--------------Proclamation------------- GOVERNOR TOMBLIN ORDERS U.S. AND STATE FLAGS LOWERED
Flags lowered in honor of the Honorable Arch Alfred Moore Jr.
CHARLESTON, W.Va. (January 15, 2015) - Gov. Earl Ray Tomblin today ordered all U.S. and State flags at all state-owned facilities be lowered from dawn Friday, January 16 through dusk Saturday, January 17, the days of memorial services for the Honorable Arch Alfred Moore Jr. "Governor Moore was a true public servant who made numerous contributions to the State of West Virginia and her people. He will be forever remembered as a towering political figure in West Virginia's history," Gov. Tomblin said. "I am truly honored to have known and worked with Governor Moore throughout my legislative career. Joanne and I continue to extend our thoughts and prayers to Senator Shelley Moore Capito and the Moore family during this difficult time." After serving in the United States Army, Governor Moore graduated from West Virginia University, where he received a degree in political science. He later earned a Juris Doctor degree from the West Virginia University College of Law in 1951. He was elected to serve in the West Virginia House of Delegates in 1952, where he served until 1954. Governor Moore was elected to the United States House of Representatives in 1956, becoming its youngest member. He served in Congress until 1968. Moore was elected Governor of West Virginia in 1968 and was re-elected in 1972. He was later elected to serve an unprecedented third term in 1984. The Honorable Arch Alfred Moore, Jr. is survived by his brother, Harry "Moo" Moore; two daughters, Shelley Moore Capito and Lucy Moore Durbin; a son, Arch Alfred "Kim" Moore, III; grandchildren Riley Moore, Genevieve Moore, Arch Alfred Moore IV, Charles Capito, Arch Alfred Moore Capito, Shelley Macleod, and Sydney Durbin; two great-grandchildren, Celia and Charlie Capito; and was predeceased by his wife of sixty-five years, Shelley Riley Moore, his parents Arch Alfred Moore, Sr. and Genevieve Moore, and his sister, Lucy "Joy" Sievertson.

How to fly your flag at Half Staff What sort of flag pole are you using?
When raising the flag to half staff on a vertical pole, always raise it briskly to the top of the flagpole for a moment before lowering it. When taking it down for the night, raise it to the top of the flagpole again & lower it to the bottom.
With a telescoping flag pole it is acceptable to put the USA flag on the second set of rings instead of the top set. In this case the top set would be left empty.
When the United States flag is flown at half-staff, State & other flags should be removed or flown at half-staff too.
 For flags that can't be lowered, such as those on many homes, the American Legion says that attaching a black ribbon or streamer to the top of the flag is an acceptable alternative. The ribbon should be the same width as a stripe on the flag and the same length as the flag. |
