Hillsborough's 2013 Budget Under Levy Cap, Continues Fiscal Responsibility   

Hillsborough's $27,377,707 municipal budget for 2013 introduced Tuesday evening, is under the 2% levy cap, and results in a 1.6% increase in the Municipal tax rate over 2012.  
 
"Balancing the municipal budget is never an easy task, but this budget with spending held to the 2008 levels, continues our approach of managing the township's spending in a fiscally responsible way," stated Mayor Frank DelCore, during the budget introduction Tuesday evening.
 
For the 2013 budget year, state aid remains flat for the third consecutive year.  "We have had to continue to sustain, since 2010, the redirection of Energy Tax Receipts which cumulatively totals approximately $2.5 million; while expenses continue to rise and we strive to provide our residents the same level of essential services and programs that they expect and deserve," stated Committeeman Carl Suraci, Chair of the Budget and Finance Committee.

Hillsborough Township's Annual Community Clean Up Day  

"Hillsborough Township will host the 4th Annual Clean Up Day on Saturday, April 20th from 9am until 12 noon in conjunction with Earth Day Observance," announced Committeewoman and Liaison to Sustainable Hillsborough Steering Gloria McCauley at Tuesday night's Township Committee Meeting.  Earth Day is observed on April 22nd each year and events are held worldwide to demonstrate support for environmental protection and preservation.

Hillsborough Clean Communities invites all Township Residents to participate in the beautification of the latest piece of property acquired through Township Open Space.  This initiative is made possible through the Clean Communities Grant.  The Clean Communities Grant is awarded from the State of New Jersey to assist municipalities in funding litter prevention, public education, adopt-a-highway campaigns and annual cleanups.

This year the meeting place is at 29 East Mountain Road, next door to Foothill Acres, traveling west, at 9AM. The beautification efforts will take place until noon.  Hot dogs and cold soft drinks will be provided for all volunteers along with Clean Communities T-Shirt and Cinch Sack.

Township Committee Recognizes April as Autism Awareness Month

The Hillsborough Township Committee recognized the following organizations and individuals for their contributions towards enhancing awareness and funding research for autism -- Autism New Jersey, Autism Speaks, Beth Baldwin, Governor Chris Christie, Lt. Governor Kim Guadagno, Assemblywoman Donna Simon, Paul Gubitosi Charitable Foundation, Chief Paul Kaminsky & the Hillsborough Police Department, Hillsborough Board of Education's Special Services Department, Hillsborough Department of Parks & Recreation, Hillsborough Rescue Squad, Hillsborough Volunteer Fire Companies No. 1, No.2 and No. 3 (Woods Road), Organization for Autism Research (OAR), Somerset County Sheriff's Department, UNICO of Hillsborough and the Knights of Columbus.

Recycling Tours Scheduled to Celebrate Earth Day

The Somerset County Recycling Center, located at 40 Polhemus Lane, is offering guided tours in celebration of Earth Day and National County Government Month on Monday, April 22. The public is invited to schedule a one-hour tour of the Recycling Center at 9:30 or 1 p.m. Registration is requested by Monday, April 15.

As part of the tour, residents will observe the recycling process as materials and paper are dropped off by curbside trucks and then sorted and processed on conveyer belts. Also, an interactive discussion will be held on the merits of "closing the solid waste loop" by recycling, reducing, reusing and participating in backyard composting.

11th Year in a Row - No Borrowing for Capital Plan

Hillsborough's Township Committee introduced a Capital Spending Plan that for the eleventh year in a row is a 'no debt, pay as you go' capital plan that has no bonding.

 

"We take fiscal responsibility very seriously as demonstrated by our continued commitment to our taxpayers", commented Capital Planning Committee Liaison, Committeeman Greg Burchette.

 

The $423,252 capital plan is based on the recommendations of the Capital Planning Committee and once again "is indicative of recession based decision making with respect to spending", added Committeeman Burchette.

Raritan Valley Symphonic Band Celebrates 30 Years

The Raritan Valley Symphonic Band (RVSB) will present its thirtieth anniversary concert on Sunday, April 21, 2013 at 3:00 pm at Bridgewater-Raritan High School.  The school is located at 600 Garretson Rd, Bridgewater, New Jersey. Admission is free and open to the public.

The Raritan Valley Symphonic Band has been bringing live, quality music to New Jersey residents for three decades. Founded in 1984 by Dr. Anthony Isch, former Director of Bands at The College of New Jersey, the RVSB has grown in both size and caliber to be recognized as one of the state's premier volunteer symphonic bands.  Presently, the band has over 100 members drawn from central New Jersey and the surrounding areas. With a diverse repertoire, from classics to Broadway, the RVSB brings together talented amateur and professional musicians, distinguished conductors, renowned guest artists and enthusiastic audiences.

New Polling Locations for Hillsborough

Mayor Frank DelCore announced at Tuesday's Township Committee Meeting, "after thoughtful consideration we have realigned the polling locations for the Township and our proposal was found acceptable by the Somerset County Board of Elections."

 

In a move to streamline the voting process, the new plan eliminates the use of any of the Township's Elementary Schools as well as the Auten Road Intermediate School as voting locations. Traffic concerns are also eliminated with the revised locations.    

 

Voters may recall that last fall during the Presidential Election emergency arrangements had to be made as some of the polling locations remained without power after Super Storm Sandy.

Hillsborough Cultural Arts Commission to Host 9th Annual Art Exhibit - April 25-27th   

The Hillsborough Township Cultural Arts Commission proudly announces the 9th Annual Art Show and Exhibit at the Peter J. Biondi Municipal Complex.  The show will be open to the public on Friday, April 26, 2013, at 7 p.m.  As many as 300 pieces of art are expected to be on display.   


Prizes totaling $4,500.00 will be awarded in the various categories of High School Fine Art, High School Photography, Adult Fine Art and Adult Photography.  Artwork and photography will be judged by a group of world class professional artisans working in a number of disciplines.  The Art Festival is accepting both High School and Adult work from all Somerset County residents and those who study at schools within the County.

Electronics Recycling Fundraiser 

Help raise funds while helping the environment.  Bring your new or old, broken or working electronics to Woods Road School (WRS) at 401 South Woods Road on Saturday April 27th from 10 am to 1 pm.  This will cost you nothing, it helps keep harmful items out of our landfills, and WRS will receive a donation based on how much is collected. For questions, email [email protected]. Please consider supporting WRS and bring your (and your neighbors') items on the April 27th.

Clothing Drive at Woods Road School on Saturday, April 27th    

The 4th Grade Class will be hosting a Clothing Drive in the parking lot at Woods Road School (401 S. Woods Rd) on Saturday, April 27th from 10 am - 4 pm. They will be collecting gently used clothing for men, women and children along with shoes, belts, handbags, stuffed animals and hard toys that fit into a 2 ft. x 2 ft. cardboard box.

Please put all items in well-tied garbage bags and keep shoes separate. The 4th Graders thank you in advance for your support!

Scholarships Available from the Rotary Club of Hillsborough      

The Rotary Club of Hillsborough has (3) three - $ 2,000.00 scholarships available to college bound Hillsborough High School students.

Applications for the scholarships are available at the High School Guidance Office.  Applications are to be returned to the High School Guidance Office or mailed the Hillsborough Rotary Club - P.O. Box 5644 Hillsborough, NJ 08844.  

The scholarships will be awarded at the June 6th High School Senior Awards program at 7:00PM

The 2013 Hillsborough Recreation Summer Camps are held at various Township Public Schools: Auten Road, Amsterdam, Middle School (ages 12-14yrs old), Woods Road (Tiny Camp). 

Each camp provides various activities and pre-established schedules where children can make new friends and have fun! Our camp gives children a great summer experience that lasts a lifetime by providing activities under the guidance of caring, well-trained staff members.

Children take part in arts & crafts, non-competitive sports & games, weekly water activities, recreational play, and themed activities. Each camp will feature entertainment activities and field trips such as bowling trips and weekly swimming trips.

Healthy Kids Day at the Hillsborough YMCA 

On Saturday, April 27th, from 10am to 2pm, the Hillsborough Family YMCA is celebrating YMCA's Healthy Kids Day� with a free community event to get kids moving and learning and to encourage family healthy living.
