Traffic Advisory - Beekman Lane Closed July 18-22
Beekman Lane will be closed at the railroad crossing from Monday July 18th to Friday July 22nd for maintenance to the tracks. The detour will be posted over the weekend and will be New Centre Road to Auten Road to Triangle Road for Southbound traffic and Triangle Road to Auten Road to New Centre Road for Northbound traffic. Please plan your commute accordingly.

Township Adopts 2016 Municipal Budget Under the 2% Cap and with No Change to the Tax Rate
6th Consecutive Year - No Exceptions Taken - Resulting in $284,311 Taxpayer Savings
Hillsborough Township adopted the 2016 municipal budget at Tuesday's Township Committee meeting, which for the 6th year in a row came in under the 2% levy cap.
"As mentioned when this budget was introduced, the 2016 fiscally responsible budget has once again come in below the 2% tax levy, which has been our practice since the 2011 introduction of the 2% levy cap and this measure saves our Hillsborough taxpayers $284,311," stated Mayor Frank DelCore during his comments regarding the budget.
The 2016 budget saw a decrease in spending for snow removal, as a result of the mild winter. Another line item that saw a significant decrease for 2016 was the Public Safety salaries, which decreased by $73,000, as a result of the attrition of senior officers in the department. On the other hand, mandated pension contributions increased along with salary and wages which are contractual obligations through the collective bargaining agreements. There was an increase of $100,000 into the Capital Improvement Fund to be used in future years as part of the Township's Pay As You Go Program for routine capital purchases.

Nathaniel Trampe Honored for Becoming Eagle Scout

Nathaniel J. Trampe a rising senior at Hillsborough High School, and member of Boy Scout Troop 89, was recognized at the July 12th Township Committee Meeting for earning his Eagle Scout award.
In addition to the many hours he dedicated to attaining the status of Eagle Scout, Nathaniel is a member of the National Honor Society and German Language Honor Society, as well as a varsity athlete on the Hillsborough Cross Country and Track teams.
Nathaniel's Eagle Scout Project consisted of designing and leading the construction of six wheelchair-accessible gardening tables at the Somerset Community Garden. These gardening tables allow those with mobility challenges to experience the joy and pleasures of gardening.
Nathaniel serves as an example to the youth of Hillsborough Township through his high level of leadership and community service, and we are very proud that he is a member of our community.

Senior B Group Recognizes Centenarian
Hillsborough Senior Chapter B recognized Centenarian Ms. Anne Stewart at their recent Chapter meeting. Flanked by her family, Ms. Stewart was also recognized by Assemblyman Jack Ciattarelli, Anthony Ferrera (on behalf of the Hillsborough Township Committee) and Senior Chapter B President Tony Fusco.

The Shop Hillsborough Reward program continues to promote local shopping while allowing card holders the opportunity to reduce their property tax bill.
If you don't have a Shop Hillsborough card, be sure to stop by the Administration office in the Municipal Building to pick one up. Free registration is required. Additional cards may be obtained for each member in a household with the same block and lot. All household spending will be applied against your property tax bill.

Public Works 2016 Clean Up Programs
2016 Annual Clean Up Program
The Public Works Department is now handing out passes for the 2016 Annual Clean Up Program. The purpose of clean-up day is to allow residents the opportunity to dispose of old furniture/toys/rugs/appliances/bicycles/yard clean-up brush/hot water tanks/old furnaces, etc.

Somerset County Dairy Princess Celebrates National Ice Cream Day!
Melissa Bright, a Hillsborough resident, was crowned Somerset County Dairy Princess this year. She is very passionate about the dairy industry and would love to educate future generations on how important milk is for the body. She strives to educate the public on behave of our local dairy farmers. She will be at Super Sundaes Ice Cream Shop, 435 Amwell Road, Hillsborough, on Sunday, July 17th from 2 to 4 pm. She wants to encourage families to visit the shop so she could share her passion and the importance of the dairy industry. Melissa states that, "With just three servings of dairy products a day which can consist of milk, chocolate milk, yogurt, cheese, ice cream, or butter, etc, you can consume the nine essential vitamins that milk provides for us. Is it important to you that your family is the healthiest they can be every day? Well then, three a day is the safest way!"

Heat Wave Safety Checklist
In recent years, excessive heat has caused more deaths than all other weather events, including floods. A heat wave is a prolonged period of excessive heat, generally 10 degrees or more above average, often combined with excessive humidity.
To prepare for a heat wave:
-
Listen to local weather forecasts and stay aware of upcoming temperature changes.
-
Be aware of both the temperature and the heat index. The heat index is the temperature the body feels when the effects of heat and humidity are combined. Exposure to direct sunlight can increase the heat index by as much as 15° F.

Discuss heat safety precautions with members of your household. Have a plan for wherever you spend time and prepare for the possibility of power outages.
-
Check the contents of your emergency disaster kit (bug out bag) in case a power outage occurs.
-
Know those in your neighborhood who are elderly, young, sick or overweight. They are more likely to become victims of excessive heat and may need help.
-
If you do not have air conditioning, choose places you could go to for relief from the heat during the warmest part of the day (schools, libraries, theaters, malls).
-
Be aware that people living in urban areas may be at greater risk from the effects of a prolonged heat wave than are people living in rural areas.
-
Get trained in First Aid to learn how to treat heat-related emergencies.
-
Ensure that your animals' needs for water and shade are met.

Somerset County's Triple-A Bond Ratings Reaffirmed
Somerset County's triple-A bond ratings were reaffirmed in a recent sale of 10-year county college and general improvement bonds.
The interest rate on the June 30 sale was 1.678 percent. The successful bidder was Swiss-based UBS Financial Services Inc.
The sale included a little over $18 million in bonds for general county improvements, including equipment and non-passenger vehicles, and $5.3 million for college infrastructure projects, including the Workforce Training Center, renovations to the Christine Todd Whitman Science Center, and athletic field improvements.
"We're very pleased that both Standard & Poor's and Moody's reaffirmed Somerset County's long-held triple-A bond ratings," said Freeholder Director Patricia Walsh. "Our success in securing such a favorable interest rate is due once again to our sound financial management."

Farmers Market Vouchers For Seniors
Eligible seniors can obtain $25 worth of vouchers to buy New Jersey fresh produce such as fruits, vegetables and herbs. These free vouchers can be used at participating farmer's markets in Somerset County until Nov. 30.
People interested in applying can stop by the Somerset County Office on Aging & Disability Services, located at 27 Warren St., between the hours of 9 a.m. and 4 p.m. Vouchers will be given out on a first-come, first-serve basis while supplies last.
Eligible individuals must be age 60 or above and reside in Somerset County. Income guidelines require that an individual's income not exceed $21,978 and a married couple's income not exceed $29,637.
All applicants must show proof of age and residency, such as a driver's license or other documentation, and proof of income, such as a current tax return or social security statement. Office on Aging & Disability Services staff will be available to assist residents when they are applying for vouchers.

Ninth Annual Hillsborough Rotary Fair To Open Tuesday, August 16
Fireworks Display Scheduled for Friday Evening

The Hillsborough Rotary Club will hold its ninth annual Hillsborough Rotary Fair on Tuesday, August 16th through Sunday, August 21st, at the township field adjacent to the Lowes Hillsborough Promenade (315 Route 206 in Hillsborough). The six-day carnival attracts approximately 15,000 people each year, and is one of the Township's largest and most popular annual community events. Fair proceeds go directly to support a variety of Hillsborough community organizations and projects.
"We look forward to the annual Rotary Fair all year," commented Rotary Club President, Abed Medawar. "It is our most important fundraiser of the year, and has become a Hillsborough community tradition." The Rotary Fair will feature 21 amusement rides by Majestic Midway Amusements, games by Paladin Amusements, a DJ, a wide selection of food, various displays by area vendors and a petting zoo. Featured rides include the Himalayan, Bumper Cars, Ring of Fire, Super Shot, Sizzler, Zipper, Carousel, Kite Flyer and many more. This year, Tuesday, Thursday and Sunday will be pay-one-price ($30) wristband nights. The Fair will also include nightly entertainment and special demonstrations.

If you are an honorably discharged military veteran having served on an overseas deployment, we would like to meet with you and discuss the possibility of membership in our local Veterans of Foreign Wars (VFW) Post.
Our membership committee would like to invite you to a meeting of prospective applicants in the near future. During this meeting we will discuss eligibility requirements in further detail and provide an overview of the VFW mission and organizational structure on a national, state, district, and local post level.
Our committee members will be there to answer any questions you may have and to share some local examples of how our post provides services to veterans in the Somerset County area. The meeting is informational only and there are no obligations on your part other than to listen, ask questions, evaluate and make a determination if you wish to join our service organization.
