Caldecott Tunnel Fourth Bore Tour 

 

Although no firm date has yet been set, at the end of this year the fourth bore of the Caldecott Tunnel will be opening. Supervisor Andersen and staff were privileged to receive a tour of the Caldecott Tunnel fourth bore project by CalTrans engineers on February 19th. 

  

Contra Costa County Employees' Retirement Association Voted to Lower Pension Rate  

 

Contra Costa County Employees' Retirement Association (CCCERA) voted to reduce the pension fund's annual assumed rate of return by one half a percentage point from 7.75 percent to 7.25 percent.

Interact Clubs Very Active at High Schools in the San Ramon Valley

Interact Club at Food Bank "Service Above Self." Danville's 10th Annual Lend A Hand Day Scheduled for April 27th

The Town of Danville and local community volunteers will once again join together on April 27 to assist Senior Citizens with no-cost yard work and minor home repairs. As part of the annual Lend A Hand Day, over 200 local volunteers will be raking, mowing, trimming and sprucing up local residences in observance of Older Americans Month in May.

On February 26th, Supervisor Andersen was delighted to join the Moraga Chamber of Commerce and community in celebrating their 2013 Businessperson of the Year, William F. Snider, at the Moraga Country Club. Bill is the owner of both Moraga Hardware and Lumber and the neighboring shop "across the way".  He is one of the original founders, and is still active in the Shop Moraga First campaign, has been a frequent volunteer at his children's schools, and supports many local charity and service organizations. It was a wonderful evening filled with delicious food, great conversations, and the community of Moraga joining together to honor one of its own.

Caldecott Tunnel Fourth Bore Tour

Although no firm date has yet been set, at the end of this year the fourth bore of the Caldecott Tunnel will be opening. Supervisor Andersen and staff were privileged to receive a tour of the Caldecott Tunnel fourth bore project by CalTrans engineers on February 19th. This unique opportunity gave Candace insight into a project she has been watching for many years while representing both Contra Costa County and the Town of Danville on the Contra Costa Transportation Authority (CCTA) and the Southwest Area Transportation Committee (SWAT).  

 


The purpose of the new fourth bore is to provide congestion relief for off-peak traffic and will eliminate daily traffic lane shifts. The new bore will accommodate westbound traffic through an arch-shaped tunnel 3,389 feet in length and 41 feet in width at the base, with two 12-foot lanes, a 10-foot shoulder on the northern wall and a two-foot shoulder and three-foot walkway on the southern wall. Seven cross passages will connect to the existing northern bore and serve as emergency exits. When the project is complete, two tunnel bores will accommodate westbound traffic and two tunnel bores will accommodate eastbound traffic.

 

Work on the fourth bore began in late January 2010. The tunnel is scheduled to open to traffic in late 2013, with final project completion planned for 2014. The project was originally expected to cost $420 million. However, thanks to favorable market conditions the construction bids were lower than anticipated. The currently programmed budget for design, administration and construction of the Fourth Bore Project is $402.1 million. The project has received funding from a number of sources, including federal, state and regional sources. The two largest sources of funding on the project are the American Recovery and Reinvestment Act (ARRA) and Contra Costa Measure J funds. Contra Costa County Employees' Retirement Association Voted to Lower Pension Rate

Contra Costa County Employees' Retirement Association (CCCERA) voted to reduce the pension fund's annual assumed rate of return by one half a percentage point from 7.75 percent to 7.25.  It is hoped that the board will be implementing this new rate soon, and not delay it to future years. A rate of 7.25 will put the Contra Costa fund at the lowest rate of return, along with the $9.9 billion Orange County Employees Retirement System, among the 19 independent retirement systems in the state.  

 

Contra Costa County is CCERA's largest member. Others include the Contra Costa Central Sanitary District and the Contra Costa, East Contra Costa, Moraga-Orinda and San Ramon Valley fire districts.    For more information about CCCERA, click here to visit their website.

Applications for Grand Jury Service Sought

The Contra Costa County Superior Court is accepting applications for Civil Grand Jury Service for the fiscal year 2013-2014 term.  

 

The Civil Grand Jury is made up of 19 members who serve for one year, July through June, to monitor, review and report on city and county governments, special districts and school districts. "Grand Juries are the citizen watchdogs of civic functions," says current Grand Jury Foreperson Marc Hamaji. "All county citizens have the authority to call the juries' attention to issues within their governmental agencies that they think should be reviewed.

 

Every effort is made to ensure that the Grand Jury reflects the makeup of the residents of the county. Approximately 60 applicants will be selected to be interviewed by the Grand Jury Selection Committee, which is composed of Superior Court Judges. After interviews, the judges will nominate approximately 30 applicants to constitute a grand jury pool from which the final panel of 19 will be selected by random drawing. The drawing is scheduled to be held on Friday, June 14, 2013, with the members of the 2013-2014 Grand Jury officially being sworn in on the same day.  

 

Individuals selected for service will be expected to be available during the last two weeks of June to meet with outgoing jurors, tour county facilities, meet with department heads, become familiar with their colleagues, learn about juror responsibilities and procedures, and select committees on which they will serve.   

 

Grand jurors must be a United States citizen, 18 years of age or older, who have been a resident of Contra Costa County for at least one year prior to selection. They cannot currently hold any elected position within the county. Applicants should have reliable transportation to Martinez, and must be prepared to devote at least 20 hours per week to Civil Grand Jury service. Citizens who work should apply only if they can be released from their jobs to perform the jury duties. Applicants selected as one of the 30 nominees will be fingerprinted before the drawing.  

 

Jurors receive a stipend for attending full jury and committee meetings and are reimbursed for allowable jury travel. Parking permits are provided to park in the City of Martinez while performing Grand Jury duties. Conversion to All Electronic Tolling at the Golden Gate Bridge

All electronic tolling, a cashless payment system, is now in the functionality testing phase, leading up to the full conversion in late March 2013 (subject to change).

 

During testing, the toll collectors remain in the toll lanes and one can still pay cash at the Toll Plaza. If motorists aren't using FasTrak, they can try one of the new Pay-By-Plate toll payment options: a License Plate Account, a One-Time Payment, or a Toll Invoice. Drivers using FasTrak pay discounted toll rates and with the Pay-By-Plate options, the non-discounted toll rates apply. Learn about how to open a FasTrak Account now by  clicking here.

 

The Pay-By-Plate options (License Plate Account, One-Time Payment, or Toll Invoice) is the "pay as you go" alternative to FasTrak, where your credit card is charged ONLY when you cross the Golden Gate Bridge. Making a One-Time Payment is ideal for those who want to use cash at one of many Cash Payment Locations around the Bay Area.

CHP Age Well logo The California Highway Patrol is offering a free lecture and video presentation to senior drivers and their families. The program is designed to:

 

  • Offer information to help tune up your driving skills
  • Assist drivers in making a self-analysis of driving ability to help be a better, safer, and more alert driver
  • Propose tips to help drivers develop a plan when they decide to no longer drive
  • Provide a form to calculate current monthly vehicle/transportation costs  
  • Suggest resources to access senior services and activities; and courses available to keep driving safer and longer

Contra Costa's Homeless Veterans Get Housed

The program can provide financial assistance to house homeless veterans and help to prevent homelessness for others. The first step is to call 925-957-7579.  The funding will also help prevent homelessness for very low-income veterans and their families at immediate risk of homelessness.  

 

The cornerstone of this program is case managers who help veterans and their families achieve housing stability by helping them move into rental housing, and obtain VA and other mainstream benefits (e.g. food stamps, SSDI, etc.). In addition, homeless veterans and families at risk of homelessness can be assisted with first month's rent, security deposit and utility assistance.

    Pulse Point Logo Earlier this month the Contra Costa County Fire Protection District in partnership with several county fire agencies and Contra Costa EMS announced the availability of the PulsePoint Citizen Responder CPR/AED App. The mobile app, first introduced to communities by San Ramon Valley Fire, allows CPR-trained individuals to be notified if someone nearby is potentially in need of CPR. The app also pinpoints the location of all publicly available AEDs in the area. The notifications are made simultaneously with the dispatch of local paramedics so that citizens can begin CPR and deploy an AED while the professional rescuers are traveling to the scene.

     

    Every second matters when someone is in cardiac arrest. In HeartSafe communities like ours, citizens are truly the first, first responders. If CPR is started and an AED is deployed in the first few minutes after a sudden cardiac arrest the chances of survival can be several times greater than if resuscitation efforts wait until paramedics arrive. The new app greatly increases the chances that bystander resuscitation efforts will be initiated by notifying trained citizens who are in the vicinity of the emergency but are not aware of the critical need nearby - like those next door, on the floor below, or in an adjacent parking lot.

    The City of San Ramon is Charged Up  

    and Ready To Go!

    San Ramon Charging Stations The City of San Ramon recently installed two Electric vehicle charging stations, one in the parking lot of City Hall in front of the City Council Chambers and the other in the parking lot of the Permit Center/Police Department.

     

    The charging stations are Level 1 and Level 2. There are different types of charging equipment referred to as Levels 1, 2, and 3. The differences are related to the speed of charging.

    • Level 1 is the slowest and involves plugging into a standard wall outlet.
    • Level 2 is the most common type of charging equipment that uses specialized equipment with a 240-volt connection, which is similar to the type of plug used for dryer connections.

    The Charging Stations can be accessed via any of the following means:

    • ChargePass RFID-based Smart Cards (or Key Fobs)
    • Contactless Credit Cards, such as MasterCard PayPass™, Visa payWave�, etc.
    • Phone call to the customer service number on every ChargePoint charging station

    Interact Clubs Very Active at High Schools in the San Ramon Valley

    Interact Club at Food Bank "Service Above Self." It's a powerful statement and one that is being modeled every day by local young people. Specifically, this is the motto of Rotary International's "Interact" Clubs...and we are fortunate to have Interact Clubs at all five high schools in the San Ramon Valley:  California High School, Dougherty Valley High School, Monte Vista High School, San Ramon Valley High School, and the newest club at Venture School.  Interact is made-up of young people, ages 12 to 18, and is a self-governing, self-supporting, service club. Donna Maxwell, from Supervisor Andersen's office, had the opportunity to visit with the Interact Club from Venture School. The students, decked-out in their matching tie-dye purple shirts, shared some of the amazing volunteer/community service they have done over the past year; including 200+ hours of service for local senior citizens (putting together "vials of life"), volunteering at the Contra Costa Food Bank providing food for homeless and low-income families, supporting the San Ramon Valley Arts Foundation at the "Battle of the Bands," making blankets for the neonatal unit at Children's Hospital, sending letters to our Troops oversees for the holidays, gathering books, toys, and clothing for foster youth, and the list goes on. To learn more about Interact and the over 10,700 clubs in 109 countries throughout the world, click here.     The Town of Danville is looking for community-minded individuals who would be interested in helping to provide assistance during Lend A Hand Day to the Town's seniors. Seniors who would like to have help with yard work and home project or those interested in volunteering to be part of a work crew can contact the Danville Senior Center.

    Candace dropped in to the Rossmoor Friday Lunch on March 1st.  She enjoyed informal visits with many Rossmoor residents and shared with the group some of the most pressing County issues.

     

    On February 20th, Candace was invited to speak about her role in the County at a Rossmoor Rotary luncheon, held at the Hillside Clubhouse. She also had the opportunity to watch a presentation by Rotarian Nancy Moschel about Rossmoor's Peace Park. Although, earliest recordings of a Peace Park concept date back to the 1890's, it was 1932 when the first international Peace Park was created as a symbol of peace and friendship between the United States and Canada. In 2007, Ronald Moschel, was instrumental in the creation and establishment of the peace park, located at Avenida Seville and Tice Creek, which is enjoyed by Rossmoor residents today. Mr. Moschel was a Rossmoor Rotarian, who also served six years on the Gold Rain Foundation Board. Sadly, he passed away on March 24, 2012.

Mellow's family has been farming in the Santa Clara valley since the 1800s. Cathy Mellow's grandparents started the first of the family farms in Mountain View, where they grew apricots, prunes, and pears for the local canneries. The market also features local honey from Steve's Bees, fresh baked goods, pasture raised eggs, fresh pasta, olive oils, cheese, and popular street food items like Ofa's Island BBQ, tri-tip sandwiches from Green Lantern, South American sandwiches from El Sabores del Sur and sushi rolls, ramen noodles from Hiroshi's Catering. Market features live music and special events like Cooking Demos throughout the year. The market is held Thursdays and Saturdays year-round.

    4th Annual "Live at the Orinda"

    For the fourth year, local "laugh-lovers" will have the renewed opportunity to enjoy an elegant night of comedy at the landmark Orinda Theatre on Friday, March 8th. The Orinda Chamber of Commerce in collaboration with Tommy T's Comedy Clubs will be presenting the fourth "Live at the Orinda" event. Past events gained rave reviews for a great night on the town. The evening will start at 7:00 p.m. and feature no host bars in the lobby and theatre. Champagne, wine and mixed drinks can also be purchased during the performances, starting at 8:00 p.m. with a mid-show intermission. Master of Ceremonies Wayne Coy, 92.1 KKDV radio personality, will open the show and introduce comedians. This year's slate features Kabeezy, David Van Avermaete, Arthur Gaus and headliner Will Durst, who The New York Times calls "possibly the best political comic in the country" returning fresh from a recent tour with all new material

     

    Advance discounted and VIP tickets may be reserved until March 7th using credit cards at the Chamber web site or at First Republic Bank, 224 Brookwood Road. Tickets at the door (if available) will be $40.00 per person. A portion of profits from this event will benefit local non-profit organizations as well as the on-going community work of the Chamber.     County Advisory Boards

     

    Interested and motivated residents are needed to serve on a variety of Contra Costa County citizen advisory boards. These voluntary boards usually meet monthly and advise the Board of Supervisors on a variety of issues. They provide a key communication link between the community and county government.

     

    District 2 includes:

    Canyon, Alamo, Danville, Lafayette, Moraga, Orinda, Parkmead, Rossmoor, San Ramon, Saranap, and Walnut Creek (west of Main Street).

    Applications are currently being accepted from residents of District 2 for seats on the following boards:

    Approve amended Conflict of Interest Code for Lafayette School District and the Contra Costa Community College District.

     

    Approve/Authorize application, execute loan agreement, accept funding from PG&E Energy Efficiency Loan Program for an energy saving project to be repaid at zero interest, the term of the loan will be based on the estimated annual electricity savings.

     

    Continue emergency action originally taken by BOS on 11/16/99 regarding homelessness in CCC.

     

    Set in motion the election procedure to fill the position of CCC Employees' Retirement Association Board of Trustees Member Nos. 2 (General Member), 8 (Retired Member), and 8 (Retired Member) Alternate.
