Keep What You Have: President Obama's Proposal

President Obama has announced a proposal that would allow insurers to offer individuals and small groups the option to renew their 2013 health plans in 2014.

We support efforts to allow people to keep what they have. However, there are a number of questions that need to be answered quickly before we know if the President's proposal can be done. We will need help from state regulators to secure appropriate rates and work through other regulatory issues to be able to offer these plans in the market in compliance with state law. We are aware that some state insurance commissioners have already indicated they will not allow us to take these actions in their states or have raised questions about their authority to provide this help.

There is more to consider than simply reinstating current 2013 plans that do not meet the 2014 requirements. As our industry group, AHIP, has already said, action will need to be taken to address the destabilizing impact this change will have on the exchange marketplace.

We know you and your clients will have many questions about how this will happen, and what it means for their plans and their premiums. We'll keep you informed as we explore solutions for your clients.
