2014 Municipal Budget Introduced

No Exceptions Taken to Maintain Budget Under Cap Levy for 4th Consecutive Year - Spending is Less Than 2008 Budget Standard & Poor's Recognizes Fiscal Austerity

Hillsborough Township introduced the 2014 municipal budget at Tuesday's Township Committee meeting, which for the 4th year in a row came in under the 2% levy cap.  (Since the 2011 introduction of the 2% levy cap, Hillsborough's budget has come in under every year.)  The $27,870,408 municipal budget results in a $0.014 per $100 of assessed value municipal tax rate change.      

"The balancing of the municipal budget is never an easy task, once again, holding the line on spending to the 2008 levels.  This budget continues our business-like approach to government by managing taxpayer's dollars in a fiscally responsible way," stated Mayor Doug Tomson, during the budget introduction Tuesday evening.

The main cost drivers of this year's budget include the highest snow fall amounts in nearly 25 years coupled with increases in contractual wages and salaries and the final debt service payment on the 2002 Library expansion.

Winter Damaged Township Roads to Be Restored

Unprecedented Winter Results in Extensive Repairs and Equipment Needs to Restore and Maintain Roadway Infrastructure

The Township Committee introduced a bond ordinance at Tuesday's Township Committee meeting to address the need for Township wide road resurfacing as a result of the unprecedented numerous damaging storms over the past winter.

"The Township does not bond for routine capital expenditures. This issuance is for material capital improvements related to roadways and maintenance to ensure public safety that cannot be funded as part of our annual capital plan," stated Mayor Doug Tomson during his comments for the ordinance introduction.  

The bond ordinance comprises the following items to be purchased:  a 6 wheel dump truck with snowplow and spreader, a 2-4 ton trailer model asphalt recycler and hauler and a subcompact tractor with snow attachments.   In addition the majority of the bond will comprise the Township wide road resurfacing and repaving restoration project.

Saturday April 26 Township Residents Invited to Clean Community Day   

"Hillsborough Township will host the 5th Annual Clean Up Day on Saturday, April 26th from 9am until 12 noon in conjunction with Earth Day Observance," announced Committeewoman and Liaison to Sustainable Hillsborough Steering Gloria McCauley at Tuesday night's Township Committee Meeting.  Earth Day is observed on April 22nd each year and events are held worldwide to demonstrate support for environmental protection and preservation.

"The Community wide clean up is made possible through the Clean Communities Grant and we are very fortunate to have these grant funds come into the Township," added Committeewoman Gloria McCauley.  
Hillsborough Clean Communities invites all Township Residents to participate.  The kick-off will be at the Peter J. Biondi Building at the Municipal Complex, where supplies and location assignments will be distributed.  The clean-up activities will take place until noon.

Township Proclaims Healthy Kids Day - April 26th   

Mayor Doug Tomson and the Township Committee presented a proclamation to the YMCA at Tuesday's Township Committee meeting declaring Saturday, April 26th as "Healthy Kids Day" in Hillsborough Township.

Hillsborough Joe's Score at Fundraiser  

Though the scoreboard said differently, the Hillsborough Joes vs. NFL Pros scored big earlier this month.  The event, which was co-sponsored by the Hillsborough-Millstone Municipal Alliance, BOROSafe, Life Skills and Dreams for Kids, hosted nearly 700 guests and players to a night of basketball fun.

Mayor Tomson Visits the Seniors   

Earlier this month, Mayor Tomson was invited as a guest speaker for Senior Group A's meeting.  The Mayor joined the group for an overview of happenings around town and then provided time for some questions and answers.

Annual Easter Egg Hunt    

Deputy Mayor and Rotarian Greg Burchette took a break at last Saturday's Easter Egg Hunt sponsored by the Hillsborough Rotary Club to pose with the Easter Bunny, Andrew and Madelyn Clayton, children of Russell and Lisa Clayton of Hillsborough.  Each year the Rotary Club of Hillsborough and Pheasant's Landing sponsors the Egg Hunt. 

2014 Summer Recreation Summer Camps Registration Open    

Registration for the Recreation Summer Camps is now open.  This year, camp will be returning to Auten Road and Amsterdam Schools for the main camps!  Camps are available for children ages 4 to 14, and are fun, affordable, and close to home.  For more information, and to register, visit the Parks and Recreation website: www.hillsboroughnjrecreation.org.

Last Call for Mayors Wellness Contests - Entries Due by April 30th
Just a reminder, the Mayors Wellness campaign was running a contest seeking healthy recipes submitted by our residents, using some of the items distributed through the Hillsborough Community Assistance Network (CAN).  The list of ingredients can be found by clicking the link below.  Extra ingredients can be used, particularly produce items.  The winner will receive a gift basket from ShopRite.  The contest will be judged for nutritional content by Rachel Simpers, Registered Dietician of ShopRite.

The contest is set to run through the end of April 2014.  All entries must be emailed to Siobhan Spano, Health Officer at [email protected].  More information regarding this contest along with other health related topics can be found at the Township's website in the Health Department.

The Million Hearts Pledge is also due by April 30th.  Visit the website millionhearts.hhs.gov/individuals.html, take the pledge and send in your form to our Health Office, attention S. Spano and get entered into a drawing for a heart healthy cookbook and a crock pot.

YMCA's Annual 'Healthy Kids Day' - Saturday, April 26th, 10am - 2pm  

Join the YMCA for an open family event on Saturday, April 26 from 10 a.m. to 2 p.m. where they show kids that fun and fitness go together.

Every spring along with 1,500 Y's nationwide, the Hillsborough YMCA plants the seeds to grow happier, healthier kids at our free event: Healthy Kids Day�.

Healthy Kids Day is a national Y initiative to improve families'
health and well-being heading into summer, a critical out-of-school time for
children. There will be activities to get kids moving and learning.

There will also be exercise classes, games, demonstrations, lessons on healthy eating, fun/educational activities and more designed to get kids moving, laughing and learning. Healthy food, snacks, and refreshments will be served. Get ready to do some family Zumba and meet community partners in health and wellness.

Electronics Recycling Fundraiser: Help raise funds while helping the environment  

Bring your new or old, broken or working electronics to Woods Road School in Hillsborough on Saturday April 26th from 9 am to 1 pm.  For a suggested donation of $3 to $5 - or give whatever you feel is appropriate, help keep harmful items out of our landfills.  Unlike last year, the recycling company is no longer paying the sponsors of electronic recycling drives, so the only funds raised will be from the donations we collect. DEP Encourages Proper Use of Pesticides and Fertilizers for Spring Maintenance of Homes, Lawns and Gardens Professional Pesticide Applicators Must Be Licensed By The State 

With the spring boom in home, landscape and gardening activities kicking up now, the Department of Environmental Protection today urged New Jersey residents to use caution when applying pesticides, and to employ only licensed commercial pesticide applicators when hiring for pest control services that include pesticide product applications.

Similarly, the DEP also reminds residents to use lawn and garden fertilizers that comply with New Jersey's strict content standards for nitrogen and phosphorus, or to hire certified fertilizer applicators for their lawn care.

"While this is typically the time of year when we care for and beautify our properties, it's important to remember we have an obligation to the environment, to our neighbors and to ourselves. When it comes to applying pesticides, we suggest using them sparingly or to explore non-chemical alternatives whenever possible," said DEP Commissioner Bob Martin.
