GOVERNOR TOMBLIN ORDERS STATE FLAGS LOWERED

State flags lowered in honor of Dr. Stephen J. Kopp

CHARLESTON, W.Va. (January 12, 2015) - Gov. Earl Ray Tomblin today ordered State flags on the State Capitol Complex and all State-owned facilities in Cabell County be lowered from dawn to dusk, Tuesday, January 13, 2015, the day of the public memorial service for the late Marshall University President Dr. Stephen J. Kopp.
 
 "Dr. Kopp's years of leadership have left a permanent, positive impact on not only Marshall University, but on our entire state," Gov. Tomblin said. His passion for teaching, coupled with his love for the Mountain State, made him the guiding hand in countless improvements to campus infrastructure, academics and athletic programs at Marshall University. Joanne and I continue to extend our thoughts and prayers to his family and friends."
 
Kopp began his career as a teaching assistant at the University of Illinois, while he worked to receive his Ph.D. in physiology and biophysics. In addition, he was a post-doctoral fellow at the St. Louis University Medical Center, a research associate at the University of Chicago and held a National Institute of Health postdoctoral fellowship at the University of Illinois.  
 
In 1979, Kopp accepted a position as an assistant professor of physiology and assistant director of the Magnetic Resonance Laboratory at the Chicago College of Osteopathic Medicine. In 1983, he became the chairman of the Department of Physiology and in 1991 was named acting dean of Allied Health Programs. The following year, he became the founding dean of the College of Allied Health Professionals at Midwestern University, where he remained until 1997.
 
Kopp later moved on to be the founding dean of the Herbert H. and Grace Dow College of Health Professions at Central Michigan University. In 2002, he became the provost of Ohio University, where he remained until 2004. Upon leaving Ohio University, he took a position as special assistant to the Chancellor of the Ohio Board of Regents.
 
In 2005, he was named the 36th President of Marshall University. While serving at Marshall, Kopp worked to improve undergraduate education and reversed a six-year decline in student enrollment. He reinstituted the Freshman Academic Convocation and added numerous high-demand majors and degree programs.
 
Kopp worked to improve infrastructure with the expansion and renovation of Marshall University's campus, including the Byrd Biotechnology Center, the Welcome Center, the Dot Hicks Playing Field, the Weisberg Family Engineering Laboratory, the Health and Wellness Center, the downtown Visual Arts Center, the Chris Cline Athletic Complex and the Veterans Memorial Soccer Complex.
 
Kopp is survived by his wife, Jane Schade Kopp; daughter Elizabeth Bradley; son Adam Kopp; grandchildren Rachel and Ryan Bradley; sisters, Jennifer O'Brien and Barbara Merz; brothers, Christopher Kopp, Jeffrey Kopp, Daniel Kopp and Brian Kopp; his mother-in-law, Phyllis Schade; brothers-in-law, Michael Schade and Jerry Schade; and numerous nieces, nephews, co-workers and friends.

How to fly your flag at Half Staff
What sort of flag pole are you using?

Flag at half staffWhen raising the flag to half staff on a vertical pole, always raise it briskly to the top of the flagpole for a moment before lowering it. When taking it down for the night, raise it to the top of the flagpole again & lower it to the bottom.

With a telescoping flag pole it is acceptable to put the USA flag on the second set of rings instead of the top set. In this case the top set would be left empty.

When the United States flag is flown at half-staff,
State & other flags should be removed or flown at half-staff too.

Mourning  ribbon on flag
For flags that can't be lowered, such as those on many homes, the American Legion says that attaching a black ribbon or streamer to the top of the flag is an acceptable alternative. The ribbon should be the same width as a stripe on the flag and the same length as the flag.
