th at Crow Canyon Country Club. Soroptimist International is a worldwide organization for women in business, management and the professions working through service projects to advance human rights and the status of women.  The funds raised by the club help local communities to support projects in health, education, environment, economic and social development, human rights status of women, and international goodwill and understanding. Honorees were: Nancy Clarkson, Ruby Award; Katie Wells, Violet Richardson Award; and Tara Wilkinson, Shonda Wallace, and Shannon Britton who all received the Women's Opportunity Award.

Supervisor Andersen Tours Buchanan Fieldbuchananfield 

Contra Costa County owns two airports that are overseen by the Board of Supervisors Airports Committee. Buchanan Field Airport is a public-use airport located one mile west of the central business district of the City of Concord. The airport has a control tower and a high volume of general aviation traffic, with 386 mostly single-engine aircraft based  Candace Andersen - Buchanan Field Tour on the field. Six of these aircraft are helicopters, including the air rescue operations by CalStar.  Byron Airport is also a public-use airport with 107 based aircraft, including gliders and ultra-lights. Byron is used by local student pilots to practice crosswind landings, and by organizations for skydiving and soaring. Candace toured Buchanan Field aboard the airport's Aircraft  Rescue and FireFighting Vehicle (ARFF), as pictured above. Applications for Grand Jury Service Sought

The Contra Costa County Superior Court is accepting applications for Civil Grand Jury Service for the fiscal year 2013-2014 term.  

 

The Civil Grand Jury is made up of 19 members who serve for one year, July through June, to monitor, review and report on city and county governments, special districts and school districts. "Grand Juries are the citizen watchdogs of civic functions," says current Grand Jury Foreperson Marc Hamaji. "All county citizens have the authority to call the Jury's attention to issues within their governmental agencies that they think should be reviewed.

 

Every effort is made to ensure that the Grand Jury reflects the makeup of the residents of the county. Approximately 60 applicants will be selected to be interviewed by the Grand Jury Selection Committee, which is composed of Superior Court Judges. After interviews, the judges will nominate approximately 30 applicants to constitute a grand jury pool from which the final panel of 19 will be selected by random drawing. The drawing is scheduled to be held on Friday, June 14, 2013, with the members of the 2013-2014 Grand Jury officially being sworn in on the same day.  

 

Individuals selected for service will be expected to be available during the last two weeks of June to meet with outgoing jurors, tour county facilities, meet with department heads, become familiar with their colleagues, learn about juror responsibilities and procedures, and select committees on which they will serve.   

 

Grand jurors must be a United States citizen, 18 years of age or older, who have been a resident of Contra Costa County for at least one year prior to selection. They cannot currently hold any elected position within the county. Applicants should have reliable transportation to Martinez, and must be prepared to devote at least 20 hours per week to Civil Grand Jury service. Citizens who work should apply only if they can be released from their jobs to perform the Jury's duties. Applicants selected as one of the 30 nominees will be fingerprinted before the drawing.  

 

Jurors receive a stipend for attending full Jury and committee meetings and are reimbursed for allowable Jury travel. Parking permits are provided to park in the City of Martinez while performing Grand Jury duties. Danville's New Wayfinding Signage Makes Downtown Navigation Much Easierwayfarer

 Danville Wayfinding Project New signs going up in downtown Danville will make it easier for motorists, cyclists and pedestrians to find key facilities in Town. Custom signs will be strategically placed throughout the downtown area to highlight key locations such as restaurants, shops, local attractions, public facilities, parking, and points of interest. 

There will be four types of signs installed:  Vehicular Directional, Public Parking Lot Identity, Pedestrian Directional, and Bicycle Directional.  The Vehicular Directional and Public Parking Lot Identity signs will be single-faced and oriented towards on-coming vehicle traffic.  The Pedestrian Directional signs will be dual-faced and multi-directional to guide pedestrians towards specific destinations.  The Bicycle Directional signs will be smaller and single-faced to guide cyclists towards the Iron Horse Trail.

Signs will be mounted on fluted poles with decorative bases, brackets, and finials. All poles will be custom painted the standard "Danville Green" color to match other street furniture in the downtown area.  Casting the concrete foundations for each pole will require the removal and replacement of the sidewalk at certain locations. Installation of the new wayfinding signs is set to begin late spring and be completed this summer in time to help residents and visitors coming downtown for the many events held over the summer months.

Supervisor Andersen is Seeking Volunteers for County Advisory Boards 

Interested and motivated residents are needed to serve on a variety of Contra Costa County citizen advisory boards. These voluntary boards usually meet monthly and advise the Board of Supervisors on a variety of issues. They provide a key communication link between the community and county government.

 

District 2 includes:

Canyon, Alamo, Danville, Lafayette, Moraga, Orinda, Parkmead, Rossmoor, San Ramon, Saranap, and Walnut Creek (west of Main Street).

Applications are currently being accepted from residents of District 2 for seats on the following boards:

Authorize food facility inspection search mobile application (FoodInspector) available on Apple iTunes store.

 

Adopt Resolution as approved by the Retirement Board, which establishes the retirement plan contribution rates for employers and employees.

 

Appeal of the County Planning Commission decision to approve variances on a substandard lot to allow two existing accessory structures at 2704 Danville Blvd, Alamo.

 

Update on establishing Health Benefit Exchange Call Center in CCC; Provide further direction on facility selection and other matters related; Approve/Authorize contract with the State of CA for Call Center services.

Introduce Ordinance to prohibit the use of electronic cigarettes at all places where smoking is prohibited and require a tobacco retailer's license for the sale of electronic cigarettes, and establish a new definition of "multi-unit residence" under CCC's Secondhand Smoke Protections Ordinance; fix April 9, 2013 for adoption.

 

Direct letter for the Chair's signature, to the Board of the CCC Employees' Retirement Association (CCCERA), requesting that their recent action to reduce the investment return assumption from 7.75% to 7.25% take effect July 1, 2014, rather than being phased in over a number of years.

Authorize a license agreement with the American Society of Composers, Authors and Publishers (ASCAP) and pay the license fee for the 2013 Alamo Summer Concert Series, Alamo.

 

Proclaim 2013 as "The Year of the Child" in Contra Costa County.

 

Recognize Greg Moeller as 2013 Lafayette Citizen of the Year, as recommended by Supervisor Candace Andersen.

 

Proclaim March 2013 as American Red Cross Month in CCC.

 

Approve/Authorize request for General Plan Amendment and Specific Plan Amendment studies for the Dougherty Valley Specific Plan Area, as proposed by Shapell Homes, to consider land use revisions to Gale Ranch Phases III & IV in order to provide an additional public school site in the Dougherty Valley.

 

Retitle the County Service Area P-2B Citizens Advisory Committee to the "Alamo Police Services Advisory Committee," as recommended by Supervisor Candace Andersen.
