Amendment 2 Missouri Evidence in Sexual Crimes Against Minors VOTE NO
Proponents say:
This amendment would allow evidence which could determine whether someone is likely to be a repeat offender in sexual
assaults or child molestation. People believe that offenders will reoffend (98% in 2008 poll). Evidence shows that the
recidivism rate is 13% for incest, 24% for rapists.
Opponents say:
We already have precedent that allows admission of such evidence in particular circumstances, particularly in sentencing
Amendment 3 Missouri Teacher Performance Evaluation VOTE YES
Proponents say:
It will enable districts to evaluate teachers every 3 years. Poorly performing teachers can be removed; good ones kept.
It protects collective bargaining for salary, benefits, and working conditions. It will improve quality of education.
Opponents say:
It takes away local control. It mandates a one size fits all approach instead of treating students as individuals.
It requires more standardized testing, leading to more "teaching to the test." It is more costly due to more tests.
Current system allows for removal of poor teachers through regular monitoring and evaluation system.
Amendment 6 Early Voting VOTE NO
Proponents say:
Missouri is one of only 7 states in the nation that currently does not allow early voting in some form (we do allow
absentee voting.)This would put in place a reasonable early voting system. The rules for voting are uniform throughout
the state. Funding remains under legislative control.
Opponents say:
This is not a real early voting system. There is no requirement to offer early voting the week before the election except
for on Wednesday. It is for 6 days only. The proposed system is more restrictive than 29 other states, including Iowa,
Kansas, Illinois, and Arkansas. The legislature can eliminate early voting by refusing to fund it. Because this is a
constitutional amendment, it will be very difficult to put a real early voting system in Missouri in the future.
Amendment 10 Missouri Gubernatorial Budgetary Recommendations VOTE YES
Proponents say:
The governor should not have "unchecked power" to decide how money gets spent. Governor Nixon has withheld funding
authorized by the legislature in the past. The legislature should control the budget.
Opponents say:
The governor is responsible for a balanced budget. The current system works well. Governors in all states except
Maryland have this power because it is necessary. Governor Nixon reduced line items when revenues were down and
expenditures needed to be cut.
PROPOSITION RED LIGHT CAMERA
Shall the St. Charles County Charter be amended to add a Section 10.130 reading:
"10.130. Automated Traffic Enforcement Systems.
Notwithstanding any other provision of this St. Charles County Charter, red light cameras or similar photograph devices or automated traffic enforcement systems may not be used in enforcing traffic regulations adopted by St. Charles County or by any municipality within St. Charles County that prohibit drivers from entering intersections when controlled by red traffic lights, and no such municipality may exercise the legislative power to use such cameras or devices or systems. This prohibition is the only limit imposed by this Charter upon the County or any municipality within it in performing their functions of regulating traffic and imposes no additional costs that need to be financed."?

WENTZVILLE R-lV SCHOOL DISTRICT
PROPOSITION "E"
Shall the Wentzville R-IV School District, St. Charles County, Missouri, borrow money in the amount of Forty Million Dollars ($40,000,000) for the purpose of providing funds to construct, renovate, improve, furnish and equip school buildings and facilities, including but not limited to (1) constructing, furnishing and equipping a new elementary school; (2) constructing, furnishing and equipping additional classrooms at Discovery Ridge Elementary, Duello Elementary and Lakeview Elementary; (3) completing Phase II of Liberty High School including constructing, furnishing and equipping an auditorium, gym and additional classrooms; (4) renovating science and career education rooms at Wentzville Middle School; and (5) enhancing security throughout the District, and issue general obligation bonds for the payment thereof resulting in an estimated increase to the debt service property tax levy of $0.18 per one hundred dollars of assessed valuation? If this proposition is approved, the adjusted debt service levy of the school district is estimated to increase from $0.77 to $1.12 per one hundred dollars assessed valuation of real and personal property, consisting of an increase of $0.18 for the $40,000,000 of new general obligation bonds and an increase of $0.17 for the debt service on the district's existing general obligation bonds?
The authorization of the Bonds will authorize the levy and collection of an annual tax in addition to the other taxes provided for by law on all taxable tangible property in the District sufficient to pay the interest and principal of the Bonds as they fall due.

WENTZVILLE FIRE PROTECTION DISTRICT
PROPOSITION S
Shall the Wentzville Fire Protection District hire firefighters to staff your voter approved Fire Stations which will assist in reducing emergency response times as well as potentially lowering your home owner insurance ratings, by levying twenty five cents per on hundred dollars assessed valuation?
