How'd Immigration Reform Work Out Last Time?

Twenty-eight years ago on November 6, 1986, President Ronald Reagan signed into law the Simpson-Mazzoli Act which gave amnesty to three million illegal immigrants residing in the United States.
 
The law required:
  1. Employers to attest to their employees immigration status
  2. Made it illegal to hire or recruit illegal immigrants
  3. Legalized certain seasonal illegal immigrants
  4. Legalized illegal immigrants who entered the US before January 1, 1982, who had resided in the US continuously with the penalty of a fine, paying back taxes, learning English and U.S. history.
Sound familiar? It should. It's the same bird of the same feathers as the "Immigration Reform" proposals being promoted today by politicians of both parties, fat cats like Bill Gates and Warren Buffet, the Hispanic lobby, Congress, political pundits on the left and the right, and the majority of newspaper editorial pages including the right leaning Wall Street Journal. The only difference is that instead of three million illegal immigrants, it's now eleven million illegal immigrants. 

And, of course, in our politically correct universe, the semantics have changed. No longer are those who overstay their visas or sneak across the border considered invaders, illegal aliens or illegal immigrants; they're now referred to as "undocumented workers".  
 
So how did Simpson-Mazolli work out? Well, as far as speaking English (see #4 of Simpson-Mazzoli), most signs these days are printed in both English and Spanish and phone-trees give the caller the option of punching numero dos for the Spanish version. As for learning U. S. history (#4 of Simpson-Mazzoli), in states with large Hispanic populations,  Cinco de Mayo is celebrated as enthusiastically as the Fourth of July
 
By the way, noticing these things and/or speaking of them is considered "racist", a term used to intimidate American humans into silence. This rule doesn't apply to cats, however.
 
Did employers verify employees' immigration status (see #s 1 and 2 of Simpson-Mazzoli)? If so, how come there are eleven million "undocumented workers" in the United States in 2014? And since Simpson-Mazzoli made seasonal work legal (see #3 of Simpson-Mazzoli), what's the point of having a guest worker provision in any new "Immigration Reform" proposal? Didn't Simpson-Mazzoli already make "seasonal workers"  legal?
 
The fact is, the United States is on the receiving end of a mass migration from Mexico, Central and South America, and if the ratio of migrants between 1986 (3 million) and 2014 (11 million) remains consistent, by 2042 the next "immigration reform" bill will seek to legalize and/or give amnesty to 40 million "undocumented workers" or whatever they're called then. Accidental Tourists?  By then signs won't need to be in English and phone trees will give callers the option (in Spanish) of punching number two if they must speak English (as already happened to my human twice when making reservations at a Sheraton Hotel in Houston). So far as American History (see #4 of Simpson-Mazzoli), why bother when the dominant culture has nothing in common with 1776? Growltiger is not trying to be a "Cattandra" (see 1 below); it's just that there always comes a saturation point when no more of a substance will go into solution, be absorbed or accepted. 
 
So where does it stop? How can the United States reverse the flood? What none of the politicians and pundits will admit is that it doesn't. At least not so long as the southern border remains porous. Eventually, of course, equilibrium will be achieved (see osmosis below) and the population and culture of the United States will be the same as that of those countries from which the migrants now flee. Then there will be no need for them to migrate, for the destination country will be no different than the country from which they are migrating. What the politicians and pundits don't know is how to break that news to the rest of us.
